Hernandez City Manager FROM: Willi Bryson, Director Dep ment of Fire -Rescue CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM DATE: February 19, 2009 FILE SUBJECT: Request for Waiver of Competitive Bidding— Emergency Response To Terrorism training, University REFERENCES of Miami Gordon Center for Research in Medical Education ENCLOSURES: The Department of Fire -Rescue is requesting a Waiver of Competitive Bidding and authorizing the negotiation and execution of a professional services agreement with the University of Miami Gordon Center for Research in Medical Education (UMGCRME), a Florida non-profit educational entity, located at The Clinical Research Building, 1120 N.W. 14'h Street, I" Floor, Miami, Florida, 33136, to continue without interruption the delivery of Emergency Response to Terrorism (ERT) training for the Miami Urban Area's first responders, including equipment, course delivery, outcomes assessment and quality improvement, effective until the end of the UASI 2007, 2008 and 2009 Grant, or until all deliverables are met, with the option to extend for two (2) additional one-year periods, to coincide with any and all approved extensions to any of the UASI Grants, for a total contract amount not to exceed $220,000. The UMGCRME has been chosen to meet the City of Miami requirements for the purpose of providing Department of Homeland Security, Office of Domestic Preparedness (DHS/ODP) approved training courses for first responders in the Miami Urban areas (designated municipal and county employees of the City of Miami, Miami -Dade, Broward, and Monroe Counties, jurisdictions within the counties and hospitals within these jurisdictions) who respond to terrorist and CBRNE (Chemical, Biological, Radiological, Nuclear, Explosive) events. This course will be delivered in multiple formats: a two-day classroom format (sixteen -hours), a two-day on-line plus on-site format (sixteen -hours), and an on-line "refresher" course (eight hours). Tuition is $350 per class per student and $175 per student for the "refresher" on-line course. The curriculum and methods offered by these courses will continue to provide the Miami Urban Area's first responders the necessary training and preparation in order to counter CBRNE incidents. This ERT training meets the strategic objectives of the Miami Urban Area and will enhance Miami and its surrounding jurisdictions' ability to respond to a terrorist threat or act. It is practicable, most advantageous and in the best interest of the City to continue this partnership, which provides important ERT training for the first Responders of the Miami Urban Area in accordance with the UASI Miami Urban Area Grant Program. The Florida Department of Health has designated the UMGCRME as the lead institution to carry out first responder anti-terrorist training statewide. Moreover, the Florida Division of Emergency Medical Services has certified the course for continuing education credits. In addition, the Florida Department Security Oversight Board, the Florida Domestic Security State Working Group and the Florida Bureau of Fire Standards and Training have once again approved the contents of said ERT training. Hernandez, City Manager Page 2 of 2 In conjunction with, preparation for, or in anticipation of a major disaster or emergency related to terrorism and or weapons of mass destruction, the Department of Fire -Rescue respectfully requests your approval to seek a waiver of the competitive bid process, and the approval to negotiate and execute a professional services agreement with UMGCRME.
