Purpose of Item:
A Resolution accepting the recommendation of the City Manager approving the first finding of the Evaluation Committee,
pursuant to Request for Proposal 105049, to accept the proposal of Mercy Medical Development d/b/a Mercy Outpatient
Center for the provision of Part I Services: Employment Dmg Screening Services and Alcohol Screening Services for
General Employees (A. Collection Facility, B. Drug Testing Facility, and C. MRO Services); Part Il Services: Sworn Fire
Drug and Alcohol Screening Services (A. Collection Facility, B. Drug Testing Facility, and C. MRO Services): Part IV
Random and Reasonable Suspicion Drug and Alcohol Screening Services for AFSCME, Local 871 Employees (A.
Collection Facility, B. Drug Testing Facility, and C. MRO Services); and Part V Services: Sworn Police Drug and Alcohol
Screening Services (A. Collection Facility, B. Drug Testing Facility, and C. MRO Services), authorizing the City Manager
to negotiate and execute an agreement with Mercy Medical Development d/b/a Mercy Outpatient Center, fora period of
two years with the options to renew for three (3) additional one year periods. Further, accepting the recommendation of
the City Manager to accept the second finding of the Evaluation Committee to accept the proposal of Work Injury
Solutions of Dade County Inc., d/b/a Health Care Center of Miami for the provision of Part III Services: DOT Drug and
Alcohol Screening Services (A. Collection Facility, B. Drug Testing Facility, and C. MRO Services), authorizing the City
Manager to negotiate and execute an agreement with Work Injury Solutions of Dade County, Inc., d/b/a Haaith Care
Center of Miami, for a period of two years, with options to renew for three (3) additional one-year periods, allocating
funds from the various sources of funds of the user departments, subject to availability of funds and 'budgetary approval.

BACKGROUND RE: RFP #105049
The need for laboratory services is outlined in Section 3(f) of Ordinance No. 8526 adopted by the City
Commission on January 20, 1976. Additionally on January 14, 1988, the City Commission adopted
Motion 88-34 which requires all new applicants to undergo a drug test. Drug screening services will
include performing drug profiles (i.e., employment, random, reasonable suspicion, Commercial Driver's
License (CDL) testing, etc.) on designated applicants and current employees including, but not limited to
Police, Fire -Rescue, Solid Waste and General bargaining unit employees; unclassified employees; and
managerial/confidential employees. The need for such services is mandated by City Commission policy,
the various applicable bargaining labor agreements, and federal guidelines.
To fulfill this requirement, RFP No. 105049 was issued to secure a provider to perform drug screening
services for the City of Miami. The RFP was divided into five (5) Parts: Part I Services: Employment Drug
Screening Services and Reasonable Suspicion Drug and Alcohol Screening Services for General
Employees (A. Collection Facility, B. Drug Testing Facility, and C. MRO Services); Part II Services: Sworn
Fire Drug and Alcohol Screening Services (A. Collection Facility, B. Drug Testing Facility, and C. MRO
Services); Part III Services: DOT Drug and Alcohol Screening Services (A. Collection Facility, B. Drug
Testing Facility, and C. MRO Services); Part IV Random and Reasonable Suspicion Drug and Alcohol
Screening Services for AFSCME, Local 871 Employees (A. Collection Facility, B. Drug Testing Facility, and
C. MRO Services); and Part V Services: Sworn Police Drug and Alcohol Screening Services (A. Collection
Facility, B. Drug Testing Facility, and C MRO Services).
Based on an evaluation of the Proposals by the Evaluation Committee, and approval by the City
Manager, it is recommended that the City Commission accept the findings of the Committee and
authorize the City Manager to execute a contract, in substantially the attached form, with Mercy
Medical Development d/b/a Mercy Outpatient Center for Part I Services: Employment Drug Screening
Services and Reasonable Suspicion Drug and Alcohol Screening Services for General Employees (A.
Collection Facility, B. Drug Testing Facility, and C. MRO Services); Part it Services: Sworn Fire Drug and
Alcohol Screening Services (A. Collection Facility, B. Drug Testing Facility, and C. MRO Services); Part IV
Random and Reasonable Suspicion Drug and Alcohol Screening Services for AFSCME, Local 871
