A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER
TO CREATE THE "CIRCLE OF BROTHERHOOD TASK FORCE," TO ADDRESS THE CRISIS
SURROUNDING THE YOUTH VIOLENCE IN DISTRICT 5.

WHEREAS, the provision of safety for our communities is critical; and
WHEREAS, there is a critical need to stem the tide of shootings that have occurred in
the community; and
WHEREAS, there is a critical need to identify strategies and solicit community
involvement; and
WHEREAS, there is need to respond to this crisis and stimulate community involvement
with the City of Miami ("City"); and
WHEREAS, there is need to make recommendations to the community and government
regarding a proposed resolution to youth violence and related issues in the community; and
WHEREAS, there is a critical need for the community to work with the City to address
the acute need to restore safety, improve quality of life and support local businesses to the
community;,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1 } to create the "Circle of Brotherhood Task
Force" to work with the City to address the need to restore safety and business development to
the community.
Section 3. The Task Force is authorized{1} to select a Chair of the Task Force, to work
with the Liberty City Community Revitalization Trust as it jointly develops solutions to address
the problems determined by the Task Force.
Section 4. The Task Force shall make recommendations on how to address the issues
of stemming violence in the community.
Section 5. The Task Force shall work with the City's new Gambling Task Force.
Section 6. The City Manager is further authorized{1} to appoint individuals from the
organizations, as listed herein, to the Task Force:

Section 7. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.{2}

{1 } The herein authorization is further subject to compliance with all requirements that may
be imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
