Traffic MethodologyAttachment IX Traffic Methodology CATHY SWEETAPPLE & ASSOCIATES TRANSPORTATION AND MOBILITY PLANNING Marlins Ballpark Major Use Special Permit Traffic Impact Study Transportation Study Methodology Introduction A Major Use Special Permit (MUSP) Traffic Impact Study is being prepared to support the proposed redevelopment plans for the new Marlins Ballpark to be located on the site of the former Orange Bowl Stadium, 'bounded by NW 16 Avenue on the west, NW 7 Street on the north, NW 14 Avenue on the east and NW 3 Street on the south, in the City of Miami, Miami -Bade County, Florida. MUSP Trak Impact Study The information outlined in this Transportation Study Methodology identifies the transportation information needed to address the MUSP traffic impact study requirements of the City of Miami in order to process a MUSP Application for the new Marlins Ballpark to be located on the site of the former Orange Bowl. The MUSP Traffic Impact Study will initially assume that up to 6,000 structured parking spaces will be located to the immediate north and south of the ballpark, and that up to 50,000 square feet of ancillary ground level specialty retail and up to 54 apartment dwelling units will be integrated into the parking structure as liner uses. The Applicant will coordinate with the City to incorporate plan changes to the number of structured and at -grade parking spaces provided, the square footage of the retail use and the number of dwelling units as liners to the parking structures in an attempt to make the MUSP Traffic Impact Study as accurate as possible. It is anticipated that program changes may still occur following review by City Staff during the MUSP review process. As part of the MUSP Traffic Impact Study, the Applicant is incorporating comments received from the Miami - Dade County Public Works Department dated March 19, 2008. The MUSP Traffic Impact Study will evaluate inbound and outbound vehicular, pedestrian and transit circulation to and from the Ballpark site. This methodology will document the data collection locations and traffic study approach used to evaluate traffic impacts consistent with adopted level of service standards from the Miami Comprehensive Neighborhood Plan (MCNP). The MUSE' Traffic Impact Study shall include the information listed below. Traffic Data • Turning movement traffic counts will be collected at study area intersections from 5:30 PM to 7.30 PM to reflect the portion of the evening peak hour that would coincide with the potential start time of a weekday evening baseball game. Traffic counts will be collected at the intersections listed in Table 1 below. • Turning movement traffic counts will be collected at study area intersections from 9:30 PM to 10:30 PM to reflect the post game peak hour that would coincide with the potential end time of a weekday evening baseball game. Traffic counts will be collected at the intersections listed in Table 1 below. • Year 2007 traffic counts from State and County Count Stations will be assembled from FDOT and Miami -Dade County Public Works to evaluate traffic conditions for the surrounding study area roadway network. Transportation Study Methodology November 2008 IX -1 Traffic Counts Pursuant to the June 4, 2003 scoping meeting with Miami -Dade County and the City of Miami, and based upon data collection and analysis that is most important in addressing inbound and outbound circulation to and from the Stadium Site, intersection turning movement traffic counts will be collected at the study area intersections listed in Table 1 below from 5:30 PM to 7:30 PM to reflect the evening peak hour that would coincide with the potential start time of a weekday evening baseball game, and where noted, from 9:30 PM to 10:30 PM to reflect the post game peak hour that would coincide with the potential end time of a weekday evening baseball game. The distribution and assignment for the project TAZ 757 will be based upon the Mlami-Dade Interim Year 2015 Cost Feasible Plan, and wilt address the direction of project trips to and from the project site. Trip Generation • The vehicular and person trip generation for the project site will be developed using information provided by the Florida Martins based upon the number of stadium seats, parking availability and persons per vehicle for a baseball game. • The modal split and potential transit ridership will be developed using information from the 2007 HNTB study, combined with ridership data from Miami-Dade Transit for other South Florida sporting events. • The information from both the 2007 NNTB study and the prior 2005 PB study will be considered and evaluated for use, however the assumptions for both vehicular trip generation, site arrival time distribution and site departure time distribution will be adjusted as needed to reflect realistic travel patterns and behavioral characteristics for a weekday evening baseball game. • The vehicular and person trip generation for the commercial and residential uses which will be included as liners to the parking structures will be calculated using rates and equations from ITE Trip Generation, 7h Edition. Driveways and Access ■ The study shall include the identification of project driveways serving as vehicular access to parking, vehicular access to the commercial and residential uses included in the liners to the parking structures, stadium operations, or transit access for patron drop-off or pick-up. • The study will include the estimated assignment of project traffic entering and departing each project driveway for the peak hour coinciding with the arrival to a weekday evening baseball game. ■ The study will include the estimated assignment of project traffic entering and departing at each project driveway for the peak hour coinciding with the departure from a weekday evening baseball game. Transportation Study Methodology NovemberNDB Ix4 Study Area Roadway Network • The study will examine the regional and local roadway network providing access to the site, and will document roadway classification, number of travel lanes, traffic count locations and the applicable adopted level of service standards pursuant to the Miami Comprehensive Neighborhood Plan (MCNP). • The study will identify the programmed transportation improvements from TIP 2009 which are funded for construction on the regional and local roadways within the project study area. Funded improvements will be identified through FY 2012 — 2013. • The study will identify Funded transportation improvements From the most recent City of Miami Capital Improvement Plan. • The study will identify the planned transportation improvements from Priority I and II of the MPO 2034 Long Range Transportation Plan which are planned for implementation by the Year 2015. • The study will include an analysis of the regional and local roadway network providing access to the site, documenting existing traffic conditions, future background plus committed development traffic conditions and total traffic conditions [consistent with the MCNa incorporating the impacts of the Marlins Stadium during the following timeframes: • The peak hour coinciding with the start of a weekday evening baseball game (6:00 to 7:00 pm); • The peak hour coinciding with the end of a weekday evening baseball game (9:30 to 10:30 pm), Study Area Intersection Operations • The study will examine the operations of selected study area intersections under total traffic conditions for the following timeframes: • The peak hour coinciding with the start of a weekday evening baseball game (6:00 to 7:00 pm); • The peak hour coinciding with the end of a weekday evening baseball game (9:30 to 14:30 pm). • Intersection turning movements will be documented graphically and in spreadsheet format for existing conditions, future background plus committed development traffic and total traffic conditions incorporating the impacts of the Marlins Ballpark during the following timeframes: • The peak hour coinciding with the start of a weekday evening baseball game (6:40 to 7:00 pm); • The peak hour coinciding with the end of a weekday evening baseball game. (9:30 to 10:34 pm). • Based upon the results of the intersection analyses for the pre -game (arrival) scenario and the post- game (departure) scenario, the Applicant will identify proposed geometric or traffic management improvements to enhance traffic circulation and maintain acceptable stadium and traffic operations. Transportation Study Methodology November 2448 Ix -5 Transit and Pedestrian Access • The Applicant will coordinate with Miami -[lade Transit to develop practical transit solutions which can reasonably be implemented to improve transit connections to the Marlins Ballpark from the Civic Center Metrorail Station and from the Culmer Metrorail Station (as well as other satellite locations) to service weekday and weekend stadium events. • The Applicant will coordinate with Miami -Dade Transit to determine how existing transit routes and service frequencies can be modified to service weekday and weekend stadium events. • The Applicant will coordinate with Miami -Dade County Public Works during the review process to identify pedestrian connections to off-site parking and transit to ensure that crosswalks, pedestrian signals, walkways, sidewalks and bicycle facilities are addressed to facilitate pedestrian and transit access to and from the Ballpark site. Parking • The Applicant will coordinate with the City of Miami and Miami -Dade County Public Works to identify on-site and off-site parking supply to accommodate Ballpark events and will identify pedestrian connections to local and off-site parking and transit to ensure that crosswalks, pedestrian signals, walkways, sidewalks and bicycle facilities are available to facilitate pedestrian and transit access to and from the stadium) site. The results of the link and intersection analyses, the transit and pedestrian analysis and the parking analysis will be summarized and submitted in a format acceptable for review by the City of Miami as part of the Major Use Special Permit Application process.
