Adopt a Resolution of the Miami City Commission, by a four-fifths (4/5ths) affirmative vote pursuant to
Section 18-92(a)(3) of the Code of the City of Miami, Florida, as amended, after an advertised public hearing,
ratifying, approving and confirming the City Manager's finding of a sole source, waiving the requirement for
competitive sealed bidding procedures, and authorizing the purchase of Pen -Link LINCOLN Software,
Systems and three (3) years maintenance, from Pen -Link, Ltd., for the Department of Police, in an amount not
to exceed $112,948.20. Allocating funds from the Law Enforcement Trust Fund, Award No. 1169, Project No.
19-690001, Account Code No. 12500.191602.664000.0000.00000, with such expenditures having been
approved by the Chief of Police as complying with Section 932.7055, Florida Statutes, as amended.

SUBJECT: Sole Source purchase of Pen -Link LINCOLN Software. Systems and Maintenance
Background Information:
The Department of Police is requesting the purchase of the following: Pen -Link 8.1 Intercept Edition 2 User with
GIS Mapping, LINCOLN Administrative Software, two (2) LINCOLN Call Content Recording Lines Software,
Pen -Link LINCOLN Recording Server and components, Rack, Uninterrupted Power Supply, Evidence Storage
Device, two (2) Workstations, Networking Equipment, three (3) day onsite installation, setup and training, and
three (3) years of standard maintenance. The standard maintenance includes normal business hours telephone
support and/or assistance via e-mail, software updates and upgrades
Pen -Link offers many unique features in one integrated package that include the following: the Pen -Link software
interfaces with the LINCOLN Intercept Systems used by a wide variety of local, state and federal law
enforcement and intelligence agencies for pen register and wiretap intercepts; it can auto load third party intercept
systems which relieves the intelligence analyst from manual intervention; analytical capabilities such as flexible
reporting, auxiliary intelligence databases, interfaces with public records providers, events databases (store
information about other case -related events like photos, video and audio clips), IP database to intercept targeted
subjects internet activity, automated analysis, graphical analyses, call frequency charts, link charts, time lines,
GIS mapping, and exporting data and work product for distribution to other sites, sharing with cooperating
agencies, packaging for discovery, etc.
Having all functionality in one package saves significant time and effort that is often otherwise spent on exporting
data from one system, ensuring that the export was full and accurate, manipulating the exported data into different
formats, importing the data into a different system, and ensuring that the data was not lost in the transfer. Pen -
Link software offers a comprehensive set of features to help investigators and analyst spend their time
investigating and analyzing, rather than manipulating data to move it from one system to another.
Currently, this investigative need by the Police Department is facilitated with the assistance of the Miami -Dade
Police Department's Technical Assistance Unit. Nevertheless, due to overtime budget constraints Miami -Dade
County has notified the Miami Police Department that the continued support is only temporary and that they will
eventually cancel the access.
The Pen -Link LINCOLN System offers redundancy as this system is accepted as an industry standard by law
enforcement agencies at all levels; local, state, and federal (DEA, ICE, ATF, U.S. Marshalls, FBI and Secret
Service). With today's intelligence efforts shifting from proprietary intelligence to shared intelligence through
interagency cooperative efforts, such widespread use of Pen -Link system can only help to facilitate the sharing of
intelligence.
