Purpose of Item:
The nature of this item is to terminate for convenience the previous- Bid Contract (Invitation for Bid
No, 70054) v6th Fisher Scientific Company L.L.C. and Labsource,' Inc. for Work and Latex Gloves;
and to establish a new term contract for the'same provision with various vendors for an initial
contractual period of two (2) years with the option to renew for two (2) additional one (1) year
periods; allocating fiords from the various sources of funds from the user departments and agencies,
subject to the .availability of funds and budgetary approval at time of need_

On November 13, 2008, the Miami City Commission awarded an Invitation to Bid (No. 70054) to Fisher
Scientific Company L.L.C. and Labsource, Inc., pursuant to Resolution No. R-08-0622, for the purchase
of Work and Latex Gloves , on a citywide, as needed contractual basis, for an initial contract period of
two (2) years, with the option to renew for two (2) additional one (1) year periods. Both Fisher
Scientific Company L.L.C. and Labsource, Inc. were experiencing difficulty on honoring contractual
prices given due to the high costs of petroleum based products. The City acknowledges that petroleum
is a commodity that fluctuates in pricing. As a result, the City and both Fischer Scientific Company
L.L.C. and Labsource (herein referred to as "suppliers"), Inc. could no longer conduct business under
the Invitation for Bid Contract No. 70054 due to the instability and volatility of the market for petroleum
based products. The suppliers were requesting for contractual increases on the work and latex gloves
apparently purchased during a timeframe where prices were increasing, but price increase requests
submitted several months later, when market prices for petroleum based products were decreasing. Both
the City and suppliers decided to amicably vacate the contract. The Purchasing Department before
issuing Invitation for Bid No. 107067, 4, worked with all end-user departments requesting these gloves,
to make the specifications less restrictive and to add gloves considered to be "approved equals", so it can
be provided by most suppliers. The Purchasing Department also included a contractual clause that allow
for price revisions at predetermined intervals and has rebid all items and greatly expanded the needs of
the City of Miami to include all emergency and regular personnel glove needs. On February 3, 2009, at
the bid opening, six (6) bidders submitted their bids, and the bids have been tabulated. The Purchasing
Department is recommending award to various lowest responsive and responsible bidders per bid
specifications. Allocating funds from the various departments, General Operating Budget or other
sources of funds as may become available and subject to budgetary approval at time of need. The
approximate total annual spend is $375,000.00
