the CrimeView Enterprise

I conducted an investigation to determine whether The Omega Group, located at 5160 Carroll Canyon Road,
1St Floor, San Diego, CA 92121, is the sole source provider for the CrimeView Enterprise Software to include
training and one-year of software maintenance to upgrade the current CrimeView Web Software, for the
Department of Police.
The Department of Police is currently using the CrimeView Web Software that was purchased in 2004,
pursuant to Resolution #04-0174 from International Development Advisory Services (IDAS) awarded under
State of Florida State Negotiated Agreement Price Schedule II (SNAPS) agreement No. 2521878-4.
According to The Omega Group, they were business partners with IDAS to integrate software solutions.
However, IDAS is no longer in business and The Omega Group has assumed sole responsibility for the sale,
installation, training, support and maintenance of their CrimeView products.
The Police Department has been using The Omega Group's Crime View suite of applications for over eight
(8) years. CrimeView Web and CrimeView Desktop are currently used in conjunction with ESRI's
Geographical Information System (GIS) suite of applications. These products provide department personnel
with the ability to run adhoc custom crime reporting maps and analysis reports at any time, without having to
rely on the GIS Technical Support Analyst to prepare maps for them. These tools are used extensively in the
Police Department's COMPSTAT meeting preparation and eliminate countless hours of manually creating
custom maps.
The department is seeking to purchase CrimeView Enterprise Software encompassing the following products;
Omega Dashboard Software, Omega Crime View Server and annual hosting fee for CrimeMapping.com.
The Omega Dashboard Software represents the next generation of resource allocation and management
tools. It provides Police Department Command Staff with a timely overview of recent events in the form of
reports, maps and charts. It allows both management personnel and support staff to quickly assess any
situation for planning purposes. The CrimeView Server is an upgrade over the existing Crime View Web
application. It utilizes ESRI's latest ArcGIS Server technology which allows all of the software to reside on a
central server, instead of on each system that requires access. This allows decision makers to work smarter
by targeting specific crime areas of "hot spots" in almost real-time without having to rely on limited resources
provided by the department's Crime Analysts. The hosting fee for CrimeMapping.com includes hosting a
crime mapping application that can take our existing CAD incidents data and plot incidents on a map. This
tool would be available via the web and could provide a wealth of information for crime prevention and crime
fighting strategies. This would allow members of the community to query crime data within the City of Miami.
Citizens would be able to search crime incidents by type, date range and address. The positive effects of the
Police Department's crime initiatives can be readily seen by the public via statistical maps provider over the
internet.
The Omega Group is the only company that can provide all three components needed by the Police
Department in order to be truly focused on Community Policing and Problem Solving utilizing ESRI's latest
ArcGIS Server Application. No other product in the market is currently using ESRI's ArcGIS Server 9.3
application, which is what the City of Miami's GIS Department is currently using today, as well. The Police
Department needs to be using the same version of the software as the City's Information Technology
Department (ITD) in order for ITD to continue to be able to support the Police Department's map layers and
custom police boundary layers.
In addition, the Police Department currently utilizes The Omega Group software and has invested a great
amount of time in configuring, installing and training throughout the organization. Obtaining another type of
mapping platform would not allow department to maximize its existing Omega Group Software investment
currently being used within the department. Further, procuring another product would mean the department
losing approximately $500,000 which it has already invested in these products in the past eight (8) years.
The Omega Group is the sole source provider of the CrimeView Server, the Omega Dashboard and
CrimeMappping.com products and sold exclusively by The Omega Group. Additionally, The Omega Group is
the only company authorized to provide professional services, such as customization, training and technical
support.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these findings
be approved: The Omega Group, located at 5160 Carroll Canyon Road, 18t Floor, San Diego, CA 92121, is
the sole source provider for the CrimeView Enterprise Software to include CrimeView Server, the Omega
Dashboard and CrimeMapping.com, to include training and one-year of software maintenance.
Based on the foregoing, it is recommended pursuant to Section 18-92(a) (1) and (3), that the determination of
a sole -source purchase be rendered by the Chief Procurement Officer and that the City Manager support said
finding herein and respectfully recommend for the City Commission to ratify both the Chief Procurement
Officer and City Manager's decision by an affirmative four-fifths vote. Both signatures below will affirm the
sole source decision by both the Chief Procurement Officer and City Manager, that The Omega Group,
located at 5160 Carroll Canyon Road, 1St Floor, San Diego, CA 92121, is the sole source provider for the
CrimeView Enterprise Software to include CrimeView Server, the Omega Dashboard and
CrimeMapping.com, as well as, training and one-year of software maintenance, in an amount not to exceed
$79,140. Allocating funds from the Police General Fund Account Code No.
00001.191501.531000.0000.00000.
