Final Action Date:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING AND AUTHORIZING THE CITY MANAGER TO IMPLEMENT THE
HOMELESSNESS PREVENTION AND RAPID RE -HOUSING PROGRAM
POLICIES, IN SUBSTANTIALLY THE ATTACHED FORM.
WHEREAS, on February 17, 2009, the President of the United States signed the American
Recovery and Reinvestment Act of 2009 which includes the Homelessness Prevention and Rapid
Re -Housing Program ("HPRP"); and
WHEREAS, the HPRP is designed to provide financial assistance and services to either
prevent individuals and families from becoming homeless or help those who are experiencing
homelessness to be quickly re -housed and stabilized; and
WHEREAS, pursuant to Resolution No. 09-0215, adopted May 14, 2009, the City Commission
approved the acceptance of HPRP funds in the amount of $3,392,918 from the United States
Department of Housing and Urban Development ("HUD"); and
WHEREAS, pursuant to Resolution No. 09-0217, adopted May 14, 2009, the City Commission
approved a substantial amendment to the City of Miami's ("City") Annual Action Plan which included an
allocation of $3,392,918 for homeless prevention and rapid re -housing for financial assistance and
services; and
WHEREAS having HPRP program policies in place will allow the City to move forward with the
implementation of said program;
NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2 The HPRP Policies, in substantially the attached form, are approved and their
implementation by the City Manager is authorized. fl}
Section 3. This Resolution shall become effective immediately upon its adoption and signature
by the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
