HOMELESSNESS PREVENTION AND RAPID
RE-HOUSING PROGRAM FUNDING
The City of Miami was awarded $3,392,918, as a result of the American Recovery and Reinvestment Act of 2009 for the
Homelessness Prevention and Rapid Re-Housing Program ("HPRP"). The purpose of the HPRP is to provide homelessness
prevention assistance to individuals and households who would otherwise become homeless and to provide assistance to
rapidly re-house persons who are homeless as defined by section 103 of the McKinney-Vento Homeless Assistance Act (42
U.S.C. 11302). The program aims to assist extremely and very low income persons (eaming 50% or less of the Area Median
Income). The City of Miami is required to submit a substantial amendment to its 2008 Action Plan to demonstrate how
allocated funding would be used based on the Act.
Interested individuals are invited to review the City's HPRP draft of the substantial amendment to the 2008 Action Plan
and provide written comments in relation to this draft. The review period will be from April 29, 2009, through May 13, 2009.
Draft copies of the HPRP substantial amendment to the 2008 Action Plan, will be available for review on April 29, 2009 at
the Department of Community Development, 444 SW 2 Avenue, 20dFloor, Miami, FL 33130, and on its website at
www.miamigov.com/communitydevelopment. All public comments must be submitted in writing, during the 15-day comment
period, and directed to the Department of Community Development, Attention: Roberto Taze, 444 SW 2"tl Avenue, 2ntl
Floor, Miami, Florida 33130.
In addition, a public hearing will be held Thursday, May 14, 2009, at 9:30 a.m. at City Hall, Commission Chambers, 3500
Pan American Drive, for all persons interested in providing verbal comments in relation to the City of Miami's proposed uses
of HPRP funds. The meeting site is accessible to the handicapped. Requests for special accommodations may be directed
to the Dept. of Community Development at (305) 416-2080 no less than two (2) business days prior to the Public Hearing
date.

Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens with
reasonable notice of,.and an opportunity to comment on, any amendments to funding of HUD programs. The public is
advised of the proposed amendment(s) as indicated below:
• Discussion and proposed resolution accepting the substantially amended City of Miami Annual Action Plan to include the
Homelessness Prevention and Rapid Re-Housing Program.
■ Discussion and proposed resolution accepting ESG funding in the amount of $3,392,918 for the Homelessness
Prevention and Rapid Re-Housing Program.
■ Discussion and proposed resolution authorizing the City Manager to execute an amendment to the $2 million in CDBG
contract for the Disaster Recovery Program between the City of Miami and Miami-Dade County.
