PURPOSE OF ITEM
It is respectfully recommended that the City Commission adopt the attached Resolution to accept
an increase in the contract awarded to the highest ranked firms (see attached), Pursuant to

For Integration, Compassion and Empowerment (MIAMI NICE)", for additional consulting
services in an amount not to exceed $165,000; thereby increasing the contract from an amount

BACKGROUND INFORMATION
The City of Miami was awarded a grant from the Department of Health and Human Services
(DHHS) the Compassion Capital Fund Demonstration (CCF) Grant in the amount of $500,000
per year for three (3) years for the Miami NICE Initiative, a capacity -building program for faith -
based and community organizations in the community.
As a condition of the program design of the Miami NICE Grant, specialized consultants are
needed to meet CCF Grant's five (5) capacity building areas; Community Engagement,
Leadership Development, Organizational Development, Program Development and Revenue
Development. Consultants are to provide services to improve the capacity for Faith -Based and
Community organizations to strengthen their ability to access and manage funds from diverse
sources, develop and train staff, expand the types and reach of social services programs and
develop promising collaborations among organizations dedicated to social service delivery.
Miami NICE has received proposals for Direct Consulting Services for the Miami NICE
Initiative pursuant Miami NICE RFQ 2008-1. The attached list is the highest ranked firms
recommended to provide consulting services.
The first year of the Miami NICE program has been extended. Since year one and year two are
running simultaneously, consultants are needed for two years (November 2008 to September
2010) as the RFQ process occurred late in the first year of the project.
On May 15, 2009 the Department of Health and Human Services approved the remaining funds
from Miami NICE program year one (1) to be carryover to program year two to continue
additional consulting services in program year two.
