la. Characteristics, requirements, capabilities, and
compatibility
The City of Miami Police Department (MPD) has been using the Omega Group's Crime View
suite of applications for over 8 years. CrimeView Web and CrimeView Desktop are currently
used in conjunction with ESRI's Geographical Information Systems (GIS) suite of applications.
These products provide the Police Department's personnel the ability to run adhoc custom
crime reporting maps and analysis reports at any time, without having to rely on a GIS Technical
Support Analyst to prepare maps for them. These tools are used extensively in our
Department's COMPSTAT meeting preparation and eliminate countless hours of manually
creating custom maps.
Below is a graphical representation of what MPD is currently seeking to purchase: the Omega
Products upgrade.
This is the latest ESRI Mapping Server
Software which allows data to be processed
and converted to mapping data points and
layers. We need to migrate to this latest
platform to integrate with mapping support
coming from City ITD. City ITD currently
runs 9.3 Platform.
These are the components that we are
currently seeking to purchase. These
Omega Products are compatible with the
latest 9.3 ESRI ARC GIS Server Version and
would be an upgrade to our existing Omega
Crimeview software investment.

Below are the specs of the software packages and professional services that we are currently
seeking to purchase for upgrade of our existing GIS support services platform.
Item 1: Omega Dashboard Software application licenses and installation.
Omega Dashboard represents the next generation of resource allocation and management tools for the
City of Miami Police Department. CrimeView Dashboard provides the Department's Command Staff with
a timely overview of recent events in the form of reports, maps, and charts. The information is all
delivered via a web browser and automated analysis routines are generated to ensure that the
information presented is timely and accurate.
All levels of the Police Department benefit from this technology as it allows both management personnel
and support staff to quickly assess any situation for planning purposes.
All of the information is custom tailored for the Miami Police Department to ensure that the information
suites the needs of each section. Users can also customize their dashboard views with other maps,
reports, charts, and links to any other web content.
The purchase of this item would include:
-One (1) license copy of Omega Dashboard Viewer, Site License
-One (1) license copy of Dashboard Administrator
-Omega Dashboard Installation via remote access
• Test connectivity of SQL Server 2005 or SQL Server 2005 Express
• Install Omega Dashboard database
• Install Dashboard Administrator, Dashboard Viewer and Dashboard Web Service
components on the web server
• License Dashboard extension that is available from a machine with The Omega
Desktop software.
• Configure administration and user access
• Omega Dashboard Performance Testing
-CrimeView Dashboard training (At Client Site)
• Provide up to twelve (12) hours of Dashboard Training over two (2) days onsite:
o Defining and creating initial content in CrimeView Desktop
o Dashboard Data Automation
o Dashboard Administrator Software Management
• Provide any additional deployment steps not performed under CrimeView
Dashboard Deployment.
Item 2: Omega Crime View Server application licenses and installation.
CrimeView® Server is a dramatic upgrade over our existing Crime view Web application. It utilizes ESRI's
latest ArcGIS Server technology which allows all of the software to reside on a central server, instead of
on each system that requires access.

This will permit the Command Staff and other decision makers to work smarter by targeting specific crime
areas or "hot spots" in almost real-time without having to rely on the limited resources provided by the
Department's Crime Analysts.
Information can be filtered based on numerous categories such as crime type, officer, or case number.
Results are provided in the form of maps and reports.
The application can query multiple data layers at once in order to compare, for example, crime incidents
and arrest data directly. Currently this would require a custom report by a crime analyst.
Commanders can study incidents by any time period such as time of day, day of week, or by month and
investigate crime activity within any boundary or multiple boundaries at the same time.
It is also possible to switch between high resolution aerial photography and terrain based maps easily, as
well as to generate animated charts and graphs.
More importantly, the Department gains the ability for any user to create density maps (hot spots) for any
boundary layer based on the count of incidents or true density. The system also produces maps that
depict where multiple incidents occurred at the same location or address.
The purchase of this item would include:
-One (1) licensed copy of CrimeView Server with one (1) year of maintenance
-Professional Services Installation
• Project Planning and Data Collection
o Identify and collect GIS map layers and design preferences
o Identify hardware components and configuration. Acquire network access.
o Identify source tabular data from source database
o Connect to records data source, extract sample datasets and send output
profiles to Omega using Import Wizard
o Collect lookup tables
o Installation and configuration of ArcGIS Server on the Spatial Server
o Installation and configuration of ArcSDE on the Spatial Server
o Installation of ArcEditor 9.x on the Import Server
• Application Development
o Add GIS layers to map document and create address locators
o Create map configuration file
o Create up to three (3) Import Profiles
o Create Map Services, three (3) Map Caches
o Add Omega functionality and other customizations to GIS application
o Attach Databases or Import data into SQL server

Item 3: Annual hosting fee for CrimeMapping.com
This would include hosting of a crime mapping application that can take our existing
CAD incidents data and plot incidents on a map. This powerful tool would be available
via the web and could provide a wealth of information for crime prevention and crime
fighting strategies. This would allow members of the community to query crime data
within the City of Miami. Citizens would be able to search crime incidents by type, date
range and address. The positive effects of the Police Department's crime initiatives can
be readily seen by the public via statistical maps provided over the internet.
The CrimeView@ suite of applications mentioned above will also provide us with the ability to
work with the most current version of ESRI's ArcGIS Server application.
These software components will allow the Police Department to distribute maps and custom GIS
applications to all Department personnel via a web interface. Several applications have already
been requested, including the ability to track sexual predators within our city limits.
ArcGIS server can also be used with ESRI's ArcGIS explorer application which can be deployed to
our individual officers in order to pull up important information such as building footprints,
aerial photography, 3d imagery, and other important mapping data.
Ib. Why the product/service requested is the only product/service
that can satisfy your requirements
The Omega Group is the only company that can provide all three above components that we
need in order to be truly focused on Community Policing and Problem Solving utilizing ESRI's
latest ArcGIS Server Application.
No other product in the market is currently using ESRI's ArcGIS Server 9.3 application, which is
what the City of Miami's GIS Department is currently using today as well. We need to be using

the same version of the software as the City's GIS Department in order for the IT GIS
Department to continue to be able to support the Police Department's map layers and custom
police boundary layers.
In addition, we currently have Omega Group software and have invested a great amount of time
in configuring, installing and training throughout our organization. Obtaining another type of
mapping platform would not allow us to maximize our existing Omega Group Software
investment that is currently being used within the department.
Ic. Describe what steps have been undertaken to make this
determination.
Extensive research has been done by MPD Information Technology Support Section to find
another solution that can meet the two main criteria. One is to be able to integrated and work
well with ESRI ArcGIS Server 9.3 to integrate properly with City ITD mapping platform. The
second main criteria is to have a product that integrates properly with the existing mapping
investment that MPD has already made. MPD has had Omega Group software for the past 8
years. The only product or software suite that meets this criteria are the products currently
being considered for purchase.
2. Explain why this services provider, supplier or manufacturer is
the only practicably available source from which to obtain this
product or service, and describe the efforts that were made to
verify and confirm whether, or not, this is so. (Obtain and
include a letter from the manufacturer confirming claims made by
distributors or exclusive distributorships regarding the product
or service, if that is cited as a reason for this Sole Source.)
CrimeView® Server, the Omega Dashboard® and CrimeMapping.com® are products unique to
and sold only by The Omega Group, Inc. Additionally, The Omega Group is the only company
authorized to provide professional services, such as customization, training and technical
support. (Sole Source letter from The Omega Group attached.)
In addition, whenever MPD ITSS requires any upgrade or software service extension, the only
entity available to provide is The Omega Group, Inc. They are the proprietors of the software
and its products are exclusive to them.
3. Will this product obligate us to a particular vendor for future
purchases (either in terms of maintenance that only this vendor
will be able to perform and/or if we purchase this item, will we
need more "like,, items in the future to match this one)?

We are limited in the options of making future purchases from this vendor only. As they are the
only ones that provide this product, we would only be able to obtain additional products, if
needed, from The Omega Group Software Company.
4. Explain why the price for this product or service is considered
to be fair and reasonable.
It is very fair and reasonable as it provides a wealth of ways to distribute the information and be
able to provide real time and accurate data to the entire Police Department. The cost of this
software is minimal to amount of staff required to produce or program the abundant amount of
reports that it produces in automated form. Recently Miami -Dade County proceeded with the
purchase process for this product.
5. Describe the negotiation efforts, if any, that have been made
with the supplier to obtain the best possible price.
We have discussed ways to reduce the cost. One of these was to not include the ESRI ArcGIS 9.3
Component as part of this purchase. They have reduced the price on installation and
configuration of the product since the initial conversations with Omega Group.
6. Explain the consequences(s) to the City, including the dollar
estimate of the financial impact, if this Sole Source is not
approved.
If the sole source is not approved we have the risk of losing the budget that has been set aside
for this purchase. Also, procuring another vendor would mean losing the existing investment of
approximately $500,000 that has occurred for the past 8 years. We would have to obtain a new
Mapping Server platform and the price would be highly expensive.
Not having a compatible system with the latest version of ESR1 would also mean not being able
to integrate City ITD GIS map data with our mapping components. This information is highly
crucial for COMPStat crime fighting strategy planning and officer safety. For the many years
now Crime Analysts and detectives have spent minimal time on map preparation tools through
CrimeView Web tools. The fact that any employee can produce timely and accurate crime
analysis maps at anytime by using CrimeVew Tools is essential. Having this software product
has eliminated the need for having additional personnel and has reduced the workload on
investigations and crime prevention initiatives. Crimeview's use in Compstat has greatly
assisted the police staff in reducing crimes throughout the city by allowing them to easily depict
crime trends and hot spots.
