HomeMy WebLinkAboutPre Legislation"�- City of Miami City Hall 350o Pan American pt'�`4`=~'��?•�;� .. •r .G�y..., L a is.lati_o.n Miami, FL 33133 ..........__,._ _...,.t`�r ......... ........... ,,.,f• ..���, � _.............. i; _. ........................._._..__�._... ...................................... _....... . .. vvww.m1amigov.com.......... ,_F�Lrw'y Resolution: R-06-0323 File Number: 06-00841 Final Action Date -5125/2006 A RESOLUTION OF THE MIAMI CITY COMMISSION CREATING A CITY OF MIAMI ("CITY") WORKING GROUP TO DEVELOP A CITY VETERANS' ASSISTANCE PROGRAM WHOSE TASKS WILL INCLUDE BUT NOT BE LIMITED TO THE DEVELOPMENT AND/OR ENHANCEMENT OF A CITY VETERANS' HOUSING ASSISTANCE PROGRAM, AND A CITY VETERANS' EMPLOYMENT ASSISTANCE PROGRAM; SAID WORKING GROUP WILL REFERENCE RECOMMENDATIONS PRESENTED BY THE CHAIRMAN'S TASK FORCE ON VETERANS' HOMEOWNERSHIP DURING THE NOVEMBER 3, 2005, CITY COMMISSION MEETING; MEMBERSHIP OF SAID WORKING GROUP WILL INCLUDE REPRESENTATIVES FROM A CROSS SECTION OF CITY DEPARTMENTS ASSURING THAT CITY SERVICES ARE STREAMLINED TO BEST MEET THE NEEDS OF THE VETERANS WITHIN THE CITY, AND ARE AS FOLLOWS: HECTOR MIRABILE OF THE DEPARTMENT OF EMPLOYEE RELATIONS, BARBARA RODRIGUEZ-GOMEZ, ROBERT TAZOE AND WILLIAM PORRO OF THE DEPARTMENT OF COMMUNITY DEVELOPMENT, AND PABLO CANTON OF THE NEIGHBORHOOD ENHANCEMENT TEAM; DIRECTING SAID WORKING GROUP TO REPORT A QUARTERLY VETERANS' ASSISTANCE REPORT TO THE CITY COMMISSION BEGINNING JULY 13, 2006. WHEREAS, there are approximately 8,500 men and women currently serving in our armed forces from the City of Miami ("City"); and WHEREAS, since late 2002, local military personnel, most being reservists and National Guardsmen, have been rotating to and from deployments in Iraq and Afghanistan; and WHEREAS, Veterans Assistance Centers are already identifying the first iteration of homeless veterans that served in Operation Iraqi Freedom and Operation Enduring Freedom; and WHEREAS, veterans are in need of housing, employment, and City services upon their return to the City; and WHEREAS, The Chairman's Task Force on Veterans Homeownership identified the importance of addressing the affordable housing needs of our City's veterans; and WHEREAS, the City recognizes its responsibility to the men and women that have served our country and the need for assistance and support upon their return into civilian life; and WHEREAS, a City Working Group will be appointed to coordinate City services that will include the Departments of Employee Relations, Community Development and the Neighborhood Enhancement Team; and City OfAflanu Page 1 of 2 Printed On; 6/30/2009 File Number.' 06-00891 E17aCtn7811t Number: R-06-0323 WHEREAS, said group will meet on a regular basis to ensure the implementation of the directives adopted by the City Commission regarding the Veteran's Assistance Program; and WHEREAS, the City Working group will work together to develop a pro-active initiative to provide affordable housing opportunities for veterans; financial literacy and technical assistance programs to assist veterans in achieving the dream of homeownership including possible set asides and incentives for workforce housing through the City's Affordable Housing Trust; and WHEREAS, the City Working group will develop a review of veteran employment opportunities and the veterans preference already in place in the City's hiring practice and develop an outreach campaign to provide general information on federal, state and local programs available for veterans; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI FLORIDA Section 1. A City Working Group to develop a City Veterans' Assistance Program whose tasks will include, but not be limited to, the development and/or enhancement of a City's Veterans' Housing Assistance Program and a City Veterans' Employment Assistance Program. Section 2. Said Working Group will reference recommendations presented by the Chairman's Task Force on Veterans' Homeownership during the November 3, 2005, City Commission meeting. Section 3. The membership of said Working Group will include representatives from a cross section of City departments assuring that City services are streamlined to best meet the needs of the veterans within the City, and are as follows: Hector Mirabile of the Department of Employee Relations, Barbara Rodriguez -Gomez, Robert Tazoe and William Porro of the Department of Community Development, and Pablo Canton of the Neighborhood Enhancement Team, Section 4. Said Working Group is directed to report a Quarterly Veterans' Assistance Report to the City Commission beginning July 13, 2006, Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Chp of Miami Page 2 of 2 Printed On: 6130/2009
