HomeMy WebLinkAboutPre Resolution 1File Number: 04-00310 Enactment Number: R-04-0271 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE ALLOCATION OF ADDITIONAL FUNDS, IN AN AMOUNT NOT TO EXCEED $1,800,000, FOR LAND ACQUISITION FOR THE MODEL CITY HOMEOWNERSHIP ZONE PILOT PROJECT FROM FUNDS PREVIOUSLY DESIGNATED FOR MODEL CITY INFRASTRUCTURE IMPROVEMENTS, IN FISCAL YEAR 2003 AND FISCAL YEAR 2004 ALLOCATIONS OF THE HOMELAND DEFENSE/NEIGHBORHOOD IMPROVEMENT BOND PROCEEDS, CONDITIONED UPON FAVORABLE DECISION OF THE BOND COUNCIL. WHEREAS, the Model City Homeownership Zone Pilot Project is culminating its acquisition phase; and WHEREAS, Resolution No. 01-160; adopted February 15, 2001, allocated $6.5 Million in HOME Investment Partnership Program ("HOME") dollars for land acquisition; and WHEREAS, the environmental review process may require an extensive period and must precede any use of federal funds for land acquisition; and WHEREAS, the environmental review process has commenced on properties approved for acquisition regardless of the funding source anticipated for the acquisition; and WHEREAS, the acquisition effort could be further delayed because of the considerable period of time required for processing the environmental clearance; and WHEREAS, time is of the essence in closing on certain identified properties which, in some instances, have been in the cue for acquisition for more than two years with appraisals just as old; and WHEREAS, the Bond Oversight Board has authorized funds designated for the Model City Infrastructure Improvements in Fiscal Year 2003 and Fiscal Year 2004 to be reprogrammed to enable the identified properties in the acquisition phase; and WHEREAS, the Model City Trust ("Trust") utilizes HOME funds currently designated for land acquisition for infrastructure purposes consistent with the current designation of the Homeland Defense dollars; and WHEREAS, the Trust believes that this proposal will have no net impact on the program or the Trust's overall program funding; and WHEREAS, the proceeds of the Homeland Defense/Neighborhood Improvement Bond proceeds designated for Model City Infrastructure Improvements to fund the immediate acquisition of properties approved by the City Commission; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 R-04-0271 City of Miami City Hall 3500 Pan American Drive Miami; FL 33133 ...; J Certified Copy www.miamigov.com (.jir, File Number: 04-00310 Enactment Number: R-04-0271 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE ALLOCATION OF ADDITIONAL FUNDS, IN AN AMOUNT NOT TO EXCEED $1,800,000, FOR LAND ACQUISITION FOR THE MODEL CITY HOMEOWNERSHIP ZONE PILOT PROJECT FROM FUNDS PREVIOUSLY DESIGNATED FOR MODEL CITY INFRASTRUCTURE IMPROVEMENTS, IN FISCAL YEAR 2003 AND FISCAL YEAR 2004 ALLOCATIONS OF THE HOMELAND DEFENSE/NEIGHBORHOOD IMPROVEMENT BOND PROCEEDS, CONDITIONED UPON FAVORABLE DECISION OF THE BOND COUNCIL. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this section. Section 2. The allocation of additional funds, in an amount not to exceed $1;800,000, for land acquisition for the Model City Homeownership Zone Pilot Project from funds previously designated for Model City Infrastructure Improvements, in Fiscal Year 2003 and Fiscal Year 2004 allocations of the Homeland Defense/Neighborhood Improvement Bond proceeds, is authorized, conditioned upon favorable decision of the Bond Council. Section 3.
