A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT A TOTAL AMOUNT OF NOT
TO EXCEED $241,666 IN TWO (2) REIMBURSEMENT GRANTS FROM THE
CHILDREN'S TRUST (THE "TRUST") TO THE CITY'S DEPARTMENT OF PARKS
AND RECREATION FOR PREVENTION PROGRAMS, WITH AN AMOUNT NOT
TO EXCEED $82,122 BEING ALLOCATED FOR THE MIAMI YOUTH COUNCIL
PREVENTION SERVICES PROGRAM AND AN AMOUNT NOT TO EXCEED
$159,544 BEING ALLOCATED FOR THE CITY OF MIAMI FAMILIES FIRST
PARENT ACADEMY PREVENTION SERVICES PROGRAM; ESTABLISHING A
NEW SPECIAL REVENUE FUND ENTITLED: "THE CHILDREN'S TRUST
PREVENTION GRANTS FOR PARKS," TO FUND THE DEPARTMENT OF PARKS
AND RECREATION'S MIAMI YOUTH COUNCIL, AS WELL AS, THE CITY OF
MIAMI FAMILIES FIRST PARENT ACADEMY BY APPROPRIATING FUNDS, IN
THE TOTAL AMOUNT OF NOT TO EXCEED $241,666 IN THE FORM OF TWO (2)
REIMBURSEMENT GRANTS FROM THE TRUST; FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE CHILDREN'S
TRUST, IN SUBSTANTIALLY THE ATTACHED FORM (THE "TRUST
CONTRACT"), FOR SAID PURPOSES AND TO EXECUTE ALL OTHER
NECESSARY DOCUMENTS, AFTER CONSULTATION WITH THE CITY
ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH
THE GRANT AWARDS FOR SAID PURPOSES; ADDITIONALLY, BY A
FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S
RECOMMENDATIONS AND FINDINGS THAT COMPETITIVE NEGOTIATION
METHODS AND PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS
PURSUANT TO SECTIONS 18-85 AND 18-86 OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED; WAIVING THE REQUIREMENTS FOR SAID
PROCEDURES; APPROVING THE RECOMMENDATIONS AND FINDINGS OF
THE CITY OF MIAMI'S DEPARTMENT OF PARKS AND RECREATION THAT
MIAMI-DADE FAMILY LEARNING PARTNERSHIP, CONEE, INC. D.B.A.
GYMBOREE PLAY AND MUSIC, EXCEPTIONAL CONSULTING FOR
EDUCATIONAL LEADERS, AND FRIENDS OF WLRN, ARE THE MOST
QUALIFIED FIRMS TO PROVIDE PARENT AND CHILD INSTRUCTION, FAMILY
ACTIVITIES, AND OTHER SUCH ACTIVITIES IN CONJUNCTION WITH
EDUCATIONAL AND PARK SERVICES; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND TO EXECUTE PROFESSIONAL SERVICES AGREEMENTS, IN
COMPLIANCE WITH THE ATTACHED FORM OF TRUST CONTRACT, WITH THE
IDENTIFIED ORGANIZATIONS, FOR A PERIOD COMMENCING AUGUST 1, 2009
THROUGH JULY 31, 2010, WITH THE OPTION TO RENEW FOR TWO (2)
ADDITIONAL SIMILAR PERIODS AT THE SAME NOT TO EXCEED AMOUNTS.
WHEREAS, the City of Miami's ("City") Department of Parks and Recreation has been awarded

two (2) reimbursement grants from The Children's Trust (the "Trust") for Prevention Programs, in the
total amount of not to exceed $241,666, with $82,122 being allocated for the Miami Youth Council
Prevention Services Program and with $159,544 being allocated for the City's Families First Parent
Academy Prevention Services Program; and
WHEREAS, The Miami Youth Council is comprised of a cooperative effort between the Parks
Department, the City's Office of the Mayor, Miami -Dade County Public Schools, and Exceptional
Consulting for Educational Leaders for its successful implementation; and
WHEREAS, City's Families First Parent Academy is comprised of a cooperative effort between the
Parks Department, the City's Office of the Mayor, Miami -Dade County Public Schools' The Parent
Academy, and four (4) other organizations, Conee, Inc. d.b.a. Gymboree Play and Music, Miami -Dade
Family Learning Partnership, Exceptional Consulting for Educational Leaders, and Friends of WLRN,
for its successful implementation; and
WHEREAS, the goals of the Miami Youth Council are to promote civic involvement in the
community for youth by youth, encourage and nurture cultural competence in youth, and strengthen
relations between local schools, community organizations and municipal government; and
WHEREAS, the goals of the City of Miami Families First Parent Academy are to promote parental
involvement and family literacy activities, and facilitate a network of parent resources for families of
children ages birth to 5; and
WHEREAS, previously pursuant to Resolution No. 07-00758, adopted on June 14, 2007, and
Resolution No. 08-00965, adopted on September 11, 2008 the City Commission authorized the
execution award packages for the Miami Youth Council, including grant award agreements, to accept
the grants; and
WHEREAS, previously pursuant to Resolution No. 07-00757, adopted June 14, 2007 and
Resolution No. 08-00964, adopted on September 11, 2008 the City Commission authorized the
execution award packages for the City of Miami Families First Parent Academy, including grant award
agreements, to accept the grants; and
WHEREAS, accordingly, the City has now been awarded two (2) additional reimbursement grants
in the amount of $82,122 for the Miami Youth Council Program and $159,544 for the City of Miami
Families First Parent Academy to continue said services; and
WHEREAS, the City must execute two (2) award packages, including the new form of Trust
Contract, to accept the grants and in order to enter into similar professional services agreements with
the organizations in order to comply with the Trust's requirements; and
WHEREAS, Miami -Dade Family Learning Partnership, Inc. was determined to be the most
advantageous not-for-profit organization and in the City's best interests to provide parent literacy
instruction for the City of Miami Families First Parent Academy; and
WHEREAS, Friends of WLRN, Inc. was determined to be the most advantageous not-for-profit
organization and in the City's best interests to provide family literacy activities for the City of Miami
Families First Parent Academy; and

WHEREAS, Conee, Inc. d.b.a. Gymboree Play and Music was determined to be the most
advantageous organization and in the City's best interests to provide parent and me workshops for the
City of Miami Families First Parent Academy; and
WHEREAS, Exceptional Consulting for Educational Leaders was determined to be the most
advantageous organization and in the City's best interests to provide program coordination and family
activities for the City of Miami Families First Parent Academy and the Miami Youth Council; and
WHEREAS, the City Manager has approved the recommendations and findings of the Department
of Parks and Recreation, and has made findings that pursuant to Sections 18-85 and 18-86 of the
Code of the City of Miami, Florida, as amended ("City Code"), competitive negotiation methods are not
practicable or advantageous for obtaining said services, and has recommended to the City
Commission that the recommendations and findings be adopted and that competitive bidding methods
and procedures be waived; and
WHEREAS, the City Manager and the Department of Parks and Recreation are requesting for the
City Commission to authorize the City Manager to negotiate and execute Professional Services
Agreements ("Agreements"), in compliance with the attached form of Trust Contract, respectively, with
Miami -Dade Family Learning Partnership Inc., for an amount not to exceed $20,000; Friends of
WLRN, Inc. for an amount not to exceed $20,000; Conee, Inc. d.b.a. Gymboree Play and Music for an
amount not to exceed $25,000; and Exceptional Consulting for Educational Leaders, Inc. for an
amount not to exceed $62,000 for the period from August 1, 2009 through July 31, 2010 with the
option to extend for two (2) additional similar periods for the same not to exceed amount; and
WHEREAS, the City Manager and the Department of Parks and Recreation are requesting the
appropriation of said The Children's Trust funding for these Agreements, for the initial Fiscal Year
2009-2010, with future Fiscal Year funding subject only to budgetary approval;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
PROJECT TITLE: The Children's Trust Prevention Grants for Parks
RESOURCES: The Children's Trust $241,666
APPROPRIATION: The Children's Trust Prevention Grants for Parks $241,666
Section 3. The City Manager is authorized {1} to accept a total amount of not to exceed $241,666,
in two (2) reimbursement grants from the Trust to the City's Department of Parks & Recreation for
Prevention Programs, in an amount of not to exceed $82,122 being allocated for the Miami Youth
Council program and an amount not to exceed $159,544 being allocated for the City of Miami Families
First Parent Academy.

Section 4. A new Special Revenue Fund entitled: "The Children's Trust Grants for Parks" to fund
the Department of Parks and Recreation's Miami Youth Council, as well as the City's Families First
Parent Academy is established by appropriating funds, in the total amount of not to exceed $241,666
in the form of two (2) reimbursement grants from the Trust.
Section 5. The City Manager is further authorized {1} to execute the Trust Contract, in substantially
the attached form, for said purposes and to execute all other necessary documents, after consultation
with the City Attorney, to implement the acceptance of and compliance with the grant awards for said
purposes.
Section 6. By a four-fifths (4/5ths) affirmative vote, after an advertised public hearing, the City
Manager's findings and recommendations that competitive negotiation methods and procedures are
not practicable or advantageous pursuant to Sections 18-85 and 18-86 of the City Code, waiving the
requirements for said procedures, is ratified, approved and confirmed and the City Department of
Parks and Recreation's recommendations and findings that Miami -Dade Family Learning Partnership,
Inc., Friends of WLRN, Inc., Conee, Inc. d.b.a. Gymboree Play and Music, and Exceptional Consulting
for Educational Leaders, Inc., are the most qualified firms to provide parent and child instruction, family
activities and such other activities in conjunction with educational and park services, are approved.
Section 7. The City Manager is authorized {1} to negotiate and to execute Agreements, in
compliance with the attached form of Trust Contract, with Miami -Dade Family Learning Partnership,
Inc., Friends of WLRN, Inc., Conee, Inc. d.b.a. Gymboree Play and Music, and Exceptional Consulting
for Educational Leaders, Inc. for a period commencing August 1, 2010 through July 31, 2010, with the
option to renew for two (2) additional similar periods at the same not to exceed amounts.
Section 8. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor {2}.

{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
