Resolution: 2009-61
Action: Contract renewal with The City of Miami to support Year Two of the Miami
NICE project joint application to the Compassion Capital Fund Demonstration
Program federal grant with the City of Miami, Miami -Dade County, C -One (Center
on Nonprofit Effectiveness), Family and Children Faith Coalition and the United
Way of Miami -Dade for a total amount not to exceed $50,000 for a term of twelve
months with one additional renewal for Year Three.
Budget Impact: Sufficient funding is available in the current approved Children's
Trust operating budget.

AUTHORIZATION FOR THE PRESIDENT/CEO TO NEGOTIATE AND EXECUTE A
CONTRACT RENEWAL WITH THE CITY OF MIAMI TO SUPPORT YEAR TWO OF THE
MIAMI NICE PROJECT JOINT APPLICATION TO THE COMPASSION CAPITAL FUND
DEMONSTRATION PROGRAM FEDERAL GRANT WITH THE CITY OF MIAMI, MIAMI-
DADE COUNTY, C -ONE (CENTER ON NONPROFIT EFFECTIVENESS), FAMILY AND
CHILDREN FAITH COALITION AND THE UNITED WAY OF MIAMI-DADE FOR A
TOTAL AMOUNT NOT TO EXCEED $50,000 FOR A TERM OF TWELVE MONTHS WITH
ONE ADDITIONAL RENEWAL FOR YEAR THREE, SUBJECT TO APPROVAL FOR LEGAL
SUFFICIENCY AND FORM.
WHEREAS, this Board desires to dedicate resources to leverage federal funding into
the County for capacity -building services for faith -based and community organizations; and
WHEREAS, The Children's Trust has seen an ongoing need for capacity building
services among local organizations within the capacity development areas described in the
attached narrative, hereby incorporated by reference; and
WHEREAS, the U.S. Department of Health & Human Services, Administration for
Children and Families Office of Community Services has federal funding for intermediary
organizations to provide capacity -building services for faith -based and community
organizations to maximize their social impact as they provide services to those most in
need;and

WHEREAS, multiple partners in the community have come together to collaboratively
compete for the available federal funds, including the City of Miami, Miami -Dade County, C -
One (Center on Nonprofit Effectiveness), Family and Children Faith Coalition and the United
Way of Miami -Dade; and
WHEREAS, the Board has been apprised of, and is in agreement with, the staff
recommendation to fund the project as set forth in the attached narrative incorporated
therein; and
WHEREAS, the President/CEO and staff recommend this action; and
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF THE CHILDREN'S TRUST,
MIAMI-DADE COUNTY, FLORIDA that this Board authorizes the President/CEO to negotiate
and execute a contract renewal to support Year Two of the Miami NICE project joint
application to the Compassion Capital Fund Demonstration Program federal grant in
partnership with the City of Miami, Miami -Dade County, C -One (Center on Nonprofit
Effectiveness), Family and Children Faith Coalition, and the United Way of Miami -Dade for a
total amount not to exceed $50,000 for a term of twelve months with one additional
renewal for Year Three, subject to legal sufficiency and form.
The foregoing resolution was offered by who moved its adoption. The
motion was seconded by and upon being put to a vote, the vote was as
follows;
The Chairperson thereupon declared the resolution duly passed and adopted
this 11th day of May, 2009

Background:
This year, The Children's Trust participated in the Miami NICE Initiative which stands for
Networks Integrated for Compassion and Empowerment. Miami NICE is a collaborative
partnership between The Children's Trust, the City of Miami, Miami -Dade County, the Center
on Nonprofit Effectiveness, Family and Children Faith Coalition of South Dade, Alliance for
Human Services and the United Way of Miami -Dade. In 2007, the collaborative was
awarded a Compassion Capital Fund (CCF) Demonstration Program Grant by the U.S.
Department of Health & Human Services, Administration for Children and Families. The
three year CCF grant funded program in the amount of $500,000 annually (totaling $1.5
million) awards at least $200,000 per year in Miami Dade County to small faith -based and
community organizations (FBCOs) in the form of sub -awards. The Children's Trust provides
training and $50,000 of matching dollars to ensure that success partners are provided to
sub -award agencies.
Miami NICE engages local FBCOs in three types of capacity -building strategies:
1. Training: All faith -based and community organizations and nonprofit organizations in
Miami -Dade County may access Miami NICE training and technical assistance workshops on
a range of organizational development topics. Examples are board and staff leadership
development, fund development, community engagement and marketing, program
development and evaluation, financial management, technology, and human resources. A
goal is to reach 80-100 FBCOs every year with training. All workshops are free, and venues
rotate throughout the County to increase accessibility.
2. Technical Assistance (TA): Some TA may be. provided by Miami NICE in small group
formats to general audiences (e.g. public informational and TA sessions for those interested
in responding to this Request for Qualifications (RFQ). However, the bulk of TA will be
provided in a one-on-one format for up to 25 technical assistance award recipients selected
annually through a competitive process. The purpose is to provide FBCOs with the process,
tools, and technical guidance and expertise they need to develop and implement high-
quality capacity -building projects.
3. Sub -Award Grants: Through a competitive grant making process by City of Miami,
FBCOs that receive TA awards will have the opportunity to apply for and manage federal
grant dollars that are sub -awarded to their organizations through Miami NICE. For the 2009
grant cycle, the capacity -building strategies developed by FBCOs (as a result of their TA
award activities) may be submitted to Miami NICE in the form of project proposals. A total
of $200,000 is available for the 2009 grant cycle. It is anticipated that at least 20 grants will
be awarded at an estimated $10,000 each.
As a result of The Children's Trust's emphasis on building capacity of community-based
organizations serving children, youth and families in Miami -Dade County, this federal
funding opportunity is an important part of our efforts to improve the community's capacity
to provide quality services. The Miami NICE approach to capacity -building services
complements and strengthens The Children's Trust's current capacity building activities,
including training, technical assistance and direct grants to agencies in need of
improvement services within the following areas: 1) leadership development, 2)
organizational development, 3) program development, 4) revenue development strategies,
and 5) community engagement. C -One is the programmatic lead for implementation of the
proposed capacity -building services. The federal program seeks capacity recipient
organizations to be those working in one of several social services priority areas, including
at -risk youth, families in transition from welfare to work, homeless families/individuals,
children of prisoners and/or prisoners reentering the community, marriage
education/healthy marriages. Funding from The Children's Trust focuses on support for
child and family serving organizations in the community.

Currently -funded Children's Trust providers have applied and received additional funding
from Miami NICE. Twenty-two Faith Based Community Organizations were funded in Year
One, 10 of which were previously funded by The Children's Trust as Starter Grants:

• Neat Stuff
• Touching Miami With Love
• FLIPPANY
• Family Life Center, Inc
• St Agnes Rainbow Village Development Corporation
• Everybody Wins South Florida
• Life and Learning Centers of S. FL., Inc.
Participants in the Miami NICE project reported that this was an incredible experience and
that they appreciated the opportunity to receive funding for capacity building projects
relevant to their agency's success.
