A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ALLOCATION OF FUNDS FROM THE MAYOR'S POVERTY
INITIATIVE, ALSO KNOWN AS "ACCESS MIAMI", IN AN AMOUNT NOT TO
EXCEED $50,000, FOR A ONE-YEAR PERIOD, TO FULFILL THE
COST-SHARING PARTNERSHIP REQUIREMENT OF A FEDERAL GRANT
AWARDED TO THE CITY OF MIAMI ("CITY"); ALLOCATING SAID FUNDS TO M.
GILLAND ASSOCIATES, TO PROVIDE DIRECT MANAGEMENTAND
TECHNICAL ASSISTANCE SERVICES TO MORE THAN 300 SMALLAND
MINORITY BUSINESSES EACH YEAR THROUGH THE MINORITY BUSINESS
ENTERPRISE CENTER LOCATED IN THE CITY THROUGH DECEMBER, 2011;
AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING, IN SUBSTANTIALLY THE ATTACHED FORM, AND ANY
OTHER NECESSARY DOCUMENTS FOR SAID PURPOSE.
WHEREAS, the Mayor's Poverty Initiative and ACCESS Miami has, as one of its four
cornerstones, the goal of assisting City of Miami ("City") entrepreneurs and small businesses access
to benefits and the opportunity to reach self sufficiency; and
WHEREAS, the City wants to leverage federal funds via the United States Department of
Commerce Minority Business Development Agency Grant to assist the City's entrepreneurs and small
business with technical assistance to achieve business ownership, increase the effectiveness of
existing businesses, and help them navigate through this current economic landscape; and
WHEREAS, the United States Department of Commerce Minority Business Development
Agency Grant requires the winning grantee to have a cost-sharing partnership like between the City
and the Minority Business Enterprise Center in order to draw down federal funds to operate the
center; and
WHEREAS, funds in an amount not to exceed $50,000 for a one-year period from the Mayor's
Poverty Initiative also known as ACCESS Miami are to be used as the required cost-sharing for the
grant; and
WHEREAS, M. Gill and Associates, who provides direct management and technical
assistance services to more than 300 small and minority businesses each year, will administer the
grant funds through December 2011; and
WHEREAS, M. Gill and Associates successfully administered the Minority Business Enterprise
center and of the 43 Minority Business Enterprise Centers in the United States, this South Florida
Center is number one in program performance categories for 2005, 2006 and 2007; and

WHEREAS, on January 1, 2009, the Minority Business Enterprise Center (MBE CTM) was
approved and designated as an official Technical Assistance Provider, by the United States Small
Business Administration ("SBA") which means that the MBE CTM is an approved Technical Assistance
Provider (TAP) for the SBA's Community Express Loan Program and only approved TAP providers
can provide technical assistance to loan applicants and complete and submit loan applications on
behalf of small businesses for the SBA's Community Express Loan Program, for financing up to
$250,000;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals contained in the Preamble to this Resolution are adopted by reference
and incorporated as if fully set forth in this Section.
Section 2. The allocation of funds from the Mayor's Poverty Initiative also known as ACCESS
Miami, in an amount not to exceed $50,000, for a one-year period, to fulfill the cost-sharing
partnership requirement of a federal grant awarded to the City and administered by M. Gill and
Associates, to provide direct management and technical assistance services to more than 300 small
and minority businesses each year through the MBEC through December, 2011, is authorized.
Section 3. The City Manager is authorized{1} to execute a Memorandum of Understanding, in
substantially the attached form, and any other necessary documents for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to all requirements that may be imposed
by the including but not limited to those prescribed by Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten
calendar days from the date it was passed and adopted. If the Mayor vetoes this
Resolution, it shall become effective immediately upon override of the veto by the City
Commission.
