A RESOLUTION OF THE MIAMI CITY COMMISSION EXPRESSING DEEPEST
SYMPATHY AND SINCEREST CONDOLENCES ON BEHALF OF THE CITY OF
MIAMI AND ITS CITIZENS TO THE FAMILY AND FRIENDS OF RAFAEL CABEZAS
UPON HIS UNTIMELY DEATH.
WHEREAS, the City of Miami ("City") grieves the untimely death of Rafael Cabezas, a veteran of
Brigada de Asalto 2506 who fought for Cuba's freedom; and
WHEREAS, Rafael Cabezas was a successful businessman and political activist who tirelessly
served the Miami community; and
WHEREAS, as Chairman of the Allapattah Business Development Authority, founded in 1983 to
improve the economic and social well-being of the Allapattah community in the City of Miami, he was
dedicated to helping others and providing affordable housing to those less fortunate; and
WHEREAS, Rafael Cabezas was a great patriot, brother, husband, father, and grandfather, and
his death constitutes an irreparable loss felt by the entire community; and
NOW THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The authorities of the City of Miami, in the State of Florida, on behalf of its citizens,
pause in our official deliberations to honor and express our deepest sympathy to his family and
friends, and to record for posterity this fitting tribute to Rafael Cabezas (1936-2009).
Section 2. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1 }

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City.
