As per the Code of Federal Regulations 24 CFR 91.200, U.S. HUD requires entitlement cities that receive funds under its
grant programs to prepare a Consolidated Plan and an annual Action Plan, which detail proposed activities to maximize
the benefits of federal funding to low income residents. The City of Miami is required to report annually to the U.S.
Department of Housing and Urban Development (HUD) on projects funded through the Community Development Block
Grant (CDBG); Home Investment Partnerships (HOME); Emergency Shelter Grant (ESG); and Housing Opportunities
for Persons With AIDS (HOPWA) programs.
The City of Miami Department of Community Development has completed a draft of its 2009-2013 Consolidated Plan
and 2009-2010 Action Plan. The Consolidated Plan and annual Action Plan will be available for public review and
comment for a period of no less than 30 days. The review and comment period begins on June 23, 2009 and ends July 22,
2009. The plan will be presented to City Commission for approval on July 23, 2009 (public hearing).
Draft copies of the plans will be available at the City of Miami Department of Community Development office located at
444 SW 2nd Avenue, 2nd floor, Miami, Florida, 33130 or on its website at
h_ptt://www.miamigoy.com/comTnuni development. Comments to the plans must be submitted in writing to: 444 SW
2nd Avenue, 2nd floor, Miami, Florida, 33130: Attn: Robert Tazoe, no later than July 22, 2009. Interested
individuals are encouraged to attend the Public Hearing. The meeting site is accessible to the handicapped. Requests for
special accommodations may be directed to the Department of Community Development at (305) 416-2096 no less than
three (3) business days prior to the Public Hearing date

■ Discussion and proposed resolution accepting State Housing Initiative Program ("SHIP") funding in the amount of
$188,561 for the Florida Homebuyer Opportunity Program ("FHOP") for Fiscal Year 2009-2010.
■ Discussion and proposed resolution approving the City of Miami Consolidated Plan for 2009-2013 and the Annual
Action Plan for FY 2009-2010.t
• Discussion and proposed resolution approving the amendment to the City of Miami Local Housing Assistance Plan
("LHAP") for the period of July 1, 2007 through June 30, 2010.
• Discussion and proposed resolution rescinding Resolution 08-0253, relating to the conveyance of a six (6) unit
property located at 1371 NW 61st Street for the development of supportive housing for female young adults
transferring out of Florida's foster care system (including at-risk dependency and delinquency care systems);
requesting a waiver, by a 4/5`}"s affirmative vote, of competitive bid provisions of Section 18-85 of the Code of the
City of Miami, as amended; approving the IRS Safe Harbor Management Agreement between the City of Miami and
Miami's River of Life Inc., a Florida not-for-profit corporation, in connection with the property located at 1371 NW
61 st Street for the development of a transitional independent living facility for female young adults transferring out of
Florida's foster cares stem (including at-risk dependency and delinquency caresystems).
