Waiving Competitive Negotiation
Methods — Prevention Programs
City Commission Meeting
of July 23, 2009
The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing ratifying, approving and confirming the City Manager's recommendation, and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for educational and park services described below.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing an agreement with Miami -Dade Family Learning
Partnership to award funds, in the amount of $20,000.00 to provide parent workshops and
family literacy activities; Friends of WLRN, Inc. in the amount of $20,000.00 to provide
family literacy activities; Conee, inc. d.b.a. Gymboree Play and Music, Inc. in the amount
of $25,000.00 to provide parent and me classes and family literacy activities as a part of
the City of Miami Families First Parent Academy Prevention Services Program funded
by The Children's Trust for the 2009-2010 school year; and Exceptional Consulting for
Educational Leaders, Inc. in the amount of $62,000.00 to design, manage, and assess all
components of the City of Miami Families First Parent Academy Prevention Program and
the Miami Youth Council Prevention Program funded by The Children's Trust for the
2009-2010 school year.
Recommendations for the aforementioned organizations are as follows:
Miami -Dade Family Learning Partnership, Inc. addresses literacy with a slightly different
approach than many other literacy -based coalitions. The Family Learning Partnership
recognizes the importance of early literacy in developing competent, productive and
responsible citizens. Parenting Workshops improve child and family well-being through
LearningGames curricula, which provides hands-on activities to nurture development and
take home learning materials.
Friends WLRN, Inc. has implemented the Department of Education's PBS Ready to
Learn program preparing children for success in school with an emphasis on increasing
the parents' use of the TriangleSM (View, Read, DoSM) with children since 2005. The
program focuses on the frequency of parents reading with their children to improve
children's literacy skills. Workshops show kid's TV programs as educational lessons to
help improve child development.
Conee, Inc. d.b.a. Gymboree Play and Music has been operating in Miami for over five
years. Each class is broken out by age enabling teachers to introduce activities that are
developmentally appropriate. Gymboree assists parents by building the foundation for
language development, develops child melody, and provides auditory stimulation. The
Parent and Me classes expose children to cultural differences, help with social -emotional
and intellectual development of child and Cognitive learning.
Exceptional Consulting for Educational Leaders, Inc. provides strategic and practical
consulting for educational leaders tailored to tackle their toughest challenges resulting in
institutional advancements that will positively impact the overall learning community.
Excel helps clients achieve new levels of excellence in the operations and administration
of their organization. They have successfully managed the City of Miami Families First
Parent Academy and the Miami Youth Council programs for the past four years,
organizing and implementing recruitment strategies with community partners, scheduling
courses, and collecting and analyzing data.
For the reasons stated above, as required by Section 18-86(3)(c) of the Code of the City
of Miami, the Department of Parks and Recreation (1) recommends the execution of an
agreements with Miami -Dade Family Learning Partnership, Inc. Friends of WLRN, Inc.,
Conee, Inc. d.b.a. Gymboree Play and Music, and Exceptional Consulting for
Educational Leaders, Inc. for the 2009-2010 contract year, which are all qualified and
have been providing said services described above for several years, and (2) finds that
competitive negotiation methods are not practicable or advantageous for the provision of
the aforementioned prevention program services.
