The Miami Sports and Exhibition Authority (MSEA) was created to promote sports, conventions and
exhibitions and to strive to generate and further community support to achieve this purpose. The Authority
shall endeavor to attract professional sports franchises to utilize facilities in the City.
Members of MSEA shall be qualified electors of Miami -Dade County. One member shall be the Mayor
who shall be a voting ex -officio member and the chairperson thereof. One voting member shall be a City
Commissioner appointed by the City Commission to serve as acting chairperson of the authority in the
absence of the Mayor and not be reappointed for another immediately succeeding year until each
Commissioner has served or has declined to serve. Each City Commissioner shall nominate two members,
except for the City Commissioner appointed as a voting member, who shall nominate only one member. Of
the two members nominated by each City Commissioner, one may be the Commissioner, as an ex -officio
voting member, representing that Commissioner's specific district.
Four (4) appointments are required at this time:
• Vice Chair Spence -Jones has two (2) nominations for seats currently held by:
1. Vacancy (Emanuel Washington was appointed to fill vacant seat created by the
resignation of David Chiverton, who filed to run as a candidate for Commissioner
District 5; however, Mr. Washington is not a qualified elector of Miami -Dade
County as required and is therefore unable to serve).
2. Vacancy (due to the resignation of Colin Carby, incumbent).*
• Commissioner Sarnoff has one (1) nomination for a seat currently held by:
1. Doris Freudman, incumbent, whose term expired April 9, 2009.
• Commissioner Regalado has one (1) nomination for a seat currently held by:
1. Frank Rollason, incumbent, whose term expires on July 9, 2009.
For your convenience, we are including a copy of the current membership of said board. By copy
of this memorandum to the Agenda Office, we are requesting that this issue be placed on the July 9,
2009 Commission agenda. *This matter was deferred from the September 11, 2008, December 11,
2008, January 15, 2009, May 14, 2009 and June 11, 2009 Commission meetings.
