A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE CITY OF MIAMI ("CITY") CONSOLIDATED PLAN FOR FISCAL
YEARS 2009-2013 AND THE ANNUAL ACTION PLAN FOR FISCAL YEAR
2009-2010, PROVIDING AN ASSESSMENT OF THE HOUSING AND COMMUNITY
DEVELOPMENT NEEDS IN THE CITY AND DETAILING PROPOSED ACTIVITIES
TO MAXIMIZE THE BENEFITS OF FEDERAL FUNDING TO LOW INCOME CITY
RESIDENTS; AUTHORIZING THE CITY MANAGER TO SUBMIT THE CITY
CONSOLIDATED PLAN FOR FISCAL YEARS 2009-2013 AND THE ANNUAL
ACTION PLAN FOR FISCAL YEAR 2009-2010, AND TO EXECUTE THE
NECESSARY AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY SUBJECT TO THE APPLICABLE PROVISIONS OF THE CODE OF
THE CITY OF MIAMI, FLORIDA, AS AMENDED.
WHEREAS, the goals of the Consolidated Plan are to provide decent housing, develop suitable
living environments and expand economic opportunities, and to assess the City of Miami's housing
needs, barriers to affordable housing, community development needs, identify resources to address
these needs, and to establish the structure to implement the plan; and
WHEREAS, the Consolidated Plan process combines the planning and application aspects of the
Community Development Block Grant ("CDBG"), Home Investment Partnerships ("HOME"),
Emergency Shelter Grant ("ESG"), and Housing Opportunities for Persons with Aids ("HOPWA")
formula programs into a single application for funds; and
WHEREAS, the Annual Action plan for Fiscal Year 2009-2010 introduces the funding plan to
achieve the goals of the Consolidated Plan for the CDBG, HOME, ESG, and HOPWA formula grants;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Consolidated Plan for Fiscal Years 2009-2013 and the Annual Action plan
for Fiscal Year 2009-2010 are approved.
Section 3. The City Manager is authorized{1} to submit the City of Miami Consolidated Plan for
Fiscal Year 2009-2013 and the Annual Action plan for Fiscal Year 2009-2010 to the United States
Department of Housing and Urban Development for review and approval.
Section 4. The City Manager is authorized{1} to execute all necessary documents, in a form
acceptable to the City Attorney, to implement the terms and conditions of the CDBG, HOME, ESG,

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
