DATE: February 3, 2009 City Manager SUBJECT: Waiver of Competitive Bidding for Public Infrastructu Improvements Associated with the Proposed Marlins Stadium FROM: Larry M. SpringJ REFERENCES: Chief Financial i r ENCLOSURES: The Department of Capital Improvement Programs (CIP) is requesting a Waiver of Competitive Bidding to construct all of the public infrastructure work necessary for and associated with the proposed Marlins Stadium and City Parking. The project will include the following: • New water main extensions and replacements • New sewer main extensions and replacements • New storm sewer system and upgrades to existing systems Florida Power and Light (FPL) feeders/duct bank Relocation of FPL overhead lines to underground service • New road construction of N.W. 6'h and 14'h Streets, including curb, gutter and sidewalks • Road resurfacing, replacement of curb & gutter and replacement of sidewalks on surrounding roads • New street lighting for surrounding roads New traffic signalizabon • Landscaping The City and County have agreed for each to fund and pay for one-half (1/2) of the Project Infrastructure cost except for any additional upgrades requested by either party. HOK Sport, Inc. the architect of record for the proposed stadium has recommended Hunt/Moss, a Joint Venture ("Hunt/Moss") to be the construction manager for the Baseball Stadium and the Public Infrastructure. The selection of Hunt/Moss as the construction manager/general contractor for the Public Infrastructure work will be in the best interest the City of Miami as their oversight would facilitate a more coordinated project. Their management would provide for increased standards in consistency of workmanship, priority use of areas for construction, efficiencies in project staffing and coordination of procurement timing and strategy. This coordination will eliminate potential scheduling issues, increasing efficiency and reduce project costs. Further the risk of governmentally caused overruns associated with the construction coordination of the baseball stadium will be assumed by the stadium developer. Based on the above we are recommending a waiver of the competitive bidding process and award of the contract for construction management for the public infrastructure work to Hunt/Moss.
