A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING AN INCREASE IN THE CONTRACT AWARDED TO THE
PROPOSAL OF THE HIGHEST -RANKED FIRMS, PURSUANT TO RESOLUTION
NO. 08-0669, ADOPTED DECEMBER 11, 2008, FOR THE PROJECT ENTITLED
"MIAMI NETWORK FOR INTEGRATION, COMPASSION AND EMPOWERMENT
(MIAMI NICE)", FOR ADDITIONAL SERVICES, IN AN AMOUNT NOT TO EXCEED
$165,000, THEREBY INCREASING THE CONTRACT FROM AN AMOUNT NOT
TO EXCEED $132,500 TO AN AMOUNT NOT TO EXCEED $297,500;
ALLOCATING FUNDS FOR SAID INCREASE, FROM SPECIAL REVENUE
PROJECT 15500.101000.531000.0000.00000; FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE AMENDMENT NO. 1 OR AMENDMENT NO. 2., AS
APPROPRIATE FOR EACH FIRM, IN SUBSTANTIALLY THE ATTACHED FORM,
FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") was awarded the Compassion Capital Fund Demonstration
Grant ("CCF Grant") from the United States Department of Health and Human Services, in the amount
of $500,000 per year, for funding Miami Network for Integration, Compassion and Empowerment
("Miami NICE") Program, a capacity -building program for faith -based and community organizations
("FCBOs") in the community; and
WHEREAS, as a condition of the Miami NICE Program, consultants are needed to meet the CCF
Grant's five capacity building areas of Community Engagement, Leadership Development,
Organizational Development, Program Development and Revenue Development; and
WHEREAS, consultants are used to provided services to improve the capacity for FCBOs to
strengthen their ability to access and manage funds from diverse sources, develop and train staff,
expand the types and reach of social services programs and develop promising collaborations among
organizations dedicated to social service delivery; and
WHEREAS, as of May 15, 2009, the Department of Health and Human Services approved the
remaining funds from Miami NICE Program year one (1) to be carried over to program year two (2) to
continue additional consulting services in program year two (2); and
WHEREAS, it is necessary to execute Amendment No. 1 to the Professional Services Agreement
for the Firms in" Attachment A", attached and incorporated and execute Amendment No. 2 for the
Firms in "Attachment B" attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. An increase in the contract awarded to the proposal of the highest -ranked firms,
pursuant to Resolution No. 08-0669, adopted December 11, 2008, for the project entitled "Miami
NICE", for additional services, is authorized, in an amount not to exceed $165,000, thereby increasing
the contract from an amount not to exceed $132,500 to an amount not to exceed $297,500, with funds
allocated for said increase, from Special Revenue Project No. 15500.101000.531000.0000.00000.
Section 3. The City Manager is authorized{1} to execute an Amendment No. 1 or Amendment No.
2, as appropriate for each Firm, in substantially the attached form, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

(1) The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
