Start Up Capital Cost: Maintenance Cost: Total Fiscal Impact; PY09 $0 PY10 $210,000 Final Approvals (SIGN AND DATE) CIP Bud If usingrecei Grants ;` Risk Manag tmentPurchasing �--7ept.Directo Chief City Manager Page 1 of 1 AGENDA ITEM SUMMARY FORM BACKGROUND INFORMATION The City of Miami was awarded a grant from the Department of Health and Human Services (DHHS) the Compassion Capital Fund Demonstration (CCF) Grant (Resolution 07-0641) in the amount of $500,000 per year for three (3) years for the Miami NICE Initiative, a capacity - building program for faith -based and community organizations in the community. On February 13, 2009 an RFQ was issued for a one year period, contingent on the availability of funds, and that the agencies had met their contractual obligations; and grant guidelines; to provide Technical Assistance Awards to non-profit organizations, and the administration and leadership team through a review process has proposed the agencies listed in "Attachment A" the highest scored for the Miami NICE Technical Assistance Award. As a condition of the program design of the Miami NICE grant, faith -based and community organizations are required to fulfill a two tier process to receive a TA Award and subsequently become eligible to apply for a Sub -Award grant. TA Awards are free, one-on-one technical assistance to each agency (not cash award). The outcome of the TA Award is that agencies apply for the Sub -award Grants, which are cash grants awarded through a competitive, Request for Proposal (RFP) process that will take place on August 21St, 2009. Although we cannot determine how much money each organization will receive through the upcoming Sub -Award Process, we respectfully request acceptance of a total amount not to exceed $210,000 to be disbursed among the eligible FBCO's as per the RFP responses. It is anticipated that at least $5,000 to $20,000 in grants will be awarded to each organization. Disbursements of Sub -Awards will begin October 1, 2009.
