Director Chief City Manager Page I of I AGENDA ITEM SUMMARY FORM CONTINUED Background Information: The City of Miami Consolidated Plan process combines the planning and application aspects of the Community Development Block Grant ("CDBG") and the Home Investment Partnerships Program ("HOME") formulas, among others, into a single application for federal funding from the U.S. Department of Housing and Urban Development ("HUD"). The goal of the Five -Year Consolidated Plan is to provide decent, safe, and sanitary housing, develop suitable living environments and to expand economic opportunities. Pursuant to federal statutes and regulations, including, but not limited to, the Housing and Community Development Act of 1974, as amended, 24 CFR Part 570 and 24 CFR Part 92, as the recipient of HUD funding, the City of Miami must develop, make public, and certify that it is following a Residential Anti - Displacement and Relocation Assistance Plan ("RARAP") regarding compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 and Section 104(d) of the Housing and Community Development Act of 1974. Having an Optional Relocation Assistance Policy ("ORAP") in place will allow the City to provide relocation assistance for residents displaced by natural or man-made disasters.
