The Miami City Commission also approved the shell contract, specifically Exhibit B -Work Program and Exhibit C — Compensation and Budget Summary. On August 11, 2008 through September 18, 2008 the Department of Housing and Urban Development ("HUD") conducted an on-site monitoring visit of the HOPWA Program administered by the City of Miami Department of Community Development ("CD") and in a letter dated October 24, 2008, HUD recommended that CD change its reimbursement methodology. In order to comply with HUD's procedural and administrative requirements, CD changed its reimbursement procedures for the HOPWA Program agencies by amending Exhibit B — Work Program and Exhibit C — Compensation and Budget Summary. The Administration recommends amending the Agreement for the HOPWA Program agencies to comply with HUD's procedural and administrative requirements.
