This award is from the South Florida High Intensity Drug Trafficking Area Violent Crimes and Drug Trafficking Organization (VCDTO) initiative, to support your investigative efforts pertaining to "Operation Tre 5." This award is to be used in support of law enforcement operations designed to dismantle or disrupt the violent Drug Trafficking Organization (DTO) your agency identified in its proposal. In the past, traditional law enforcement methods have failed to combat criminal organizations as thoroughly as the severity of their crimes have warranted, therefore we strongly encourage you utilize these funds to target this DTO by way of RICO legislation, given that this is a highly effective method of dismantling criminal organizations.. This award is specifically for reimbursement of overtime incurred by law enforcement officers participating in "Operation Tre 5" during the twelve-month period commencing November 25, 2008; it does not include reimbursement of fringe benefits. Funds must be spent in compliance with established HIDTA program policy, including multi -agency participation, collocation and the HIDTA intelligence sharing plan. Your organization will be reimbursed on a monthly basis after a complete and detailed report of the previous month's expenses is submitted to Genii Cockshutt, South Florida HIDTA Fiscal Officer A monthly report detailing the progress of the investigation is to be forwarded to Captain Joe Mendez, Coordinator of the VCDTO initiative, no later than the fifth day of the following month. Arrests, criminal charges, asset forfeitures, seizures, and violent acts documented during the reporting period are to be listed. Indications that the organization is being affected by your operation and to what degree will also be included in this report. In addition, these reports are to be submitted until the dismantling of the organization, even after the funds have been expended. I r%wl^� „# fri I of P*% ami.
