A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "VIRGINIA
KEY SECTION 1135 ECOSYSTEM RESTORATION PROJECT" AND
APPROPRIATING FUNDS, CONSISTING OF A GRANT FROM THE
DEPARTMENT OF THE ARMY, IN AN AMOUNT NOT TO EXCEED $1,500,000,
FOR THE ECOSYSTEM RESTORATION OF VIRGINIA KEY, MIAMI, FLORIDA;
AUTHORIZING THE CITY OF MIAMI'S REQUIRED MATCHING FUNDS, IN THE
AMOUNT OF $375,000, IN THE FORM OF IN-KIND SERVICES AND CASH, AS
STATED HEREIN; AUTHORIZING THE CITY MANAGER TO EXECUTE THE
PROJECT PARTNERSHIP AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF SAID GRANT
AWARD.
WHEREAS, the City of Miami ("City") has a strong interest in restoring Virginia Key, Miami, Florida,
and providing a natural preserve for the use and enjoyment of its residents; and
WHEREAS, the City received a grant from the Department of the Army, represented by the United
States Army Engineer, for the design and construction of the Virginia Key Section 1135 Ecosystem
Restoration Project ("Project"); and
WHEREAS, the City was awarded a grant in the amount not to exceed $1,500,000, to provide
activities related to ecosystem restoration; and
WHEREAS, the City will match this award with the amount of $80,000, in cash as follows: (A)
$20,000, from Virginia Key Beach Park Trust (#350000.940201.663000.0000.00000), (B) $20,000,
from Parks and Recreation (#35000.940201.67000.0000.00000) and (C) $40,000, from the Tree Trust
Fund (#115000.152000.896000.0000.00000), as well as in-kind services in the amount of $295,000,
from the Virginia Key Beach Park Trust and Department of Parks and Recreation, for a total of
$375,000; and
WHEREAS, the grant funds are to be appropriated by a separate Resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

RESOURCES: Department of the Army $1,500,000
City of Miami's required matching funds -cash and in-kind services
($375,000)
APPROPRIATIONS: Virginia Key Section 1135 Ecosystem Restoration and Project $1,500,000
Section 3. The City Manager is authorized{1} to execute the Project Partnership Agreement, in
substantially the attached form, in order to implement the acceptance of said grant award.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
