A RESOLUTION OF THE MIAMI CITY COMMISSION CREATING A
COLLABORATIVE PARTNERSHIP BETWEEN THE CITY OF MIAMI (DEPARTMENT
OF FIRE -RESCUE) AND THE AMERICAN HEART ASSOCIATION FOR
IMPLEMENTATION OF A PUBLIC SERVICE CAMPAIGN TO INCREASE
AWARENESS ABOUT BYSTANDER CARDIOPULMONARY RESUSCITATION;
DIRECTING THE CITY MANAGER TO ASSIGN THE NECESSARY PERSONNEL
AND RESOURCES TO CREATE SUCH A PROGRAM.
WHEREAS, each year more than 166,000 Americans suffer sudden cardiac arrest before they
reach a hospital; and
WHEREAS, today the National Survival Rate from sudden cardiac arrest is about 6%; and
WHEREAS, in 2008 Miami Fire Rescue EMT's and paramedics were dispatched to hundreds
of patients in cardiac arrest (sudden death); and
WHEREAS, due to advanced life support efforts by Miami Fire Rescue personnel,
approximately one out of every three patients was saved or 29%; and
WHEREAS, studies have shown the survival rate for the victims of sudden cardiac arrest is
directly proportionate to the number of citizens trained to provide bystander cardiopulmonary
resuscitation ("CPR"); and
WHEREAS, CPR can be administered by ordinary citizens who are trained to use proper
CPR; and
WHEREAS, the City of Miami ("City") through its Fire -Rescue Department is poised to train
citizens to administer CPR;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. A collaborative partnership between the City (Department of Fire -Rescue) and the
American Heart Association for implementation of a public service campaign to increase awareness

about bystander cardiopulmonary resuscitation, is created.

Section 3. The City Manager is directed to assign the necessary personnel and resources to
create such a program.
Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{1 }
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
