and educational services for at -risk children and juveniles who live in the City of
Sergeant at Arms Miami for the past eighteen (18) years.

The main method of approach of approach to deliver these services to this population
is through the agency's Youth Developmental Learning Center.
On a daily basis YOA pickups and transports 30 at -risk students from area schools to
the agency's Developmental Learning Center where they are tutored in their
homework assignments, including individual tutoring in reading and math.
YOA is respectfully requesting that you assist the agency in funding for an instructor
for our summer program (see pageS-6)

It is the objective of YOA to administer youth crime prevention and educational
programs for at -risk children and juveniles, who are from families with very -low, low, to
moderate incomes, and live in the Model City area, because of the community and
parental needs for these types of service programs in the City of Miami Commission
District 5.
YOA has long identified the parental and community need of juvenile crime prevention
and educational programs objectives that will provide crime prevention workshops,
conflict resolution training workshops, and an after school tutorial program.
The long-term goals and mission of YOA are met by providing a much needed Youth
Developmental Learning Center for the at -risk children and juveniles who are failing in
school, becoming delinquent, and following other antisocial behaviors.
YOA will undertake the following activities to achieve the program's objectives:
• Conduct crime prevention and conflict resolution training twice a week
+ Conduct an after school tutorial and computer program daily
• Conduct a three (3) months educational and recreational summer camp, five days
a week.
YOA proposed Public Service Program further the program objectives and priorities by
being consistent with the City of Miami Consolidated Plan for 2004-2009, and meeting
CDBG standards and requirements of providing crime prevention and educational
programs for at -risk children from families with very -low, low, to moderate incomes, and
live in the Model City area
YOA has a well documented track record of performing crime prevention and
educational services for the targeted population
YOA has been in operation for the past eighteen(18) years, and has served over eleven
thousand (11,000) at -risk children and juveniles who live in the Model City, Liberty City
and Little Haiti areas.
The agency has numerous letters of commendation, noting the track record of work with
the youth of the community, as well as monitoring reports from other funding sources
PROGRAM DESCRIPTION:
YOA has been providing crime .prevention And educational programs to at -risk children
and juveniles who live in the Model City./Liberty City area ofMiarni Dade County, for
the past eighteen (18) years.

The population consist of approximately 11,560) youth, and of that 9,196
are between the ages of 6-19 years old. The 76% of household income is well below the
federal poverty level below $35,000.00 compared to 52% in Miami -Dade Courcy as a
whole with a raeiaYethnic composition of 24,496 Black, 654 'White, and 4,267 Hispanic.
Risk factors for the targeted population are many, such as, gang activity, drug and alcohol
abuse, high rate of high school dropouts, teen pregnancy, and illiteracy.
The agency has provided many services over the past years in an effort to help reduce
juvenile crime, improve the school attendance, and grade point averages of the targeted
population (clients). YOA has provided and conducted many crime prevention and
conflict resolution training workshops, anger management sessions, after school
tutorial, and summer educational programs.
Youth of America (YOA) has targeted local neighborhood schools ( Holmes, Orchard
Villa, Charles R. Drew Elementary, Miami Edison, Charles R. Drew, Allapattah Middle
Schools, and Miami Northwestern Senior High, etc.) to obtain the: number of clients for
the agency's crime prevention and after school educational programs. Youth of
America has been serving twenty (30), sometimes as many as thirty-five (35) children
and juveniles daily at the agency's after school program. YOA use the word of mouth
and advertisement for recruitment and enrollment; the word is out in the community
about the agency's after school crime prevention and summer programs. With the
community having knowledge of the agency's no cost programs; the program fills up
very rapidly.
The agency developmental learning center has served over eleven thousand (11,000) at-
risk
trisk children and juveniles who live in the targeted area over the past 18 years.
The agency will conduct pre and post test educational skill evaluations, social competence
assessment measures evaluations, weekly school progress reports, and document outcome
evaluation data that will be collected from the Miami -Dade County Public Schools, and
parents. This data is collectively compared to previous program outcome data, and evaluated,
and compared to the program objectives, to verify that the program objectives are being met.
Tracking and monitoring of all funds that the agency receives is conducted by the agency
administrative assistant, and Sharpp & Co, Public Accountants. The administrative assistant
provides the executive director with all of the agency's bank and financial statements, to ensure
that all records are kept properly kept and correct. The administrative assistant will keep all
records; provide balance sheets of all expenditures of the program funds. At the end of the fiscal
year an annual audit is conducted by Sharpp & Co, Public Accountants, as well as the agency's
IRS 990, and 941's.
The Program Director is responsible for all reports and program evaluations that are required at
the end of each reporting period.
