Subject: Revised Spoil Management and Disposal Plan dated April 16, 2009 and submitted by
Consulting Engineering and Sciences Inc., for the proposed Maintenance Dredging
for the City of Miami's Ademar and Davis Canals (Permit CCO2-390).
The Pollution Control Division (PCD) has reviewed the revised Spoil Management and Disposal Plan
received April 16, 2009 for the above referenced project and approves the plan with the following
conditions:
1. Free water collected in the lined water collection sump (storm water pond) shall be sampled and the
samples analyzed for copper and zinc. The sample results along with a disposal plan shall be
submitted for DERM review and approval prior to the material being disposed.
The 1 inch soil cover placed atop the 40 mil containment liner shall be properly disposed along with
the dried sediment and the containment liner. Be advised that since the sediments were not
characterized then disposal shall be to a lined landfill. Copies of the disposal receipts shall be
submitted to the DERM. Be advised that final approval for disposal at a landfill must be obtained
from the landfill operator. For approval for disposal at a Miami -Dade County owned landfill, contact
Lee Casey, Department of Solid Waste Management, at (305) 594-1500.
3. Given that the trucks will actually access the containment area during loading, DERM requires a
truck wheel wash station to be configured into the design prior to the trucks exiting the containment
area.
