HomeMy WebLinkAboutR-09-0173Vop City of Miami Legislation < U R �O Resolution: R-09-0173 File Number: 09-00290 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 4/2/2009 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER OF 2007-2008 CITY OF MIAMI HOMELESS PROGRAM, NEIGHBORHOOD ENHANCEMENT TEAM EMERGENCY SHELTER GRANT FUNDS, IN THE TOTAL AMOUNT OF $37,936; ALLOCATING SAID FUNDS TO THE 2008-2009 CITY OF MIAMI HOMELESS PROGRAM, NEIGHBORHOOD ENHANCEMENT TEAM, TO PROVIDE ESSENTIAL SERVICES AND EXTENDED OUTREACH AND HOUSING SERVICES TO HOMELESS INDIVIDUALS REFERRED THROUGH THE MIAMI-DADE COUNTY JUDICIAL AND HEALTH SYSTEM, AS SPECIFIED IN EXHIBIT "A", ATTACHED AND INCORPORATED; AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 1, IN SUBSTANTIALLY THE ATTACHED FORM, TO THE CITY OF MIAMI HOMELESS PROGRAM'S CERTIFICATION, FOR SAID PURPOSE. WHEREAS, pursuant to Resolution No. 08-0304, adopted June 5, 2008, the Miami City Commission approved the allocation of $352,693 to the Homeless Program to provide essential services to the homeless population of the City of Miami ("City"); and WHEREAS, pursuant to Resolution No. 09-0043, adopted January 29, 2009, the Miami City Commission approved the Miami Homeless Assistance Program Discharge Planning Grant awarding $340,000 to the City of Miami Homeless Program, Neighborhood Enhancement Team ("Homeless Program") to provide extended outreach and housing services to homeless individuals referred through the Miami -Dade County Judicial and Health System; and WHEREAS, at the close out of the 2007-2008 Fiscal Year, the Homeless Program was unable to use the sum of $37,936 for Homeless Program activities because the extended outreach and housing services program had not yet been implemented; and WHEREAS, on January 18, 2008, the United States Department of Housing and Urban Development ("HUD") waived the thirty percent (30%) service cap to enable the City to expend the 2007 Fiscal Year Emergency Shelter Grant ("ESG") allocation on essential supportive services within twenty-four (24) months of the grant award; and WHEREAS, the Administration recommends the transfer of 2007-2008 Homeless Program ESG funds in the total amount of $37,936 and allocating said funds to the 2008-2009 Homeless Program to provide essential services and extended outreach and housing services to homeless individuals referred through the Miami -Dade County Judicial and Health System; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISISON OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 2. The transfer of 2007-2008 Homeless Program ESG funds in the total amount of $37,936 and the allocation of said funds to the 2008-2009 Homeless Program, to provide essential services and extended outreach and housing services to homeless individuals referred through the Miami -Dade County Judicial and Health System, is authorized. Section 3. The City Manager is authorized{1 } to execute Amendment No. 1, to the City of Miami Homeless Program's Certification, in substantially the attached form, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including, but not limited to, those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
