A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
DIRECTING THE CITY MANAGER TO CREATE AND IMPLEMENT THE MAYOR'S
CITYWIDE COLLABORATIVE WORKFORCE INITIATIVE MASTER PLAN
ENTITLED "EMPLOY MIAMI", WHICH INCLUDES SUCH WORKFORCE SEGMENT
EFFORTS AS; MIAMI WORKS (CONSTRUCTION FOCUS); HOSPITALITY
TRAINING (HOSPITALITY INSTITUTE); GREEN JOBS TRAINING; RETAIL
TRAINING AND LAND REDEVELOPMENT (BROWNFIELDS); AUTHORIZING THE
CITY MANAGER TO EXECUTE ANY AGREEMENT(S), AND TO INCLUDE ALL
SUPPORTING DOCUMENTS NECESSARY FOR THE PURPOSES SET FORTH
HEREIN.
WHEREAS, according to the United States Labor Department, as of March, 2009, the 2009
unemployment rate for the City of Miami was determined to be at 8.1 %; and
WHEREAS, proactive steps are required to counter this lagging employment rate and alleviate
the hardship experienced by many of City of Miami residents; and
WHEREAS, the City Commission with the Mayor of the City of Miami seeks to establish a
comprehensive workforce master plan entitled "EMPLOY Miami" (Employing Miami's People in Local
Opportunities Year-round); and
WHEREAS, through EMPLOY Miami, the Mayor and City Commission will train and prepare
local City residents and facilitate the possible employment of residents for major local capital
improvement projects occurring; and
WHEREAS, the goal of EMPLOY Miami is to assist low and moderate income individuals and
families to: (1) access training and vocational opportunities; (2) improve their workforce skills; and (3)
obtain access to employment opportunities; and
WHEREAS, the City Commission supports the construction industry initiatives in the Miami
Works plan, attached; and
WHEREAS, the City Commission also seeks to expand awareness about EMPLOY Miami
through a local outreach campaign to be administered by the City Manager's Office of Economic
Initiatives to provide City of Miami residents with access to these valuable local resources and
opportunities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by

reference and incorporated as if fully set forth in this Section.

Section 2. The City Manager is directed to create and implement the Mayor's Citywide
Collaborative Workforce Initiative Master Plan entitled "EMPLOY Miami", which includes such
workforce segment efforts as; Miami Works (construction focus); hospitality training (hospitality
institute); green jobs training; retail training and land redevelopment (Brownfields).
Section 3. The City Manager is authorized{1} to execute anyAgreement(s), and to include all
supporting documents necessary for the purposes set forth herein.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to all requirements that may be imposed
by the including but not limited to those prescribed by Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of
ten calendar days from the date it was passed and adopted. If the Mayor vetoes this
Resolution, it shall become effective immediately upon override of the veto by the City
Commission.
