D. Narrative of Programmatic Activities and/Or 0oals
1, Recruitment/Advertising - Historically our sources of recruitment have been and continue to
be: a) The wages program, b-.) Florida job services, c.) Newspaper ads, d.) Referrals from other
employees and e.) Minority focused employment service agencies
2. Hiring procedures - avoidance of bias in hiring is a natural occurrence due to the make-up of
ownership and management. Potential hirees need only complete a typical employment
application and be interviewed by a manager to discuss their experiences and abilities.
Promotion procedures - promotions invariably are all done in-house. Since our make -tip is
98.81% minority, minority employees are always the first in line for promotion.
4. Training procedures - this is an ongoing and never ending process of teaching new and
innovative ways of improving operational techniques. Clericals and para professionals and
managers are often sent to seminars which add to their knowledge vase of work related issues
and then return to train others in similar techniques..
S. Publicity < internal procedures to publicize our plan include: 1) Signage of the existance of the
plan and it's location displayed next to the employee timeclock, 2.) Signage of the existence of
the plan in the office where employment applicants apply for employment, 3.) Notice of the
plan is in all employee manuals and 4. ) review of policies at employees annual review meetings.
External procedures to publicize our plan include: 1) prior filings and publications we have
provided Miami -Dade County over the past 26 years and 2.) Notification in filings for
employment openings through the wages programs,
6. Procurement policies - as a common practice, Greater Miami Caterers endeavors to purchase
goods and services from local suppliers who can provide top quality products at the lowest
available prices. Purchases from minority vendors are just a continuation of existing purchasing
policies. Because of our large minority population, minority vendors are readily available to
provide the products -at competitive prices so they can participate in these actions.
jE. Utilization of Local Minority Businesses
Having been in Miami for our entire corporate existence, Greater Miami Caterers has
Jflourished through the grass roots of the communities it exists in. Our past, current and
future vendors have always been minority small man & women owned businesses which
make this great county such a wonderful place to develop a thriving business. Without the
supplies that the minority firms we engage with provide us, we could not respond to typical
market demands for finished products. Our listing of minority vendors utilized throughout
jour history is well accomplished. The county should feel the same pride in us as we do
J about our natural ability and success in utilizing minority vendors.
F. Grievance Procedures
We have never had a grievance, If one developed we would deal with it with our open door
policy and common sense approach. In addition, we would have the assistance of our
professional employer organization in developing any legal responses necessary. The
j individual in charge of receiving complaints is John Olmo, Vice -President.
G. Program Reporting
J Re.cause we work within constant contact of. all employees throughout the day, continuous
internal auditing is taking place. If our employees have a question, we answer it as quickly
as possible. At present we expect no need to hire additional employees beyond our most
J recent hirees. If the need were to arise, we would follow the aforementioned procedures for
filling the job opening. The contact person for program reporting is John Olmo, Vice -

H. Procurement Policy
It is the policy of Greater Miami Caterers, Inc. to afford equal opportunity to all vendors and
suppliers of material to it. Firms providing goods and services to Greater Miami Caterers, Inc shall
not be discriminated against based on the owner's race, age, sex religion, and status as a veteran of
national origin.
Greater Miami Caterers will —
1. Solicit bids from all qualified firms, regardless of ownership. Including the utilization of
lists of qualified vendor maintained by the department of business development.
2. Evaluated all bids so as to farther the principles of non-discrimination and equal
opportunity.
3: Insure that final purchase are in accordance with the principals of equal opportunity.
'l. Insure that all procurement actions such as repeat purchases, extensions, change orders,
acceptance policy, etc.

John 'Olmo has been appointed equal opportunity officer. With the coordination and
implementation of the program with operating officials and supervisory personnel. Further, he is
responsible for reporting to me at the regular intervals regarding purchases and contracting.

0 I. Procurement Procedure
r - — Greater Nfiaini Caterers, nc., s purchase all commodities, equipment and services
through the normal purchasing procedures implemented by department head, supervisors
(' and others responsible for purchasing for Greater Miami Caterers. The following bidding
procedures shall be utilized annually for ,purchases that we can establish guaranteed
volwne of usage (bidding requirements are based on total cost of purchase):
1. Purchases .$ 2,000 to $ 4,999
Telephone quotes will be obtained from at least (3) businesses, particularly when
the vendor list contains more than (3) suppliers for requested service or
commodity. The purchase request will be issued to the lowest qualified and
responsible bidder.
2. Purchases $ 5,000 to $ 24,999

Written quotes will be solicited using a solicitation of quote form detailing the
items or services to be purchased and other pertinent information and made
available to interested businesses. The purchase request shall be issued to the
lowest, qualified and responsible bidder.

Purchases $ 25,000 and up
Formal sealed bids will be solicited by making available an "Invitation To Bid"
form to interested companies. All bids must be received prior to or by the
-� scheduled bid opening date and time. Bids received after the scheduled opening
will be returned to the bidder unopened. At the scheduled date and time, the bids
are opened and read publicly. The award will be made to the lowest, qualified and
-� responsible bidder meetilzg the specifications.
