Hill Contractor, Inc. in an amount not to exceed $113,280 for the Department of Police, allocating funds from Project No. 19-110175, Award No. 1471 and Account No. 12000.191602.664000.0000.00000. Background Information: Based on the Vulnerability Reduction Purchasing Plan (VRPP) and threat assessment, the Miami Police Department seeks to purchase concrete barricades to position around the entire perimeter of the Network Access Point (NAP) of the Americas building, located at 50 NE 9 Street Miami, FL. The NAP site serves as an internet and telecommunications network access point for the routing of internet network traffic between the Americas, the Caribbean and Europe and connects 100 of the world's leading telecommunications carriers as well as internet providers, government entities, multinational enterprises and other users. The concrete barriers will effectively reduce and mitigate the effectiveness of a vehicle bomb from having direct contact with the building and would substantially reduce the damage caused in such an attack. The concrete barriers would also reinforce the entrances and openings to the NAP center that currently have limited protection and or weaknesses that may be exploited. Concrete barriers would also limit the ability of terrorists or extremist groups to park a truck or smaller vehicle loaded with explosives in close proximity to the building to be remotely detonated. On December 29, 2008, the Purchasing Department issued Invitation for Bid No. 120062. As required by the Procurement Code, bids were due and two (2) were received on January 15, 2009, J.E. Hill Contractor, Inc., submitted the lowest responsive and responsible bid, and is therefore recommended for the award. Page 2 of 2
