Subject: Special Revenue Project FY23-24 - Fentanyl Eradication Program
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled, "FY23-24 State Assistance for Fentanyl Eradication
(S.A.F.E.) in Florida program", accepting and appropriating a grant award from the
Florida Department of Law Enforcement ("FDLE"), in the amount of $350,000.00, with
no matching funds required, to conduct investigations designed to combat illegal
fentanyl activity; authorizing the City Manager to execute a grant award agreement
along with a Voluntary Cooperation Mutual Aid Agreement, in substantially the attached
forms, with FDLE; further authorizing the City Manager to designate the Chief of Police
or any other designee to negotiate and execute any and all other necessary documents,
all in forms acceptable to the City Attorney, to implement the acceptance and
administration of the funds and compliance with requirements of the award and mutual
aid agreements.
Background of Item:
The Florida Department of Law Enforcement ("FDLE") has available State funds to
grant financial assistance to the City of Miami's ("City") Police Department ("MPD") for
multi -jurisdictional efforts to create the State Assistance for Fentanyl Eradication
("SAFE") Mutual Aid group. The City and the subscribed law enforcement agencies
have the authority under Part 1, Chapter 23, Florida Statues, "the Mutual Aid Act" to
enter into mutual aid agreements. The intent of FDLE is to implement the SAFE
initiative for the purpose of targeting the following criminal activity which must have a
nexus to fentanyl, including but not limited to racketeering, drug law violations, related
criminal violations, firearms violations, and dismantling organized criminal groups
engaging in such activity in violation of Florida State Statues that may affect single or
multiple jurisdictions. The City was awarded grant, in the amount of $350,000.00
("Grant") on a reimbursement basis, to cover overtime, travel costs, supplies,
contractual service and other costs associated with the SAFE initiative. This
agreement will remain in effect until June 30, 2024, and automatically extended on a
month -to -month basis, not to extent beyond September 30, 2024.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY23-24 STATE
ASSISTANCE FOR FENTANYL ERADICATION (S.A.F.E.) IN FLORIDA PROGRAM";
ACCEPTING AND APPROPRIATING A GRANT AWARD FROM THE FLORIDA
DEPARTMENT OF LAW ENFORCEMENT ("FDLE"), IN THE AMOUNT OF
$350,000.00, WITH NO MATCHING FUNDS REQUIRED, TO CONDUCT
INVESTIGATIONS DESIGNED TO COMBAT ILLEGAL FENTANYL ACTIVITY;
AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AWARD
AGREEMENT ALONG WITH A VOLUNTARY COOPERATION MUTUAL AID
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORMS, WITH FDLE;
FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF
POLICE OR ANY OTHER DESIGNEE TO NEGOTIATE AND EXECUTE ANY AND ALL
OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE
FUNDS AND COMPLIANCE WITH REQUIREMENTS OF THE AWARD AND MUTUAL

WHEREAS, this Grant does not require a City match;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: FY23-24 State Assistance for
Fentanyl Eradication (S.A.F.E.) in Florida Program
RESOURCES:
Florida Department of Law Enforcement $350,000.00
APPROPRIATIONS: State Assistance for Fentanyl Eradication $350,000.00
Section 3. The City Manager is authorized' to execute the Grant and Mutual Aid
agreements with FDLE, in substantially the attached form, to accept grant funds, with no
matching funds required, and appropriate the Grant funds to MPD to conduct investigations
designed to combat illegal fentanyl activity.
Section 4. The City Manager is further authorized' to designate the Chief of Police or
other designee to negotiate and execute any and all other necessary documents, all in forms
acceptable to the City Attorney, to implement the acceptance and administration of the funds
and compliance with requirement of the award and mutual aid agreements.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City of Miami Commission.
