Subject: Professional Services Agreement — U of M Gordon Center for Research in Medical Education
Purpose of Item:
A Resolution by a four-fifths (4/5ths) affirmative vote, approving and confirming the City Manager's request
for waiving the requirements for competitive sealed bids, and authorizing the execution of a Professional
Services Agreement with the University of Miami Gordon Center for Research in Medical Education
(UMGCRME); ;to continue without interruption of delivery of the Emergency Response to Terrorism (ERT)
training for the first responders of the Miami Urban Area; effective until the end of the UASI 2007, 2008 and
2009 Grant, or until all deliverables are met, with the option to extend for two additional one-year periods, to
coincide with any and all approved extensions to any of the UASI Grants, in amount not to exceed $220,000,
allocating funds from the UASI Grants, subject to budgetary approval.

Background Information: (Continued)
As the lead agency for the Miami Urban Area Security Initiative (UASI) grant project, the Department
of Fire -Rescue requires the continued services of an experienced, Department of Homeland Security,
Office of Domestic Preparedness (DHS/ODP) approved training facility to provide Emergency
Response Training (ERT), including equipment, course delivery, evaluation and reporting. It is the
City's intent to continue to strengthen Miami and its surrounding jurisdictions' ability by training our
first responders to respond to and recover from man-made threats such as those from Chemical,
Biological, Radiological, Nuclear, and Explosive (CBRNE) and other terrorist threats or acts.
The course delivery is offered to multiple first responder disciplines from over 68 South Florida
agencies such as fire service, emergency medical service, health care, law enforcement, public health,
and hospital personnel (see attachment: "Emergency Response to Terrorism Summary Report").
This training not only meets the strategic objectives of the Miami Urban Area, but the Florida
Department of Health has designated the UMGCRME as the lead institution to carry out first
responder anti-terrorist training statewide. Most importantly, the Florida Division of Emergency
Medical Services has certified the course for continuing education credits. In addition, the Florida
Department Security Oversight Board, the Florida Domestic Security State Working Group and the
Florida Bureau of Fire Standards and Training have approved the contents of the UMGCRME's
Emergency Response to Terrorism training.
It is practicable, most advantageous and in the best interest of the City to continue this partnership,
which provides an important ERT training for the first responders of the Miami Urban Area in
accordance with the UASI Grant Project.
