Subject: Interlocal Agreement with Miami -Dade County School Board for the School Board's use of a city -
owned property located at 342 SW 7th Avenue, Miami, Florida a/k/a Jorge Mas Canosa Park
Purpose of Item:
Authorizing the City Manager to execute an Interlocal Agreement ("Agreement") with attachments, in
substantially the attached form, with Miami -Dade County School Board ("School Board"), for the use of the city -
owned property located at 342 SW 7th Avenue, Miami, Florida, a/k/a Jorge Mas Canosa Park and formerly known
as Riverside Park, for recreational and educational programs associated with Ada Merritt K-8 Center ("K-8
Center"), subject to the School Board paying for certain construction improvements estimated at approximately
$342,000, as well as paying for operating costs, including staffing and equipment necessary for the
implementation of such programs and further providing for the following: 1) a term of twenty (20) years,
commencing on the effective date, with a 10 -year extension conditional on the prior written consent of the City,
amongst other conditions; 2) payment of One Dollar ($1.00) yearly rent, with the full amount of the rent for the
initial term payable in advance at commencement of such term; and further authorizing the City Manager to
execute renewals as needed and all other necessary documents for said purpose, with terms and conditions more
particularly set forth in the Agreement.

Subject: Interlocal Agreement with Miami -Dade County School Board for the School Board's use of a city -
owned property located at 342 SW 7th Avenue, Miami, Florida a/k/a Jorge Mas Canosa Park
Background Information:
The City of Miami administration have negotiated terms under which the Miami -Dade County School Board
("School Board") will use the city -owned property located at 342 SW 7th Avenue, Miami, Florida (a/k/a Jorge
Mas Canosa Park and formerly known as Riverside Park) for use by school children attending the adjacent Ada
Merritt K-8 Center.
The School Board will use the Jorge Mas Canosa Park site for its educational and recreational programs
associated with its adjacent Ada Merritt K-8 Center. The School Board will construct a gym shelter on this site
and shall use the existing park facilities (baseball field, hard -court areas) in daytime hours during the school
term, with additional summer use with written notice to the City's Parks Director. The School Board will pay
for the cost of constructing the gym shelter and pay for such operational costs as staffing and equipment costs
incurred to implement their recreational programs on the City's park site, as well as routine custodial and
janitorial maintenance costs incurred during school hours. The City will pay for all electricity, water, sewer,
trash removal and any other utilities or services necessary to operate the park, as well as pay for the routine
maintenance of custodial and janitorial services for the period of the City's use. In addition, the City will pay
for the maintenance of all the City and School Board improvements located within the Park in exchange for the
School Board's investment of $342,000 worth of improvements in the Park, the title of which will vest in the
City at the expiration of the Agreement.
The Agreement also provides that the School Board require its contractor(s) to obtain public payment, public
performance and guarantee bond coverage during the construction phase for the park improvements.
