INTRODUCTION The MARLINS STADIUM DEVELOPER, LLC, its successors and assigns (hereinafter, the "OPERATOR") is committed to the principle that the safety and well-being of all patrons and employees entering the MIAMI BALLPARK (the "BALLPARK") is of prime concern. With that in mind, the OPERATOR has adopted this Preliminary Public Safety & Emergency Management Plan (the "PLAN"). This PLAN is submitted in connection with a Major Use Special Permit application to the City of Miami for the construction of the BALLPARK. It is anticipated that this PLAN and the framework outlined herein will be modified, updated, and reassessed during the construction of the BALLPARK after consultation with the various emergency response departments from the City of Miami, Miami -Dade County, the State of Florida and the Federal Government. Throughout the PLAN, blank spaces have been left for items which are to be determined and filled in at a later date, but no later than the date of receipt of a certificate of occupancy for the BALLPARK. The policies and procedures of the PLAN have been developed for use by all support personnel in the event of an emergency situation in the BALLPARK. The purpose of this PLAN is to minimize the risk of personal injury to BALLPARK guests, clients and employees. This plan cannot address every possible emergency but should be utilized as a guideline during an emergency situation. Every emergency contains an element of the unforeseen which requires that management be flexible in its approach to an emergency and its resolution. No effective plan is a fixed instrument, as such, the PLAN calls for modifications as the study and possible use of it mandates. It is generally accepted that the most important aspect of managing an emergency is to prevent and avoid panic. Panic is an emotion that feeds upon itself and spreads rapidly when displayed. The utilization of a structured emergency procedure by trained professionals is one of the best-known methods for avoiding panic. C. SUMMARY OF PLAN SECTIONS Section I. Overview, Definitions and Guidelines. This Section contains definitions of terms used in this PLAN; an overview of BALLPARK policy concerning emergencies; along with supplemental training guidelines for BALLPARK support personnel in preparation against Emergencies, such as bomb threats, threats against persons, terrorist attacks and evacuation of the BALLPARK. Also included in this section is a distribution list that stipulates which pages of this PLAN are to be given to BALLPARK support personnel employed by the OPERATOR, its successors and assigns, as the operating entity for the BALLPARK. Section II. Emergency Responsibilities. This Section provides specific responsibilities in the event of an emergency, for BALLPARK Management, Command Post, Police Department, Emergency Services Personnel, Fire Department, communications, switchboard operator, media/public relations, p.a./scoreboard, first aid staff and maintenance/ground crew. Copies of specified pages of Section II must be given to support personnel pursuant to the Distribution List on Pages 6-8 of the PLAN. 2 Section Ill. Support Personnel Responsibilities. This Section assigns appropriate emergency responsibilities to BALLPARK support personnel employed by OPERATOR. Copies of pages of Section III as specified by the Distribution List on Pages 6-8 of the PLAN must be given to BALLPARK support personnel. Section IV. Appendices. This Section contains appendices that list information pertaining to potential BALLPARK emergencies. Copies of pages of Section IV as specified by the Distribution List on Pages 6-8 of the PLAN must be given to BALLPARK support personnel. D. DEFINITION OF TERMS, IN CONTEXT OF THIS PLAN 1. Critical Incident: an Emergency, as defined below, that involves imminent and considerable risk. 2. Contracted Service Providers: service provider contracted by the OPERATOR to perform services at the BALLPARK, such as concessionaires, security, and other such contracted services. 3. Control Post: as defined in Section II (B). 4. Director on Duty: person designated by BALLPARK Management as responsible for the operations and emergency management of the BALLPARK at the time of the Emergency, as stated on the Emergency Contact List on Page 1 of this PLAN. 5. Emergency: a serious incident that demands immediate and special action, prompting the activation if this PLAN. Emergencies include, but are not limited to the following: a. Accident or injury to spectator or ballpark personnel b. Bomb threat; c. Electrical power outage; d. Explosion; e. Fire; f. Hazardous material or biohazard accident; g. Riot; h. Severe weather conditions; i. Structural deficiency; j. Suspicious object or package found out of place; k. Suspicious activities by persons visiting BALLPARK and grounds; 1. Terrorist activity; and m. Threat against an individual or person. 6. Evacuation Duty Stations: area(s) to which BALLPARK employees are to report in the case of an Emergency. To be determined by BALLPARK Management. 7. Event Day: date during which a scheduled event open to the public is taking place at the BALLPARK. 8. Fire or Fire Department: the local government fire personnel or department with jurisdiction over the BALLPARK, the location of the Emergency, or both. 9. Hazardous Material: items listed on Hazardous Material Chart on Page 63 of this PLAN. 3 10. Non -Event Day: date other than an Event Day. 11. Police or Police Department: the local government police personnel or department with jurisdiction over the BALLPARK, the location of the Emergency, or both E. POLICY 1. It is essential that BALLPARK personnel anticipate the need for logical, coordinated action in the event of an Emergency, as well as situations or occurrences which may result in an Emergency. a. Optimum coordination of effort requires that defined responsibilities be given to supervisory personnel within the scope of their duties. They in turn insure that their subordinates are properly instructed in how to deal with Emergencies. F. TRAINING PREPARATION FOR EMERGENCIES INVOLVING BOMB THREAT, THREATS AGAINST PERSONS or TERRORIST ACTIVITY 1. Training is essential to deal properly with bomb threats, threats against persons, and terrorist activity. Good training can prevent or lessen the "fear of the unknown", which leads to panic and eventually leads to greater potential of personal injury and property damage. 2. Established proactive policies on how to deal with bomb threats, threats against persons and terrorist activity will instill confidence, diminish panic, and minimize risk to BALLPARK patrons, personnel and property. 3. Bomb threats, threats against persons or terrorist activity appearing at the BALLPARK are called in or reported for many reasons. The most logical reasons are: a. The caller has definite knowledge or believes that a destructive device has been or will be placed and they want to minimize personal injury or property damage. The caller may the person who placed the bomb. b. The caller making the threat against a person believes that the threatened person(s) is in danger and they want to minimize injury. The caller may be the person who intends to perpetrate the act. c. The caller wants to create an atmosphere of anxiety and panic to disrupt activities at the facility where the device is purportedly placed. 4. Panic is the ultimate objective of all terrorist activity. 5. The following preparations are to be implemented to forestall potential bomb threats or terrorist activity at the BALLPARK: a. Maintain a proactive means of identifying and controlling personnel who are authorized to enter critical areas. 1. Photo identification must be displayed by employees and support personnel at all times. 11 2. Unescorted visitors should be offered assistance politely by employees and support personnel. 3. All service providers/personnel (utilities, contractors, repairmen, etc.) must have visible identification badges and any doubts resolved by contact with the service worker's employer. If doubt exists regarding service personnel, never rely solely on the phone number given for verification by the service person. 4. Keys to sensitive areas monitored by supervisors, with a sign in and out log. 5. Keys marked to preclude duplication without written documentation. b. Strict procedures must be set up for control and inspection of packages and material entering critical areas. (See Mail Bomb Characteristics at Page 38 of this PLAN). 1. All packages received must be identified by recipient or supervisor of addressed department. 2. Packages must not be stored in sensitive areas, e.g. electrical breaker rooms, BALLPARK control rooms, or computer work areas. c. All BALLPARK personnel should be alert to anything out of place, suspicious objects or unfamiliar persons on BALLPARK property. 1. See What to do when a Suspicious Package is discovered. This can be found on Page 20 of this PLAN. d. All BALLPARK administrative personnel, especially telephone operators must be trained on what to do when receiving threatening telephone calls. All administrative personnel must have a copy of the Suspicious Call Information Sheet. These can be found on Page 37 of this PLAN. e. Conduct periodic training seminars on physical searches under the direction of the appropriate local governmental bomb squad. Due to the size of BALLPARK, BALLPARK administrative supervisory personnel must be trained by the bomb squad on proper methods of physical search appropriate to the areas of each Supervisor's responsibility. See Pages 17-20 of this PLAN. 6. Information received regarding bomb threats, threats against persons and terrorist activity will be reviewed by BALLPARK Management, the ranking law enforcement officer in charge and in turn passed on to appropriate security officials such as the Major League Baseball Security Representatives and involved OPERATOR security personnel. G. THREAT AGAINST PERSONS 1. All threats against any person received at the BALLPARK, and any additional information gained, must be reported by telephone to BALLPARK Management or the ranking law enforcement officer in charge. a. If the threat against a person is phoned in, the recipient of the threat must fill out and keep possession of the Suspicious Call Information Sheet (See Page 37 of 61 this PLAN) until it is physically given to a designated representative of BALLPARK Management. b. If the threat against a person is written, all materials (envelope, etc.) received along with the threat must be retained and placed in a larger envelope or other enclosure to preclude further handling of the materials. In addition, the time and date of receipt of the materials must be noted on the Suspicious Call Information Sheet. All such material must be physically given to a designated representative of the BALLPARK Management. C. If the threat against a person is personally reported by an individual, said person should be turned over to law enforcement officials for questioning. 2. All information known about the threat will be reviewed by BALLPARK Management, the ranking law enforcement officer in charge and in turn passed on to appropriate security officials such as the Major League Baseball security representatives and involved OPERATOR security personnel. H. TRAINING PREPARATION FOR BALLPARK EVACUATION 1. Periodic evacuation training exercises should be conducted under the oversight of Police, during which BALLPARK personnel perform their evacuation duties. Emphasis during these exercises should be placed on worst-case emergency conditions such as the opening of BALLPARK entrance gates during power outages. See Section Ill(E), Evacuation, Pages 23-31 of this PLAN. 2. Separate evacuation exercises with emphasis placed on each particular personnel groups' area of responsibility should be conducted. See Section III(E), Evacuation, Pages 23-31 of this PLAN. 3. All BALLPARK personnel should be instructed to listen carefully to the P.A. announcements made concerning any emergency situation. At times, the P.A. announcements may be the only source of information concerning the emergency situation. 4. It is important to remember that an evacuation is a LAST RESORT solution to any emergency, and that a PARTIAL evacuation may be all that is necessary. 1. BALLPARK MANAGEMENT When an Emergency is reported to the Command Post, the BALLPARK Director on Duty will immediately respond to the scene to survey the situation. If time will not permit for an inspection of the situation, or if one is not appropriate, the Director on Duty, with input from Police Department, Fire Department and BALLPARK personnel will decide the proper response to the Emergency. If the Emergency is found to be a Critical Incident, the Director on Duty will order the following: 1. Transmission of the critical incident radio code as set forth on Page 11 of this PLAN. 2. Front office personnel will report to the front office for further instruction. 3. After the critical incident radio code has been transmitted and receipt confirmed by a roll call, the following key personnel will report to the Command Post for further information: a. Police/Fire/Emergency-Disaster officials b. BALLPARK representatives c. Other Contracted Service Provider representatives d. Baseball Security representatives e. BALLPARK Media/Public Relations Director 4. If evacuation is necessary, P.A. announcements will alert the guests to evacuate the BALLPARK. See P.A. Announcements, Pages 43-53 of this PLAN. 5. Ushers, supervisors, Police, BALLPARK Housekeeping, guest services and food and merchandise vendors will take up their evacuation stations. See Evacuation, Pages 23- 31 of this PLAN. 6. Supervisory personnel will be deployed to all cash collection areas and stand by until all cash has been secured. 7. After evacuation begins, ushers, supervisors, BALLPARK housekeeping, guest services personnel and food vendors will sweep their areas to remove any remaining guests. 8. As each area is clear of all guests, the individual responsible for that section will report the information to the Command Post. 9. As areas of the BALLPARK are secured, event staff and BALLPARK employees will evacuate the building and report to their assembly area for roll call and further instructions. See Page 54 of the PLAN, concessionaires assembly areas. 10. The BALLPARK engineering office will maintain the following Emergency reference information for use as a backup Command 'Post: a. Copy of the emergency plan. b. List of all emergency and appropriate public and private sector agency numbers. c. Blueprints of the BALLPARK outlining utilities. d. Diagrams or clean blueprints of BALLPARK stands and interiors to log each area's evacuation status. e. Emergency utility shutdown procedures and locations. f. Location of equipment for operating under emergency conditions; bull horns, tape, barricade, and keys. g. A reference list of hazardous materials, location of same, and their Material Safety Data Sheet(s). B. COMMAND POST The Command Post (Extension ) is located on the level in Suite . The Command Post shall include a representative from Police Department, Fire Department, BALLPARK Management, and BALLPARK CCTV Camera Operator. Duties of Command Post Personnel * BALLPARK Management: vested with the authority to activate the PLAN; responsible for the decision-making and coordination of responsibilities of all BALLPARK support personnel for all Emergencies. BALLPARK Management may delegate role of lead agency to one of the support agencies when appropriate. A permanent chain of command roster may be created by BALLPARK Management. BALLPARK Management is authorized to make such on -the -spot changes to the PLAN deemed necessary to further the PLAN's intent and purpose, which is the avoidance of any loss of life, injury, or damage to property. * Police Department: responsible for law enforcement response to Emergencies, including, but not limited to bomb threats, hostage situations, armed suspects, and public safety, etc. *Fire Department: responsible for response to fires, Hazardous Materials or chemical spills, and Emergency Medical Services (EMS). 0 * CCTV Camera Operator: responsible for monitoring the CCTV cameras throughout the BALLPARK. When a call is received in the Command Post for an incident in the seating bowl, the operator will focus a pre -designated camera on the pertinent location. The Command Post will be notified of all Emergencies and any incidents that warrant special attention. The Command Post will then contact and direct all necessary BALLPARK support personnel to address such Emergencies and incidents. To avoid panic, radio discussion of any emergencies should be avoided if possible. All Personnel who report Emergencies should attempt to keep guests from overhearing any transmissions. All small events, which do not require a Command Post, will be coordinated through the BALLPARK Managers Office by radio or telephone intercom. 1. If an Emergency arises: a. It must be reported to the BALLPARK Director on Duty, who will assess the situation and decide whether to activate the PLAN. The decision to activate the PLAN is based upon the presumed existence of one or more of the following considerations: I. Loss of life or major injuries have, or are occurring due to the Emergency; Il. Loss of life or major injuries are likely to occur due to the Emergency unless patrons and employees are evacuated from the area; III. Damage to the BALLPARK is likely to take place in areas where patrons or employees are located. b. Once the PLAN is activated, the ranking supervisor for the Police will report to the area of the Emergency and will meet or confer with the Director on Duty and Command Post to assess the situation. c. The following information regarding the Emergency will be forwarded to the Command Post by the above referenced ranking supervisor:. 1. Location 11. Injuries III. Structural damage IV. Anticipated problems d. If necessary, the Command Post will initiate the appropriate critical incident radio code and perform a roll call of all units to confirm receipt of the code. e. The Command Post will conduct a continuing check on progress of the Emergency. f. If necessary, maintenance will isolate appropriate utilities, and provide emergency backup electrical power to essential areas of the BALLPARK. g. Response to the problem area will secure that area with necessary emergency staff. 10 h. If necessary, BALLPARK entry gates, along with adjacent areas of BALLPARK perimeter road, will be secured for use by emergency vehicles. i. A blue print or diagram of the BALLPARK indicating any and all shut down procedures will be maintained by the BALLPARK Management. 2. The Emergency frequency is Channel _. The three base stations and all portable radios used by supervisory staff, maintenance, and other personnel, will monitor this frequency unless specifically ordered to switch to another channel. 3. Because of the sensitivity and need to avoid panic, all Critical Incidents will fall under one of the three (3) radio codes when communicating via radio or telephone. 4. Once the supervisor for Police, the Director on Duty and the Command Post assess the situation and it is found necessary, the Command Post will issue one of the following: Critical incident radio codes Code 1: Bomb Threat Code 2: Natural Disasters (Fire, Severe Weather, etc.) Code 3: Man-made Disasters (Power Outage, Transportation or Chemical Accident, Structural Deficiency) When a Code 1 is called a search of designated areas of the BALLPARK will be initiated. 5. A roll call will be taken as the code is given by radio or telephone to verify receipt of the code. 6. The Command Post will contain the following emergency reference information: I. Copy of the emergency plan. II. List of all emergency numbers (inside & outside the BALLPARK). III. Blueprints of the BALLPARK outlining utilities. IV. Diagrams or clean blueprints of BALLPARK stands and interiors to log each area's evacuation status. V. Emergency utility shutdown procedures and locations. VI. Location of equipment for operating under emergency conditions; bull horns, tape, barricade, and keys. VII. A reference list of hazardous materials, location of same, and their material safety data sheet(s). 7. Should the Command Post be inoperable for any reason, a backup Command Post will be set up. BACK-UP COMMAND POST: Location: Gate _ , Suite . The command post will move to the mobile unit of the Police Department if both command posts (main & back-up) are inoperable. C. POLICE 1. If an Emergency occurs, the supervisor for the Police present at that particular event will report to the Emergency area and will confer or meet with the Director on Duty and Command Post, to assess the situation. 11 2. Once the supervisor for Police, the Director on Duty other and the Command Post assess the situation, the Command Post will issue one of the following critical incidents radio codes. Code I: Bomb Threat Code 2: Natural Disasters (Fire, Severe Weather, etc.) Code 3: Man-made Disasters (Power Outage, Transportation, HazMat, or Structural Deficiency) When a Code 1 is called a search of designated areas of the BALLPARK will be initiated. A roll call will be taken as the code is given to verify receipt of the code. 3. Upon transmission of the critical incident radio code, at least one Police officer will be directed to report to: a. Baseball press box. b. Nome team locker room/clubhouse c. Visiting team locker room/clubhouse d. Game Officials/Umpires' room 4. During the initial stages of a critical incident, sensitive areas of the BALLPARK will require police support. These areas include the BALLPARK offices, first aid, and a. Officers not assigned specific duties will help evacuate the guests from the areas of their assignments and will then report to the police room at to await further reassignments. b. Other assignments will be designated as necessary, such as preparations to secure entry gates and necessary areas of the BALLPARK perimeter road for access to emergency equipment. 5. The security carts will remain staffed and prepared to handle special assignments. D. COMMUNICATIONS 1. All Event Day radios will communicate via the radio channel which is assigned according to personnel duties. Channel I: Assigned to BALLPARK management on Event Day will also be used for Critical Incidents. Channel 2: Assigned to grounds crew on Event Day. Channel 3: Assigned to Contracted Service Provider on Event Day Channel 4: Assigned to engineering on Event Day. 2. The Emergency frequency is Channel 1. The three base stations and all portable radios used by supervisory staff, maintenance, etc., will monitor this frequency unless specifically ordered to switch to another channel. 12 3. Telephones in the Command Post during an Emergency are to be used to support emergency management and to contact BALLPARK management who may not be wearing a radio. 4. All critical incident(s) will fall under one of three (3) critical incident radio codes when communicating via radio near guests. 5. The critical incident radio code will be initiated for BALLPARK personnel by the Director on Duty. 6. Critical incident Radio Codes used to avoid panic by guests are as follows: Code I: Bomb Threat Code 2: Natural Disasters (Fire, Severe Weather, etc.) Code 3: Man-made Disasters (Power Outage, Transportation or Chemical Accident, Structural Deficiency. 7. After transmission of critical incident radio code, appropriate instructed to switch to channel 1. All other personnel will continue to use the radio channels assigned to them. 8. Each public and private sector support agency will notify the Command Post when call- ups are complete. 9. Radios, portable telephones and cellular telephones should never be used during a bomb search at any time. Certain types of bombs are designed to be triggered by such radio/telephone transmissions. 10. The backup Command Post will be set up at the E. SWITCHBOARD OPERATOR Responsibilities of Switchboard Operators, Front Desk, Ticket Office and Front Office Personnel: 1. Bomb Threat or Threatening Telephone Call a. Be familiar with and fill in the Suspicious Call Information Sheet. See Page 37 of the PLAN. b. Remain Calm. c. Do not transfer call. d. Try to hold caller on line as long as possible. e. Try to have another person listen to conversation on another line. f. Try to determine the type of bomb, type of explosive, type of threat against person(s): i.e., if a time bomb, when is it set to explode try to get as much information as you can about the location, size, etc. g. Record the time of the call. h. Notify your supervisor. 13 I. Do not alert other workers that a bomb threat has been received. II. Record your impressions of the caller's characteristics while it is fresh in your mind. 2. Critical Incident or Bomb Threat a. Switchboard Operators should contact any BALLPARK management not present at BALLPARK. b. Follow concise instructions from BALLPARK management. c. If requested by BALLPARK management, request of all callers that telephones lines be cleared. d. DO NOT USE the words BOMB, THREAT, EMERGENCY, or other similar words that tend to panic people. e. Stand by for further instructions by BALLPARK Management or the Command Post (Ext. ). 3. Cancellation of Event a. Switchboard Operators should receive concise instructions on how to address inquiries from the public, e.g. refer such calls to BALLPARK Management or Public Relations. b. Follow concise instructions from BALLPARK management. c. If requested by BALLPARK management, request of all callers that telephones lines be cleared. d. DO NOT USE the words BOMB, THREAT or EMERGENCY, or other similar words that tend to panic people. e. Stand by for further instructions by BALLPARK Management or the Command Post. f. Should the command post be inoperable for any reason, a backup Command Post will be set up. F. PUBLIC / MEDIA RELATIONS 1. When a critical incident radio code is activated by Command Post, or BALLPARK Management, media relations will establish a neutral remote location for communication with Command Post. Critical incident Radio Codes used to avoid panic by guests are as follows: Code I: Bomb Threat Code 2: Natural Disasters (Fire, Severe Weather, etc.) Code 3: Man-made Disasters (Power Outage, Transportation or Chemical Accident, Structural Deficiency) 14 2. After transmission of critical incident radio code. Media Relations will remain on channel 1, and notify the Command Post of receipt of radio code. 3. OPERATOR media relation's representative will insure that reporters are confined to a safe area and are attended to. 4. Media Relations will address all media inquiries and coordinate all releases through BALLPARK Management. ALL PUBLIC RELATIONS REGARDING EMERGENCIES will be handled by the OPERATOR'S Media Relations Representatives G. P.A. ANNOUNCER/SCOREBOARD 1. If a critical incident arises, the Command Post will contact the P.A. Announcer and Scoreboard Operation Center to make the necessary emergency announcements. See Pages 44 - 54 of this PLAN. 2. When the critical incident radio code is activated by BALLPARK Management, scoreboard personnel will remain at the scoreboard control room and act under the direct authority of the Command Post. Critical incident Codes used to avoid panic by guests are as follows: Code I: Bomb Threat Code 2: Natural Disasters (Fire, Severe Weather, etc.) Code 3: Man-made Disasters (Power Outage, Transportation or Chemical Accident, Structural Deficiency) 3. After transmission of critical incident radio code, P.A. Announcer/Scoreboard will remain on channel 1, and notify the Command Post of receipt of radio code. 4. If an EVACUATION is ordered, the P.A./Scoreboard announcement to the crowd MUST NOT USE the words "FIRE, BOMB, EMERGENCY, TORNADO or THUNDERSTORM", or other similar words that tend to panic people. 5. After the P.A. announcement and Scoreboard display is conducted, designated police personnel, ushers, and any available personnel will conduct a sweep, follwoing the exit of guests to make sure that all guests have been evacuated. 6. Other critical incident situations (weather, cancellations, etc) will be dealt with on a case by case basis by P.A. Announcer and scoreboard operations center at the direction of the Command Post. Back-up Communication System (Public Address) The amplifier rooms that operate the public address system are located at sections and . If one of the amplifier rooms would become inoperable, the other amplifier room would still be able to operate. If complete power is out at the BALLPARK, the back-up generator will operate the P.A. system immediately. 15 H. FIRST AID STAFF 1. When the critical incident radio code is activated by Command Post or BALLPARK Management, the Fire Chief will remain on channel 1, and notify the Command Post of receipt of radio code. Critical incident Radio Codes used to avoid panic by guests are as follows: Code I: Bomb Threat Code 2: Natural Disasters (Fire, Severe Weather, etc.) Code 3: Man-made Disasters (Power Outage, Transportation or Chemical Accident, Structural Deficiency) 2. The First Aid staff will stand by for direction from Command Post as to the number and extent of the casualties. 3. The nursing staff will wait for direction from the Fire Chief. 4. At the direction of the Command Post, paramedics and nurses will respond to the scene of critical incident to assist Fire Department Emergency Medical Services, and other local responding medical units. 5. Should additional first aid facilities be necessary due to the number of casualties, the First Aid staff will stand by for direction from Command Post as to which additional area of BALLPARK to utilize. 6. Control of the medical cases will be handled by the Fire Chief working closely with arriving ambulance units and any additional units. 7. Event Day First Aid Stations are located at: a. Section b. Section I. ENGINEERING/MAINTENANCE/GROUND CREW 1. The critical incident radio code will be initiated for BALLPARK personnel by the Director on Duty.. Critical incident Radio Codes used to avoid panic by guests are as follows: . Code I: Bomb Threat Code 2: Natural Disasters (Fire, Severe Weather, etc.) Code 3: Man-made Disasters (Power Outage, Transportation or Chemical Accident, Structural Deficiency) 2. When there is a transmission of a critical incident radio code; engineering, maintenance, and ground crew will remain on channel I, and notify the Command Post of receipt of radio code. 3. When Fire or any other non -bomb threat critical incident radio code is announced, BALLPARK engineering, electricians and plumbing will respond according to the origin of the Emergency and begin to immediately isolate utilities away from those areas. Cc 4. Engineering will take emergency steps to ensure safety of BALLPARK guests and personnel by: a. Shutting down all non-essential equipment and machinery, along with gas utilities and electrical power to areas affected by fire, flooding, etc. b. Activate appropriate air handling systems to evacuate smoke or other harmful agents out of the BALLPARK; or to isolate smoke or harmful agents from non -affected areas. c. In case of fire, utilize all appropriate fire fighting equipment available in-house, including fire extinguishers, water hoses and sprinkler systems until relieved by Fire Department. d. Assist emergency response agencies with logistical support. 5. Ground crew will do all that is necessary to protect the field from avoidable damage. 6. If evacuation of engineering, maintenance, and ground crew is ordered: After the evacuation is complete, engineering, maintenance, and ground crew personnel will assemble at (Assembly Area to Be Determined by BALLPARK Management) and await further instructions. 7. The Director on Duty must be notified after assembly and roll call. 17 SECTION III A. BOMB THREAT 1. All bomb threats received at BALLPARK, and any additional information gained must be reported immediately to the Command Post or BALLPARK Management. If the bomb threat is received on a Event Day, the Command Post will in turn inform BALLPARK Management and the ranking Police officer, a. If a bomb threat is phoned in, the recipient of the threat must keep possession of the Suspicious Call Information Sheet (See page 37) of the PLAN; until it is physically given to a supervisor, the Command Post, or BALLPARK Management. b. If the bomb threat is written, all materials (envelope, etc.) received along with the threat must be kept in a secure location. c. If the bomb threat is personally reported by an individual, said person should be directed to law enforcement officials for questioning. 2. All information known about the bomb threat will be reviewed by the Director on Duty and the ranking Police officer. If necessary, the appropriate Bomb Squad will be notified and their subsequent input will be incorporated into devising an appropriate plan. 3. The Director on Duty will contact the OPERATOR's President to advise them that a bomb threat has been received. 4. When a bomb threat critical incident is found to exist, BALLPARK support and security personnel will be advised of the bomb threat critical incident on a "Need to Know Basis." Personnel notified will include: a. Director on Duty of BALLPARK b. Vice President of Business Operations (OPERATOR) c. Ranking Event Manager of any Contracted Service Providers d. Supervisor of BALLPARK Engineering e. Major League Baseball Security Representatives. 5. The Director on Duty will authorize transmission of a critical incident "radio code 1." Upon transmission of the radio code, a roll call will be made by Command Post. 6. After the issue of the "radio code 1" and a review of the facts known relative to the bomb threat, the Director on Duty along with the ranking Police officer will determine which areas of the BALLPARK should be evacuated and which areas should be searched. 7. Guests and Personnel "With No Need to Know" must never be advised of a bomb threat. 109 8. The Command Post and the Director on Duty should devise a suitable pretext for the evacuation and search to lessen the risk of panic. a. The suitable pretext must be communicated to BALLPARK Employees "Not in the Know," so they may advise guests (when asked) of the reason for cancellation of the Event. b. If guests are given no reasonable explanation for Evacuation, "Fear of the Unknown" is likely to cause panic among guests and increase the risk of personal injury, property damage, and liability to the BALLPARK. 9. The pretext reason for evacuation should be communicated to BALLPARK operators and media relations to use as an interim answer to outside public and Media inquiries. 10. All Event Day employees will take their Evacuation duty stations. 11. As each interior area of the BALLPARK is evacuated, turn off all gas and electrical appliances that may cause a fire hazard, BUT leave all lights, televisions and bar machinery on. Do not close doors, turn off lights or alter the area's environment in any way. Certain types of bombs may be triggered by electromagnetic fields generated by lights, equipment, etc., being turned on/off. 12. Search personnel should only search areas of the BALLPARK with which they are familiar (if possible) to ensure the quickest and most thorough search. 13. Radios, portable telephones and cellular telephones should never be used during a bomb search. Certain types of bombs are designed to be triggered by radio/telephone transmissions. 14. Any areas found to contain possible destructive devices should be cordoned off and evacuated under the direction of the Command Post, and subsequently inspected by Police Bomb Squad K -9's and bomb disposal personnel_ 15. Bomb Search Guidelines a. BALLPARK Personnel who are familiar with the area(s) of search, and trained by the Bomb Squad (if possible) should be utilized to search designated area. b. Prior to search of any interior area of the BALLPARK, do not turn on lights or alter the area's environment in any way. Certain types of bombs may be triggered by electromagnetic fields generated by lights, equipment, etc., being turned on/off. If the area's interior lights are off, the search must be conducted with battery lanterns (battery lantern used must be approved by the Bomb Squad). Certain types of bombs may be triggered by electromagnetic fields generated by lights, equipment, etc., being turned on/off. c. Rooms and enclosed area searches should be made with two person search teams who divide the area into search zones by both height and floor area. d. The supervisor of the room search team initiates each room search by looking around and determining how the room floor area is to be divided for searching, and to what height the first searching sweep should extend. e. The search supervisor will then divide the floor area into two equal parts based upon the number and type of items in the room to be searched and advise the other team member of the floor area's imaginary line of division. 19 f. The search supervisors will then look at the objects or furniture in the area and determine the average height of items resting on the floor. Typical first searching heights cover items in the room from the floor up to hip height. g. After the room has been divided and searching height selected, both search personnel go to one end of the room division line, one on each side of the line, and start searching from a back-to-back position. This completes the initial wall (e.g. floor to hip) sweep. h. After the initial wall search, the search team should then work together and search the items in the middle of the room up to the selected search height. i. The search supervisor then determines the next search height (hip to top of head, hip to ceiling) and the process (wall search, then middle of room search) is repeated. If necessary, a third search is conducted from top of head to ceiling. j. If the room has a false or suspended ceiling, a separate sweep involves investigation of this area. Any Search of enclosed areas should include underneath rugs, floor mats and inside wall a/c ducts. Attention should be paid to wastebaskets, waste storage bins, and toilet reservoirs, storage receptacles, wall cabinets, clothes closets, lockers, ashtrays, and hall type ashtrays containing sand. I. Special attention should be given to the investigation and search of all areas that contain special machines or computers whose failure would close the BALLPARK for any length of time (Scoreboard control room and adjacent rooms). m. Search teams should look for unusual objects, a package similar to one that might have been described in the conversation with the telephone caller; or a package whose origin is questionable and/or suspicious in nature. Do not touch or disturb such objects. n. Outside areas such as the dugouts, playing field, or stands should be searched (if necessary) by similar division of height and area, and search teams set up accordingly. The exterior of the building, plaza area, power transformers, standpipe intakes, valves, drain covers, garbage cans, dumpsters, control panels, etc should be checked. o. Some likely areas at BALLPARK that may be targeted are: (1) Offices (Gate ) (7) Elevators (13) Loading docks (2) Restrooms (8) Press Areas (14) First Aid (3) Seating Areas (9) Machinery spaces (15) Guest (4) Storage Areas (10) Pipe shafts (5) Kitchen Areas (11) Clubhouses/Locker rooms/Backstage (6) Stairwells (12) Dugouts/Stage p. Upon completion of search, the entry to the room or area should be sealed with colored tape across the door and door jams, tied on entry latches, or marked with a sign signifying search has been conducted. 20 q. Upon completion of search of each area, the Director on Duty or the Command Post should be notified who will note completion of each area's search on a blueprint or diagram of the BALLPARK. 16. Event Day, when a bomb threat is received: a. Remain calm. The person speaking to the caller making the threat should pay close attention to the caller's voice and any background noises. b. Fill out the Suspicious Call Information sheet (if possible). See page 37 of the PLAN. c. Remain calm. Notify the Command Post. DO NOT NOTIFY BALLPARK employees unless advised to do so by BALLPARK Management. d. The Command Post will notify BALLPARK Management and the ranking Police officer, and appropriate security officials such as the Major League Baseball Security Representatives. e. If an evacuation is ordered, see EVACUATION for further details. 17. Non -Event, when a bomb threat is received: a. Remain calm. The person speaking to the caller making the threat should pay close attention to the caller's voice and any background noises. b. Fill out the attached Suspicious Call Information Sheet (if possible) See Page 37 of the PLAN. c. Remain calm. Notify BALLPARK Management. DO NOT NOTIFY BALLPARK employees until advised to do so by BALLPARK Management. 18. What to Do When a Suspicious Package is discovered a. DO NOT TOUCH OR DISTURB PACKAGE. DO NOT USE RADIOS OR CELLPHONES. Certain types of bombs are designed to be triggered by radio/telephone transmissions. b. Notify your supervisor. Director on Duty or Command Post. Director on Duty will then contact Fire and Police Departments. c. AT ORDER from Director on Duty, evacuate all guests and all unnecessary personnel from that area. d. Keep entrance ways, elevators, etc., clear and open for each access of Fire and Police Departments. e. Assign a guide to lead Fire and Police personnel to scene of object. f. After arrival of Fire and Police Departments, leave the scene and take refuge in a safe place as directed by the applicable personnel. 21 B. THREAT AGAINST PERSONS 1. Event Day, when a threat against a person appearing at the BALLPARK is received: a. Remain calm. The person speaking to the caller making the threat should pay close attention to the caller's voice and any background noises. b. Fill out the Suspicious Call Information Sheet (if possible). See Page 37 of the PLAN. c. Remain calm. Notify the Command Post by telephone. DO NOT NOTIFY BALLPARK employees. d. The Command Post will notify BALLPARK Management and the ranking Police officer, and appropriate security officials such as the Major League Baseball Security Representatives and involved team security personnel. C. FIRE EVENT DAY 1. If fire breaks out, the employee(s) discovering the fire must STAY CALM and immediately alert co-workers. EVERYONE MUST STAY CALM AND NOT CREATE PANIC. 2. One person must be designated to CALMLY report the fire to the Command Post, along with the location of the fire by area, section and/or column number. 3. Attempt to suppress the fire by means of a fire extinguisher, until professional help arrives. 4. Class ABC Fire extinguishers are located at: (list general areas, such as "behind every food vendor station, etc.) a. b. C. d. 5. If reasonable possible, cash drawers in the area affected by smoke and fire should be immediately locked. 6. The Command Post will dispatch Fire Fighters and Police to secure the affected area. 7. Evacuate guests and employees CALMLY from areas affected by smoke and fire. Crowd crush conditions present the greatest threat to guests. DO NOT USE "FIRE" to describe situation to guests. Keep CALM so good directions may be given and help facilitate evacuation. ELEVATORS MUST NOT BE USED IN CASE OF FIRE. NON-EVENT DAY 1. One person must be designated to CALMLY report the fire to 911, and BALLPARK Management, giving the location of the fire by area, section and/or column number. 22 2. Attempt to suppress the fire by means of a fire extinguisher, until professional help arrives. 3. Evacuate employees CALMLY from areas affected by smoke and fire. Keep CALM so good directions may be given and help facilitate evacuation. ELEVATORS MUST NOT BE USED IN CASE OF FIRE. D. SEVERE WEATHER CONDITIONS EVENT DAY 1. The Command Post, upon determining that weather conditions threaten the safety of guests and participants at an event will contact the Director on Duty and advise accordingly. 2. The Command Post will advise appropriate support groups to switch to radio Channel 1, which will be the emergency channel. All other personnel will use channels assigned to them for event. 3. The Command Post will advise Police and BALLPARK Security to prepare to assist guests to move under shelter or to evacuate the BALLPARK. a. Move Under Shelter A P.A. announcement will inform the guests of the impending situation and their option to leave the BALLPARK. Guests will be advised of safe areas to seek shelter in the BALLPARK should such areas be available. At all times, CALM and ORDER must be maintained. See Pages 43-53 of the PLAN. b. Evacuation Order A P.A. announcement will notify the guests that a report of impending weather problems requires that the event be canceled. See Pages 43= 53 of the PLAN. 4. Upon notice of evacuation, all security, ushers, maintenance, Police and Fire personnel shall go to their assigned evacuation posts. 5. All Food and Merchandise Vendors shall close their stands, secure their inventory and lock their cash drawers. Upon stand closure, all Vendors shall exit BALLPARK to and assemble for headcount. 6. NO ONE shall discuss reasons for evacuation or closure with guests. If asked, state that you are doing what you were told to. DO NOT USE words such as THUNDERSTORM or TORNADO. 7. Prior to Hurricane If a Event Day is scheduled to occur during a Hurricane Warning in the South Florida area, the event will be canceled. See Pages 55-57 of the PLAN, HURRICANE PRECAUTIONS AND PREPARATIONS. 23 E. EVACUATION 1. The Command Post upon determining that an Evacuation is necessary will contact the Director on Duty and the Event Promoter (if time permits) and advice accordingly. 2. The Command Post will advise appropriate support groups to switch to radio channel 1, which will be the emergency channel. All other personnel will use radio channels originally assigned to them. 3. When the Director on Duty gives the Evacuation order, the P.A. Announcer will make a general announcement to the crowd. See Pages 43-53 of the PLAN. 4. Upon notice of a Partial or Complete Evacuation, all security, ushers, maintenance, Police and Fire personnel will report to their assigned evacuation posts. a. Partial Evacuation: All Food and Merchandise Vendors in area of Partial Evacuation, shall close their stands, secure their inventory and lock their cash drawers. Upon their evacuation, all closed Vendors will report to nearest open Stand/Supervisor for roll call and wait for further instructions. Complete Evacuation: All Food and Merchandise Vendors will close their stands, secure their inventory and lock their cash drawers. Upon stand closure, all Vendors shall exit BALLPARK to and assemble for headcount. 5. NO ONE shall discuss reasons for evacuation or closure with guests. If asked, state that you are doing what you were told to do, DO NOT USE the words FIRE or EMERGENCY. 6. All ushers, security personnel, police, guest management services, BALLPARK Management and BALLPARK Housekeeping will assist with directing the exit of guests from the BALLPARK. Disabled guests may need special attention. 7. Ushers WILL STAY CALM while they direct the guests out of the BALLPARK as quickly and efficiently as possible. Each usher must make sure that all guests have evacuated their area of responsibility. BALLPARK support personnel MUST NOT DISCLOSE that there is ANY THREAT to the BALLPARK of any kind. BALLPARK support personnel MUST NOT USE the words "FIRE, BOMB, or EMERGENCY." It is important that the guests understand that the event will not resume. 24 8. USHERS AT BALLPARK GATES: a. Proceed to assigned gates as if the event were about to end, and open the gates. If a gate key is not available, one can be obtained from the Ushers' supervisor. b. Ensure that all gates are open. All turnstiles should be removed from gate openings so as to clear the exit ways. c. ALL key personnel should practice, and be able to operate the gates. The capability to raise the gates manually also exists. This should not be attempted unless power to the gates is disrupted. d. Direct guests out of the BALLPARK and make sure that guests do not re-enter the BALLPARK. e. Assist the handicapped. Handicapped parking is available at Gates f. Upon being relieved, re -assemble with your supervisor at the area adjacent to for headcount. Attendance will be taken. USHERS MUST NOT DISCLOSE that there is ANY THREAT to the BALLPARK of any kind. USHERS MUST NOT USE the words "FIRE, BOMB, or EMERGENCY." It is important that the guests understand that the event will not resume. 9. USHERS ON THE CONCOURSE: a. Should position themselves near each exit from the seating areas as if the event were about to end, and assist in directing the guests out of the BALLPARK to the closest exit as quickly and efficiently as possible. b. Assist the handicapped. c. Ushers should sweep their areas of responsibility to make sure that it is empty and will then report to for roll call. d. Upon being relieved, re -assemble with your supervisor at the area adjacent to for headcount. Attendance will be taken. USHERS MUST NOT DISCLOSE that there is ANY THREAT to the BALLPARK of any kind. USHERS MUST NOT USE the words "FIRE, BOMB, or EMERGENCY." It is important that the guests understand that the event will not resume. 25 10. USHERS AT RAMPS & ESCALATORS: a. Position themselves at each exit to the ramps as if the event were about to end, and assist in directing the guests out of the BALLPARK as quickly and efficiently as possible. b. Calmly advise exiting guests that the Escalators will not be working during an evacuation, that the ramps must be used. c. Assist the handicapped. Handicapped parking is available at Gate d. Upon being relieved, re -assemble with your supervisor at the area adjacent to for headcount. Attendance will be taken. USHERS MUST NOT DISCLOSE that there is ANY THREAT to the BALLPARK of any kind. USHERS MUST NOT USE the words "FIRE, BOMB, or EMERGENCY." It is important that the guests understand that the event will not resume. 11. USHERS IN THE SEATING AREA(S): a. Respond to the front of your section as if the game has ended. b. STAY CALM while directing guests out of their seating area toward the nearest exit as quickly and efficiently as possible. c. Assist the handicapped. 1. Ambulatory -handicapped seating is located in 2. Wheelchair seating is located in Sections Advise any handicapped in your area that in case of an evacuation, the elevators will not be in service. d. Sweep your area to ensure that you are the last person to leave your section. The supervisor should re -check the area for any stragglers. e. Upon being relieved, re -assemble with your supervisor at the area adjacent to for headcount. Attendance will be taken. USHERS MUST NOT DISCLOSE that there is ANY THREAT to the BALLPARK of any kind. USHERS MUST NOT USE the words "FIRE, BOMB, or EMERGENCY." It is important that the guests understand that the event will not resume. 12. USHERS ASSIGNED TO THE ELEVATORS MUST: a. Remain on elevator until Fire Rescue takes control of the elevator. b. Do not allow anyone on the elevator except emergency or Event Staff. c. In the event that one or both of the operators become trapped in the elevators, they should: 1. Remain calm. P 2. Calm other occupants, reassuring them that help will soon arrive. 3. Notify the Command Post of their situation by radio or telephone. d. Upon being relieved, re -assemble with your supervisor at the area adjacent to for headcount. Attendance will be taken. e. The Elevator Ushers must SECURE ALL ELEVATORS FROM BEING USED BY ANYBODY. The elevator will be dedicated for emergency use only. NO EXCEPTIONS. USHERS MUST NOT DISCLOSE that there is ANY THREAT to the BALLPARK of any kind. USHERS MUST NOT USE the words "FIRE, BOMB, or EMERGENCY." It is important that the guests understand that the event will not resume. 13. USHERS ASSIGNED IN THE AREA OF FIRST AID MUST: a. Remain at their location under the direct supervision of the doctor or medical personnel on duty. b. Upon being relieved, advise your supervisor for further instructions. USHERS MUST NOT DISCLOSE that there is ANY THREAT to the BALLPARK of any kind. USHERS MUST NOT USE the words "FIRE, BOMB, or EMERGENCY." EVENT DAY When BALLPARK Management receives notice of an event cancellation, the following steps should be taken: 31 1. Notify Police or the Command Post, who will determine when sufficient manpower (Police and BALLPARK Parking) is on hand and in position to deal with guests at BALLPARK and in the parking lot. 2. Notify the broadcast media and Media/Public Relations representatives immediately. Request that they broadcast the message as soon as possible and repeat it in an effort to get the message to guests prior to their arrival. 3. Advise BALLPARK telephone operators what to tell persons inquiring about the cancellation. 4. Upon a determination by Command Post that sufficient manpower is on hand; have a P.A. Announcement made to guests at BALLPARK. See Pages 43-53 of the PLAN. BALLPARK Management should advise the P.A. Announcer the BALLPARK policy regarding ticket refund and/or rain check for announcement to guests. 5. At direction of BALLPARK Management, BALLPARK Parking, Police, all food and merchandise vendors, guest services, BALLPARK and Housekeeping shall perform their end of Event Day duties, e.g, sweep BALLPARK of guests, close stands, secure inventory, lock cash drawers, inspect and secure restrooms from guests. Further directions will be given by BALLPARK Management and Supervisors. G. MEDICAL EMERGENCY EVENT DAY 1. Do not move a severely injured person. 2. Alert the nearest supervisor, security personnel, or Police officer. Advise them of the following information: Your name; Nature of the emergency; Location of the emergency problem by area, section and/or column number 3. This information will be forwarded to the Command Post, who will determine if an Emergency Medical Services (EMS) team should respond. 4. If EMS team is dispatched, make sure someone meets the medical team at the location reported to ensure prompt response and treatment. 5. If injured person suffers from a minor illness or injury, after advising the Command Post of the injury, escort or arrange for escort of the guest to the nearest First Aid Station. BALLPARK Management will advise where to receive first aid treatment. H. BIO -HAZARDOUS SPILL 1. Biohazardous spill is a body fluid such as human blood, human blood components, vomit, etc. These fluids have the potential to spread Hepatitis B virus (HBV) and Human Immunodeficiency virus (HIV) if the disease is present. If such a biohazard spill occurs: a. Notify BALLPARK management, security personnel, or Police officer and communicate type of spill, type of injuries (if any) and the location of the spill by area, Section and/or column number. b. This information will be forwarded to the Command Post, who will direct the appropriate response to decontaminate and clean the spill. c. The biohazard scene should be secured to prevent further contamination while waiting cleanup response. d. Make sure someone meets the maintenance response group at the location reported to ensure prompt action. 33 HAZARDOUS MATERIAL SPILLS (HAZMAT) 1. Notify BALLPARK Management, Security personnel, or Police officer and specify type of Hazardous Material spill (label information, solid, liquid or gas), type of injuries (if any) and the Location of the spill by area, section and/or column number. 2. This information will be forwarded to the Command Post, who will review the appropriate Material Safety Data Sheet, advise the Director on Duty, and dispatch the Fire Department and other BALLPARK medical teams for necessary emergency medical treatment. See Page 63 of the PLAN. 3. Make sure someone meets the Maintenance/Fire response group at the location reported to ensure prompt action. 4. The Hazardous Material scene should be secured by cordoning off an appropriate area to prevent further injury and/or contamination while medical treatment and cleanup is performed by appropriate emergency organizations and/or BALLPARK Maintenance Group(s). 5. All injured individuals will be assumed to be contaminated by Hazardous Material, and should be handled accordingly. 6. If an evacuation is ordered see EVACUATION for further details. 7. HURRICANE PRECAUTIONS AND PREPARATIONS NOTE: HURRICANE SEASON is JUNE 1 ST through NOVEMBER 30TH When a Hurricane Alert is announced for South Florida, BALLPARK Management must determine on a worst case basis, when to initiate safety precautions that require more than twenty four (24) hours to fulfill, and what necessary supplies are not on hand. Hurricanes are tropical cyclones, which are several hundred miles in diameter. They have winds that can range from a constant speed of 74 mph up to gusts of 200 mph. As hurricane(s) approach South Florida their position should be noted on a hurricane -tracking map. The following definitions should be noted: Tropical Depression: A cyclone with winds less than 34 miles per hour (34 knots) Tropical Storm: A cyclone with winds from 39 to 73 miles per hour (34 to 63 knots) Hurricane: A violent cyclone with constant winds greater than 74 miles per hour (64 knots) Hurricane Alert: Be advised and on guard. Hurricane Watch: A hurricane may threaten the area. Hurricane Warning: A hurricane is expected to strike the area within twenty-four (24) hours. All fallen or low hanging wires should be treated as if they are "Live." 4. The Operations Manager will contact FPL regarding any downed feeder lines to BALLPARK owned utilities. 5. Exterior properties must be checked for hazards. 6. If portable power generators are used make sure that the circuit breaker for the circuit being powered is disconnected. 7. Use extreme caution when using chain saws to remove fallen trees and limbs. 8. Designate an area exterior to the building for temporary storage of debris. Debris must not be placed on power lines or power line equipment. 9. Make a list and photograph (if possible) all damaged items. The list must describe item giving brand name, model #, and serial #. This list will subsequently amended with the purchase price and place of purchase of each item. 10. If necessary, personnel with applicable skills should be shifted to restoration operations to assist with BALLPARK recovery until Management determines that normal operations may resume. 57 H. FIELD SECURITY PLAN Purpose: The Protection of our managers, Coaches, Players, and Umpires during the course of the game is of paramount importance. The best field security plan involves prevention and immediate response to any violations. With that being said, the BALLPARK has implemented the following procedures: The Field Security Umpire Liaison Supervisor will direct the Field Security Team. The first day of each series, the Field Security Umpire Liaison Supervisor will meet with the umpiring crew, and the visiting team manager, to advise them of our field security plan. The Field Security Umpire Liaison Supervisor will be stationed next to the camera well, near the dugouts, highly visible to the umpires and managers. He will monitor the field of play, the stands, and all radio communication. 2. The BALLPARK will post the following field security positions for each game: A. Home Bullpen (1) uniformed police officer, (1).event staff B. Visiting Bullpen (1) uniformed police officer, (1) event staff C. Home Dugout (1) uniformed police officer D. Visitor's Dugout (1) uniformed police officer E. Visiting Clubhouse (1) event staff F. Home Clubhouse (1) event staff G. 1st Base Camera Pit (1) Supervisor H. Umpires Tunnel (1) event staff I. Home Tunnel (2) event staff J. 1 st Base Warning Track (1) event staff K. 3rd Base Warning Track(1) event staff L. RF Warning Track (1) event staff M. LF Warning Track (1) event staff 3. The duty of the field team is to monitor the crowd for intoxicated or overly boisterous patrons. These posts will be highly visible. Between each half inning these positions will walk to the grass edge of the warning track and face the crowd. 4. In the event of a fan jumping onto the field the following plan will be implemented: A. The field security team will immediately surround and subdue the trespasser as quickly as possible. B. Event staff working the seating bowl will immediately move to the bottom of each aisle closest to the field and will face the crowd. These positions are looking for possible second offenders. C. The Police will immediately handcuff the trespasser and escort him from the field through the closest field tunnel to the incident. 5. At the conclusion of the game, the uniformed police officers in the bullpens and dugouts, will ensure the safety .of the umpires and players as they leave the playing field and enter the clubhouses. Event staff will provide security for Umpires, Coached, and Players from the clubhouses to the parking/bus area. 58 H. FIELD SECURITY PLAN (CONT.) Office of the Commissioner - Clubhouse Securit Clubhouse security remains a focus of the highest priority for the BALLPARK. The need to consistently and uniformly enforce regulations limiting clubhouse access cannot be overemphasized. All Club personnel must be familiar with the contents of this memo and be made aware of the importance of denying clubhouse access to unauthorized persons. The following regulations shall apply: We remind all Club operating officers, general managers, field managers, players and other personnel that all playing fields, dugouts, clubhouses, batting cages, weight rooms and ancillary space remain off-limits to all except authorized and appropriately credentialed personnel. This restriction includes facilities for both home and visiting Clubs and applies to all practices and games, including but not limited to, spring training, exhibition, All-Star, championship season and post -season games. I. The following regulations shall remain in effect: a) The areas of restricted access shall include: playing fields, dugouts, clubhouses, umpire rooms, manager's offices, batting cages, weight rooms, shower rooms, trainers' and doctors' rooms, and other non-public spaces immediately adjacent to the clubhouse. Clubs are free to designate other areas of limited access. b) Only the following groups shall be granted access to the restricted areas listed above: players, managers, representatives from the players association, general managers, assistant general managers, coaches, athletic trainers, Club physicians, accredited media, Commissioner's Office officials, authenticators and essential Club personnel; including clubhouse attendants, equipment staff, directors of team travel, and operations or security personnel. Any other persons, including, but not limited to, friends, associates, agents, attorneys and personal trainers, shall not be granted access to the restricted areas described above. Credentials that would permit access to restricted areas shall only be issued to authorized persons as set forth in this memorandum. Scouts who have been issued Major League Baseball credentials shall be permitted in the clubhouse of the team that employs them. Former players are not allowed into the clubhouse unless they are affiliated in an official capacity that allows access (e.g., Club official, union representative, working media, etc). c) Players' immediate family members (father, grandfather, brother and sons) may be allowed limited clubhouse access in accordance with rules promulgated by each Club. The rules must be clearly posted in both clubhouses and distributed to all players and Club officials. It is the responsibility of each Club's General Manager to enforce its policy. Visiting Clubs are required to follow the home Club's policies regarding clubhouse access. d) All Clubs are required to adhere to background checks of all clubhouse personnel. e) Clubs may allow clubhouse access to credentialed vendors who are licensed by Major League Baseball Properties. Approved vendors with credentials may be granted access to the Clubhouse two hours before the scheduled batting practice begins and shall vacate the clubhouse at the start of batting practice. Clubs are encouraged to continue the practice of using an alternate room for conducting vendor business. Clubs do not have the discretion to issue credentials and grant clubhouse access to any vendor other than 59 H. FIELD SECURITY PLAN (CONT.) those approved by MLB Properties. All caterers and food vendors must provide written certification to the Club that background investigations have been conducted for all staff Office of the Commissioner - Clubhouse Security (Cont.) who will have access to the clubhouse. f) A copy of this Bulletin must be distributed to all uniformed personnel and all other Club employees who are issued credentials with clubhouse access. Further, a copy shall be posted in each clubhouse. The general manager, field manager, security director and BALLPARK operations director will bear the responsibility of ensuring the enforcement of these regulations. All security officers, attendants and other individuals responsible for controlling access into the clubhouses must be familiar with these regulations and understand that absolutely no exceptions are permitted. g) Security personnel who are familiar with this Bulletin and are trained to recognize the various authorized forms of credentials shall be posted at each entrance to each clubhouse. These entryways shall be staffed four hours prior to the game up until the clubhouse is closed post -game. Each Club shall review the checkpoint areas in order to prevent unauthorized persons from gaining access to a restricted area. h) Security personnel assigned to the clubhouse entrances must maintain a daily log of all persons entering the clubhouse. With the exception of uniformed players, coaches and clubhouse staff, all persons entering the clubhouse, must present authorized, photo credentials and be logged in prior to gaining access. This list will be reviewed periodically by the Club's Resident Security Agent. The clubhouse logs must be submitted to MLB Security every two months during the Championship Season. Immediately upon being posted to a clubhouse security assignment, a security officer shall thoroughly examine the clubhouse. All unauthorized persons shall be identified and escorted from the area. If credentials have been issued to an individual who is unauthorized, the security officer must note such facts and report it to Club officials. The appropriate Club official shall make every effort to identify the unauthorized person and file a report to the proper issuing entity. 1) Clubs must continue to enforce rules in regard to cellular telephones and PDAs. All Clubs must carefully review their policies with respect to team travel. Only appropriate Club personnel, guests of the Club for business purposes (but only with Club President approval), players, immediate family members and accredited media may travel with the Club on chartered air or bus services. Any other persons shall not be transported on Club charters, including, but not limited to, friends, associates, agents, attorneys, personal trainers, etc. Charters shall not transport luggage of any person not traveling on the team flight. Additionally, Club personnel shall not make hotel, bus or commercial flight arrangements for such other persons without the approval of the Club's chief operating officer. III. The following regulations are in effect in regard to umpires' dressing rooms: a) Only individuals with authorized credentials will be granted access to the umpires' dressing room. Access to the umpires' dressing room is restricted to: immediate family (father, grandfather, brother and sons), Club and Commissioner's Office officials accredited media with crew chief approval and the general counsel of the umpires' union. All visitors must be logged in and, with the exception of Commissioner's Office officials, shall vacate the dressing room 30 minutes prior to game time. If home Club has 60 H. Access to the umpires' dressing room must be posted with a security officer at least 90 minutes prior to game time and post -game until the umpire crew departs the dressing room. b) Clubs shall refer to Baseball Operations Bulletin A- 1 for regulations in with regard to umpire requests for autographs, memorabilia and tickets.
