APPROVING THE CITY OF MIAMI'S ("CITY") AMENDED ANNUAL ACTION PLAN FOR FISCAL
YEAR 2008-2009, ATTACHED AND INCORPORATED; AUTHORIZING THE CITY MANAGER TO
SUBMIT THE CITY'S AMENDED ANNUAL ACTION PLAN FOR FISCAL YEAR 2008-2009, TO THE
UNITED STATES DEPARTMENT,OF HOUSING AND URBAN DEVELOPMENT FOR REVIEW AND
APPROVAL.

Background Information:
Pursuant to Resolution No. 04-0374, adopted June 10, 2004, the City Commission approved the City
of Miami's ("City") Consolidated Plan for Fiscal Years 2004-2009.
Per the Code of Federal Regulations 24 CFR 91.220, all entitlement jurisdictions are required to
submit an Annual Action Plan to the United States Department of Housing and Urban Development
("U.S. HUD") for the purpose of carrying out its long term strategic plan.
Pursuant to Resolution No. 08-0442, adopted July 24, 2008, the City Commission approved the
City's Annual Action Plan for the Fiscal Year 2008-2009.
The Annual Action Plan set forth the overall goals and objectives of the City's Consolidated Plan.
On March 6, 2009, the City was awarded of $2,218,946 for the implementation of the Community
Development Block Grant — Recovery Act ("CDBG-R").
U.S. HUD has mandated that all interested recipients submit an amended action plan for the Fiscal
Year 2008-2009 to receive the funds.
The Annual Action Plan has been amended to include the CDBG-R which will stimulate the economy
through measures that modernize the City's infrastructure, improve energy efficiency and
conservation through rehabilitation or retrofitting of existing buildings, and expand educational
opportunities and access to health care.
