A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT- RECOVERY ACT
FUNDS, IN THE AMOUNT OF $1,597,641; ALLOCATING SAID FUNDS TO THE
CITY OF MIAMI, CAPITAL IMPROVEMENTS PROGRAM OFFICE, FOR PUBLIC
FACILITIES AND IMPROVEMENT ACTIVITIES FOR THE RENOVATION OF
ROADWAYS IN PRIMARILY RESIDENTIAL LOW TO MODERATE INCOME AREAS
OF THE CITY OF MIAMI; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
NECESSARY DOCUMENTS FOR SAID PURPOSE.
WHEREAS, on February 17, 2009, the President of the United States signed the American
Recovery and Reinvestment Act of 2009 which included an allocation for Community Development
Block Grant -Recovery Act ("CDBG-R") funds; and
WHEREAS, the CDBG-R is designed to stimulate the economy through measures that modernize
the infrastructure, improve energy efficiency and conservation through rehabilitation or retrofitting of
existing buildings, and expand educational opportunities and access to health care; and
WHEREAS, pursuant to Resolution No. 09-0261, adopted May 28, 2009, the Miami City
Commission approved the acceptance of CDBG-R funds in the amount of $2,218,946 from the United
States Department of Housing and Urban Development ("HUD"); and
WHEREAS, pursuant to Resolution No. 09-0262, adopted May 28, 2009, the Miami City
Commission approved a substantial amendment to the City of Miami's ("City's") Annual Action Plan
which included an allocation of $1,597,641 for street improvement; and
WHEREAS, City's Capital Improvements Program Office ("CIP") is responsible for the planning,
coordination, implementation, and monitoring of all construction related capital projects in the City,
and for the financial management of all capital funds; and
WHEREAS, the Administration recommends the transfer of CDBG-R funds in the amount of
$1,597,641 and allocating said funds to CIP, for public facilities and improvement activities for the
renovation of roadways in primarily residential low to moderate income areas of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of CDBG-R funds, in the amount of $1,597,641, and the allocation of said

funds to CIP for public facilities and improvement activities for the renovation of roadways in primarily
residential low to moderate income areas of the City, is approved.
Section 3. The City Manager is authorized {1} to execute all necessary documents for said
purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that
may be imposed by the City Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
