Legislation Miami, FL 33133 www.mlamigov.com Resolution File Number: 09-00762 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR-FIFTHS (415THS) AFFIRMATIVE VOTE, PURSUANT TO SECTION 18-92(A)(1) AND (3) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF A SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE PROCUREMENT OF THE CRIME VIEW ENTERPRISE SOFTWARE, TRAINING AND ONE-YEAR MAINTENANCE, FROM THE OMEGA GROUP, FOR THE DEPARTMENT OF POLICE, IN AN AMOUNT NOT TO EXCEED $79,140; ALLOCATING FUNDS FROM POLICE GENERAL FUND ACCOUNT CODE NO. 00001.191501.531000.0000.00000. WHEREAS, the Department of Police ("Police") is currently using CrimeView Web Software purchased pursuant to Resolution No. 04-0174, adopted March 25, 2004, from International Development Advisory Services ("IDAS"), awarded under State of Florida State Negotiated Agreement Price Schedule II ("SNAPS") Agreement No. 2521878-4, effective until April 27, 2004; and WHEREAS, The Omega Group and IDAS were business partners but IDAS is no longer in business, and The Omega Group has assumed sole responsibility for the sale, installation, training, support and maintenance of the CrimeView products; and WHEREAS, the Police will be procuring the CrimeView Enterprise Software to include CrimeView Server, the Omega Dashboard and CrimeMapping.com, training, and one-year software maintenance, in an amount not to exceed $79,140; and WHEREAS, funds to cover said expenditure are available from the Police General Fund, Account Code No. 00001.191501.531000.0000.00000; and WHEREAS, pursuant to Section 18-92(a) (1) and (3) of the Code of the City of Miami, Florida, as amended ("City Code"), the Chief Procurement Officer has adopted a finding that The Omega Group, is the sole source provider of the CrimeView Enterprise Software to include CrimeView Server, the Omega Dashboard and CrimeMapping.com, training, and one-year software maintenance; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive formal sealed bids be waived and that the procurement of the CrimeView Enterprise Software to include CrimeView Server, the Omega Dashboard and CrimeMapping.com, training, and one-year software maintenance from The Omega Group, as the sole source, be City of Miand Page I of 2 Printed On: 7/8/2009 Fite Number: 09-00762 approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four-fifths (415ths) affirmative vote, pursuant to Section 18-92(a)(1) and (3) of the City Code, after an advertised public hearing, the City Manager's finding of a sole source, is ratified, approved and confirmed, the requirements for competitive sealed bidding procedures are waived, and the procurement of the CrimeView Enterprise Software to include CrimeView Server, the Omega Dashboard and CrimeMapping.com, training, and one-year software maintenance from The Omega Group, the sole source provider of this service is approved, in an amount not to exceed $79,140, with funds allocated from Police General Fund, Account Code No. 00001.191501.531000.0000.00000. Section 3 This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} APPROVED AS TO FORM AND CORRECTNESS% JULIE O. f3RU CITY ATTORNEY Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. if the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
