Introduction
The proposed Miami -Dade County Children's Courthouse will be located at 112
NW 3'-d Street in Miami, Miami -Dade County, Florida (refer to Attachment A, Location
Map). The 3.80 acre site will contain the Miami -Dade County Children's Courthouse
which will consist of a 14 -story, 371,500 square foot building as well as 66 judges, 18
police and 7 Miami -Dade Transit parking spaces (refer to Table 1, Project Summary).
Currently, the site serves as an asphalt parking lot for the Stephen P. Clark Government
Center and will be demolished as part of this project. Existing utilities, confirmed
through survey, test hole extrapolation and Sunshine State One Call, such as gas, storm
water and potable water lines traversing through the site will need to be relocated to
facilitate construction. In addition, storm water, potable water and sanitary sewer lines
also traversing through the site; however, determined to be not in use shall be removed in
accordance with the utility agency having ownership. The site also contains chilled water
lines traversing the site that will remain in place.
The removal, relocation and addition of utilities are summarized in the following
site utility study for the Miami -Dade County Children's Courthouse.

Storm Water Management
Existing Storm Water System
Currently, the site serves as an asphalt parking lot. An existing 24 -inch
concrete storm pipe, traversing the site from NW 3'"d Street to NW 41h Street and
owned by the City of Miami Public Works, will be relocated out of the proposed
building footprint to facilitate construction. As a result, a portion of new 24 -inch
reinforced concrete pipe will be located along the western side of the site just east
of NW 2nd Avenue. It will run westerly along NW 4th Street, then southerly
through the site toward NW 3`"d Street, then easterly still within the property and _
parallel to NW 3'd Street and finally southerly, interconnecting to the existing City
of Miami drainage system at NW T -d Street. An exclusive 10 -feet City of Miami
easement will be required for the portion of storm water pipe within the site. The
existing drainage system serving the parking lot will be demolished. A proposed
storm water management system shall be constructed to address the storm water
run-off from the proposed site improvements.
Flood Criteria:
The project site grade elevations shall adhere to the flood criteria
according to State, South Florida Water Management District (SFWMD) and
Miami -Dade County regulatory requirements as outlined below:
1. The proposed project is located in Panel 191 of 625 of Map Number
12025CO191J of the Flood Insurance Rate Map (FIRM). The project is
located in Zone X where a base flood elevation has not been determined
according to the National Flood Insurance Program (refer to Attachment B,
FIRM). By definition, Zone X are areas of 500 -year flood; areas of 100 -year
flood with average depths of less than 1 foot or with drainage areas less than 1
square mile; and areas protected by levees from 100 -year flood. This criterion
will be used to determine the minimum proposed finish floor elevation.
2. The Miami -Dade County Flood Criteria elevation per Plat Book 120, page 13
. is estimated to be 5.50 ft NGVD (refer to Attachment C, Miami -Dade County

Flood Criteria). This flood criterion plus 4 -inches will also be used to
determine the minimum proposed finish floor elevation.
3. The average October ground water level elevation is estimated to be 3.0 ft
NGVD according to the Miami -Dade Department of Environmental
Resources (DERM) and Miami -Dade County Public Works Manual, Part 2
Standard Detail WC -2.2 (refer Attachment D, Average October Water Level).
This elevation will be used to determine drainage well capacity.
Proposed Storm Water S ste
Storm water nun -off from the Miami -Dade County Children's Courthouse
will be contained on site. The proposed storm water management system shall
adhere to the Florida Department of Environmental Protection (FDEP), SFWMD
and Miami -Dade County regulatory requirements. The 5 -year storm event will be
used to design the storm water infrastructure and shall be in accordance with
Miami -Dade County Public Works Manual, Part 2 Section D4 — Water Control.
The run-off will be collected through a mixture of catch basin inlets, trench drains
and yard drains located at low points and are interconnected through a series of
hydraulically sized storm pipes composed of high density polyethylene (HDPE) in
accordance with jurisdictional requirements. No exfiltration trenches are
proposed within the project boundaries. The storm water run-off will eventually
be piped to a continuous deflection separation (CDS) unit to separate debris, oil
and grease, and then discharged to an underground, non -drinking water aquifer
through storm water injection wells.
The project will require four 24 -inch diameter injection wells to provide
sufficient capacity to dispose the storm water run-off from the 5 -year 24-hour
storm event generated by the developed site based upon drainage well
calculations (refer to Attachment E, Drainage Well Calculations).
In summary, the proposed storm water management system shall be
designed to be in accordance with FDEP, SFWMD and Miami -Dade DERM
regulatory requirements.

Potable Water
i
Miami -Dade Water and Sewer Department (M-DWASD) owns and
maintains the potable water system abutting and traversing through the project
site. The existing water mains are summarized in Table 2.

The proposed flow from the site is 37,150 gallons per day as determined by
Exhibit `B" of Miami -Dade County refer to Table 3. As outlined in the M-DWASD
Water and Sanitary Sewer Agreement Points of Connection, potable water service shall
be provided by the existing 12 -inch cast iron water main along NW 4th Street.
Additionally, the existing 12 -inch water main shall be interconnected to the existing 30 -
inch concrete water main along NW 2nd Avenue. Furthermore, the existing 20 -inch
ductile iron water main crossing through the site from NW 3rd Street to NW 41h Street,
shall be relocated out of the proposed building footprint to run easterly along NW 4`h
Street, then southerly, adjacent to the proposed police and MDT service driveway on the
east side of the site and finally run westerly along NW 3rd Street interconnecting to the
existing 20 -inch water main; therefore maintaining a looped system. An exclusive 12 -feet
M-DWASD easement will be required for the portion of water main crossing through the
site. The existing 8 -inch ductile iron water main along NW 3rd Street shall also be

interconnected to this proposed 20 -inch water main. Water service meters shall be
provided by M-DWASD upon certification of the water system.

Fire Protection
External fire protection will be provided by the City of Miami Fire Department.
Currently, there are two existing fire hydrants. One is located along NW 3'd Street on the
southside of the street and the other is located along NW 4t" Street on the southside of the
street (refer to Attachment H, City of Miami Fire Department Hydrant Atlas). The
existing fire hydrant along NW 41h Street shall be removed due to its conflict with
proposed construction. The fire hydrant will removed per M-DWASD standards as
outlined in the M-DWASD Water and Sewer Agreement. Furthermore, a new fire
hydrant shall be installed and served by the existing 12 -inch cast iron water main along
NW 4"' Street. It shall be located at the southeast corner of NW 2nd Avenue and NW 4th
Street as outlined by the City of Miami Fire Rescue and Inspections Services Department.
Lastly, the fire line to the internal fire protection system of the proposed building shall be
served from the existing 12 -inch cast iron water main along NW 41h Street.
Sanitary Sewer
Miami -Dade Water and Sewer Department (M-DWASD) owns and maintains the
sanitary sewer system abutting and traversing through the project site. The existing
sanitary sewer lines are summarized in Table 4.

The existing 8 -inch terra cotta sanitary line has been confirmed to be out of
service through test hole exploration and verification from M-DWASD. The proposed
flow from the site is 37,150 gallons per day as determined by the Exhibit "B" of Miami -
Dade County (refer to Table 5). As outlined in the M-DWASD Water and Sanitary
Sewer Agreement Points of Connection, proposed sanitary sewer lines shall be connected
to the existing 12 -inch ductile iron sanitary sewer line along NW 3'd Street. The
operating conditions and available capacity of the downstream M-DWASD receiving
pump station shall be determined once a Utilities Transmission Form has been issued and
plans have been submitted to Miami -Dade DERM.

Currently, a 6 -inch welded steel gas line owned and maintained by Teco People's
Gas traverses through the site from NW 3'd Street to NW 4"' Street. It conflicts with the
proposed building footprint. The existing pipe will be removed per Teco People's Gas
standards. As a result, a new 6 -inch gas line shall be installed running easterly along NW
4"' Street, then southerly through the project site and finally westerly along NW 3rd
Street interconnecting with the existing 6 -inch gas line. An exclusive, 6 foot easement
will be required for the portion of gas line crossing through the site.
Chilled -Water
Currently, two 20 -inch ductile iron chilled water lines, owned and maintained by
Miami -Dade County GSA traverses through the site from NW 3'-d Street to NW 4"' Street
on the eastern side of the project site. They do no conflict with any proposed
construction and shall remain in place. Sufficient clearance will be maintained relative to
all proposed utilities running adjacent or crossing them.
Summary
The proposed Miami -Dade County Children's Courthouse will require the
removal and/or relocation of existing utilities as well as the installation of a new utility
infrastructure. The proposed utility relocations and new utility layouts will not be
considered final until approval has been obtained from all regulatory agencies having
jurisdiction.
The three existing utilities to be relocated (24" concrete storm pipe, 6" welded
steel gas line and 20" Ductile Iron water main) lie within a non-exclusive 50' easement
which bisects the site from NW 3'd Street to NW 4`1' Street. A hold -harmless agreement
shall be sought from the respective utility owners by the property owners in conjunction
with granting the required easements for the proposed utility relocations.
