Purpose of Item: APPROVING THE CITY OF MIAMI CONSOLIDATED PLAN FOR FY 2009-2013 AND THE ANNUAL ACTION PLAN FOR FY 2009-2010. THESE PLANS PROVIDE AN ASSESSMENT OF THE HOUSING AND COMMUNITY DEVELOPMENT NEEDS IN THE CITY AND DETAIL PROPOSED ACTIVITIES TO MAXIMIZE THE BENEFITS OF FEDERAL FUNDING TO LOW INCOME CITY RESIDENTS; AUTHORIZING THE CITY MANAGER TO SUBMIT THE CITY OF MIAMI CONSOLIDATED PLAN FOR FY 2009-2013 AND THE ANNUAL ACTION PLAN FOR FY 2009-2010, AND TO EXECUTE THE NECESSARY AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY SUBJECT TO THE APPLICABLE CITY CODE PROVISIONS. It assesses the City's housing needs, barriers to affordable housing, community development needs, identifies resources to address these needs, and establishes the structure to implement the plan. The Consolidated Plan process combines the planning and application aspects of the CDBG, HOME, ESG and HOPWA formula programs into a single application for funds. The Annual Action plan for FY 2009-2010 introduces the funding plan to achieve the goals of the Consolidated Plan for the CDBG, HOME, ESG, and HOPWA formula grants.
