Subject: Resolution amending Capital Projects Appropriations Resolution No. 08-0698, adopted
December 11, 2008.
Purpose of Item:
To appropriate new funding sources for capital projects: Sunshine State Governmental Financing
Commission ($19,964,500), General Fund Contributions ($428,205), Homeland Defense
Neighborhood Improvement Bonds Interest ($1,694,975) and Florida Inland Navigation District
($32,500) and amend the Capital Improvements Appropriations Resolution No. 08-0698 to reflect
said changes.
Background Information:
On December 11, 2008, the City Commission authorized the negotiation, borrowing, and approval of
the loan from the Sunshine State Governmental Financing Commission in the aggregate principal
amount not to exceed $20,000,000 to finance the implementation of the City's Enterprise Resource
Planning systems (ERP), Land Management systems and other associated technology infrastructure
improvement projects. The net loan proceeds in the amount of $19,964,500 is being appropriated.
Additionally, General Fund contributions in the amount of $428,205 are being appropriated for the
purchase of vehicles for newly hired police officers and PSAs and to serve as matches for the State of
Florida Division of Emergency Management grants for the North and South (continued on page 2)

Background Information continued:
Police Substation Hurricane Protection projects. Furthermore, $1,694,975 of Homeland Defense
Neighborhood Improvement Bonds interest for several capital projects including the Black Police
Precinct and Program Management project in addition to a Florida Inland Navigation District grant
for the Dinner Key Mooring Field project are being appropriated. The aforementioned items require
the Capital Improvements Appropriations Resolution No. 08-0698 be amended to reflect said changes
to capital appropriations.
