HomeMy WebLinkAboutPre Legislation 1- City Hall a City of Miami 3500 Pan American Drive c b� Miami, FL 33133 Certified Copy www.miamigov.com File Number: 04-00587 Enactment Number: R-04-0374 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE CITY OF MIAMI'S ("CITY") CONSOLIDATED PLAN ("PLAN") FOR FISCAL YEARS 2004-2009 AND THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2004-2005, WITH FUNDING RECOMMENDATIONS FOR COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") PROGRAM, HOME INVESTMENT PARTNERSHIPS ("HOME") PROGRAM, EMERGENCY SHELTER GRANT ("ESG") PROGRAM AND HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM FUNDS, AS APPROVED BY THE CITY COMMISSION; AUTHORIZING THE CITY MANAGER TO SUBMIT THE CITY'S PLAN FOR FISCAL YEARS 2004-2009, AND THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2004-2005 TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD") FOR REVIEW AND APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the goals of the Consolidated Plan ("Plan") are to provide decent housing, develop suitable living environments and to expand economic opportunities; and WHEREAS, the Plan assesses the City of Miami's ("City") housing needs, barriers to affordable housing and community development needs, identifies resources to address these needs and establishes the structure to implement the Plan; and WHEREAS, the Plan process combines the planning and application aspects of the Community Development Block Grant ("CDBG"), HOME Investment Partnerships ("HOME"), Emergency Shelter Grant ("ESG") and Housing Opportunities for Persons with AIDS ("HOPWA") program formulas into a single application for funds, with HOPWA program funds awarded by the United States Department of Housing and Urban Development ("HUD") to the City for implementation throughout Miami Dade County; and WHEREAS, the Annual Action plan for Fiscal Year 2004-2005 proposes the spending plan to achieve the goals of the Plan for the CDBG, HOME, ESG, and HOPWA formula grants; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City's Consolidated Plan for Fiscal Years 2004-2009 and the Annual Action Plan for Fiscal Year 2004-2005, with funding recommendations for CDBG Program, HOME Program, ESG Program and HOPWA Program funds, as approved by the City Commission, are approved. The City Manager is authorized(l) to submit the City's Consolidated Plan for Fiscal Years 2004-2009 and the Annual Action Plan for Fiscal Year 2004-2005 to HUD for review and approval. Section 4. The City Manager is further authorized {1} to execute the necessary agreements, in a form acceptable to the City Attorney, for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2). May 14, 2009 Date Certified {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2) If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
