ENCLOSURES:
As Chairperson of the Evaluation Committee ("Committee") for the above services for the City of Miami, it is my
responsibility to offer the findings and recommendation of the Committee.
The City issued RFQ 126077,1 for the provision of Municipal Bond Underwriting Services, and twenty tlnee (23 )
Proposals were received. The Evaluation Committee ("Committee"), appointed by the City Manager, was comprised of
the following individuals:
1. Diana Gomez, Finance Director (Chairperson)
2. Don Nelson, Finance Director, City of Coral Gables
3. Humberto Rodriguez, Esq, Gonzalez & Rodriguez, P.L. (Finance Committee Member)
The Committee discussed the qualifications of the t-�;enty three (23) responsive and responsible proposals, an'd
evaluated each pursuant to the City's RFQ. Following discussion and deliberation, the Committee recomTn:2nds the
following Proposers be qualified, in rank order:
For the Senior Manager Position
i. :Merrill Lynch (Sr. Manager)
2. JP Morgan (Co -Sr. Manager)
3. RBC
4. Morgan Keegan
5. Goldman Sachs
For the Co-Mana er Position
1. RBC
2. Raymond James
3. Goldman Sachs
4. Morgan Keegan
5. Wachovia
6. Morgan Stanley
7. Ramirez & Co. I
S. Siebert, Brandford, Shank
Should contract negotiations fail or the financial institution is no longer providing said services with any of the two top
ranked firms for the Senior Manager and Co -Senior Manager Positions, Merill Lynch and JP Morgan, the Committee
recommends the City negotiate with the third, fourth or fifth ranked firms, RBC, Morgan Keegan and Goldman Sachs,
respectively; and, further provide the City Manager the ability to administratively accept an assignment of a contra --i
without further City Commission action unless the assignee of said contract is not a financial institution ranked herein.
Should contract negotiations fail or the financial institution is no longer providing said services with any of the three top
ranked firms for the Co -Manager Positions, RBC, Raymond James and Goldman Sachs, the Committee recommends
the City negotiate with the fourth through eighth ranked firm, Morgan Keegan, Wachovia, Morgan Stanley, Ramirez &
Co. and Siebert, Brandford, Shank, respectively; and, further provide the City Manager the ability to administratively
accept an assignmentntract without further City Commission action unless the assignee of said contract is not a
financial institution r ed ein.
