A RESOLUTION OF THE P,filr_ \ CITY COMMiISSION VIflTH ATTACH,MI. ENT(S);
AUTHORIZING THE EXTENSION OF THE USE AGREEMENT WITH TVM
PRODUCTIONS, INC., TO ALLOW FOR THE FILMING OF ► HE TELEVISION
SHOW "BURN NOTICE" AT THE COCONUT GROVE EXPOSITION CENTER
UNDER SIMILAR TERMS AND CONDITIONS OF AMENDMENT NO. 3,
ATTACHED AND INCORPORATED, TO EXTEND THROUGH 2010, AS MAY BE
RENEWED BY ITS TELEVISION NETWORK.
WHEREAS, the filming of Burn Notice at the Coconut Grove Exposition Center provides
employment to many Miami residents in the entertainment industry; and
WHEREAS, Burn Notice buys millions of dollars of products from Miami businesses that supply
lumber, vehicles and dozens of other items for its production; and
WHEREAS, the City of Miami ("City") arts and entertainment industries' jobs need to be
maintained as those that are creating and sustaining well -paying, non-polluting, creative employment;
and
WHEREAS, the economic climate is such that many Miami -based film, television and video
production companies are on the brink of failure if Bum Notice leaves Miami; and
WHEREAS, Burn Notice's producer has stated that no location exists in the City to meet the
100,000 square foot production space located within the Coconut Grove Exposition Center; and
WHEREAS, it would send a catastrophic negative message to the film, television, video,
commercial, digital and other production industries intent on locating in the City, if Miami were to turn
away Burn Notice when dozens of cities and states are creating multimillion dollar incentives to lure
entertainment productions; and
WHEREAS, this City Commission remains firmly committed to ultimately razing the Coconut
Grove Exposition Center and creating parkland once the building is no longer used for film or television
production; and
WHEREAS, the State of Florida, in its worst budget crisis in history, recognized the value of the
film and related industries by creating a $10.8 million incentive package for film productions in its
recently passed budget; and
WHEREAS, Bum Notice has pre -qualified to participate in the State of Florida incentive

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The extension of the Use Agreement with TVM Productions, Inc., to allow for the filming
of the television show "Burn Notice" at the Coconut Grove Exposition Center, is authorized, under
similar terms and conditions of Amendment No. 3, attached and incorporated, to extend through 2010,
as may be renewed by its television network.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1 }

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
