Director. City Manager, Page 1 of 2 Background Information: North Miami Avenue between NW/NE 11 Terrace and NW/NE 14 Street has a zoned right-of-way width of ninety-five (95) feet. Proposed redevelopment in the downtown area prompted the Public Works Department to undertake a complete review to assess the necessity for continuing the reservation of the additional zoned width for this street, with the following resulting recommendation. The original platted subdivision that created North Miami Avenue at this location, "Alice Baldwin, Jenny M. & Charles E. Oxar Subdivision Amended, B-87" recorded in September, 1911, dedicated a right of way width of fifty (50) feet. The zoned right of way width for North Miami Avenue was officially established by the adoption of Ordinance No. 1682 in January, 1937, setting a base building line width of seventy (70) feet. The roadway was subsequently developed with pavement, sidewalk and curb and gutter conforming to the seventy (70) foot right of way width and all existing buildings along North Miami Avenue between NW/NE 11 Terrace to NW/NE 14 Street, including the I-395 support columns and pile caps, align with the seventy (70) foot base building line width. In 1985 the City Commission, by Ordinance, amended the zoned based building line by increasing it to a ninety-five (95) foot width thereby reserving additional property in anticipation of future widening in accordance with the Southeast Overtown/Park West Redevelopment Plan. None of the additional right of way has been dedicated North of NW/NE 11 Terrace and the roadway remains developed with a seventy (70) foot cross section. 1. The fully developed properties north of NW/NE 11 Terrace preclude this avenue from reaching the specified ninety-five (95) foot width in the future and the I-395 expressway columns and foundation limit the extent of potential roadway widening. 2. North Miami Avenue north of NW/NE 14 Street is currently zoned seventy (70) feet in width and the companion "one-way" paired roadways of NE 1 Avenue and NE 2 Avenue are zoned seventy (70) feet in width north of NE 12 Street. 3. This section of North Miami Avenue is isolated north of the expressway outside of the original 1983 Southeast Overtown/Park West district boundaries. The I-395 expressway further separates this location from the proposed "Miami World Center." 4. Miami Avenue is not included as part of the proposed Streetcar route. 5. A seventy (70) foot wide right of way provides sufficient space for multiple travel lanes and/or turning lanes and wide pedestrian sidewalks with landscaping. The Public Works Department's review of these transportation corridors reveal that the current seventy (70) foot wide developed roadway adequately serves the transportation needs of the public. The Public Works Department respectfully recommends to the Miami City Commission that the zoned based building line width of North Miami Avenue between NW/NE 11 Terrace and NW/NE 14 Street be reduced from ninety-five (95) feet wide to the original developed seventy (70) foot wide right-of-way width to conform with current and future regulated development. Nothing will physically change on these roadways if the Ordinance is adopted. The Departments of Police, Fire -Rescue, Solid Waste, the NET Service Center and the C.R.A. have been notified of the proposed reduction of the zoned width of these rights-of-way. Page 2 of 2
