Purpose of Item:
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG")
FUNDS, IN THE TOTAL AMOUNT OF $800,000, AS SPECIFIED IN EXHIBIT "A," ATTACHED AND
INCORPORATED; ALLOCATING SAID FUNDS TO THE CITY OF MIAMI DEPARTMENT OF
COMMUNITY DEVELOPMENT FOR RELOCATION ASSISTANCE AS REQUIRED UNDER THE
UNIFORM RELOCATION ASSISTANCE AND REAL PROPERTY ACQUISITIONS ACT ("URLA")
OR EMERGENCY ASSISTANCE UNDER THE OPTIONAL RELOCATION ASSISTANCE POLICY
("ORAP") FOR DISPLACED TENANTS; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
NECESSARY DOCUMENTS FOR SAID PURPOSE(S).

Background Information:
Pursuant to the URLA, a displaced tenant shall be provided with reimbursement for all reasonable
out-of-pocket expenses incurred in connection with the temporary relocation, including the cost of
moving to and from the temporarily occupied housing and any increase in monthly rent or utility coast
at such housing. In addition, a residential tenant who has been temporarily relocated for more than
one year must be offered permanent relocation assistance which may not be reduced by the amount
of any temporary relocation assistance provided.
Pursuant to Resolution No. 06-0647; adopted November 9, 2006, the Miami City Commission
authorized the transfer of Home Investment Partnership ("HOME") funds, in the total amount of
$81,580.19, allocating said funds to the City of Miami Department of Community Development for
relocation rental assistance for tenants displaced from properties acquired by the Model City
Trust/City of Miami since November 2, 2004.
Pursuant to Resolution No. 08-0335, adopted June 12, 2008, the Miami City Commission authorized
the transfer of City of Miami Department of Community Development Housing Activities Funds in the
amount of $500,000 for the permanent relocation assistance account for the tenants displaced from
the property located at 1240 Northwest 61St Street.
The City is ready to implement the Neighborhood Stabilization Program that might result in triggering
URLA.
It is important for the City to have funds available for emergency relocation assistance in case of
natural or man-made disaster.
The Administration is requesting the transfer of CDBG funds in the total amount of $800,000, as
specified in Exhibit "A", attached and incorporated, and allocating said funds to the City of Miami
Department of Community Development for relocation assistance as required under the URLA or
emergency assistance under the ORAP for displaced tenants.
